A Brief Urban Analysis
If you ask people who have been living in the UAE for a few years, almost all of them will tell you that Dubai feels unlike any other city in the country. Cruise through Sharjah or Abu Dhabi, and they give off a familiar vibe that's common to many other sister cities around the world; buildings of various shapes and heights distributed in a close configuration around the city, local shops and restaurants bustling with the residents of the area, and people (including Emiratis) walking in the streets. 10 years ago, the area you're looking at didn't look much different than it does today. Two or three new buildings might've popped up, but for the most part it still feels the same. Once you enter Dubai, the stark difference is immediately obvious. Dubai is popularly divided into two halves: the "old" Dubai, which consists of the areas that came to exist around the Dubai Creek and stretches from the Sharjah border up to the Dubai World Trade Centre and Jumeira, and "new" Dubai, which consists of all the new areas that sprang up around Sheikh Zayed Road along the coast and in towards the desert after Dubai's boom began in the early 2000s. The old Dubai exists harmoniously with neighbouring Sharjah. As you move further into the belly of Dubai, however, the old gives way to the new; concrete jungles suddenly loom out of the desert sands, each separated from the other by huge stretches of sparsely-built areas, all of which did not exist a mere 10-15 years ago. The story began back in 1979 with the construction of the Dubai World Trade Centre, followed by an announcement in 1997 from a fledgling startup, called Emaar, outlining a plan to develop a new marina, miles away from mainland Dubai.

There's one thing to note about these, namely that most of them are masterplanned developments belonging to a handful of real estate developers. No other city in the world has such a high concentration of masterplanned developments. Dubai has been following a strategy since 1997, which is to hand over large swathes of land to master developers for them to turn sand into glass and concrete. This served Dubai's vision of getting big fast (10 years for what other cities took 100 years to achieve), but it did not come without its ramifications; ones that only become apparent later, after the areas are built. Dubai lacks the feeling of a traditional city because there's no word to describe how it has come to be laid out. Rather than grow organically around its creek core, Dubai was hurriedly carved up into "islands" (master developers like to use the buzzword "cities within a city", as is evident from the number of times "city" is mentioned in the aforementioned list), physically distinct zones that are densely-populated, dispersed around the emirate, and separated by a sea of relatively underdeveloped areas. Each zone is assigned to a developer, which has its own brand language, rules, and styling guidelines for its buildings. If you want to open a shop in Downtown, you must abide by rules set by Emaar (in addition to those of the building's owner), which are completely different from the ones set by Dubai Properties for shops in Business Bay, just a short walk south. If either one of them doesn't like your shop's concept, you will not be allowed to lease the space. The same also applies if you want to construct a building on a plot of land in their developments. While the developers try to picture masterplanned developments as a wonderful thing, the result of this strategy is a city that feels stretched thin over massive distances. As a result of them being "cities within a city", often clustering all kinds of retail outlets in one densely-packed area, people tend to flock to them in droves (much to the woe of their own residents). By comparison, the shops in areas like Jumeira are deserted; the streets mostly devoid of pedestrians (seeing local pedestrians in such areas is a rare occurrence). A noticeably sharp difference exists as soon as you step out of one of these "islands"; the buildings, roads, and people feel different. If you leave Dubai Marina and cross Sheikh Zayed Road over to JLT, you can't help but feel an entirely different vibe from the one in the Marina, just across the road. Head back into Deira or Shindagha, and Dubai starts to feel more like a traditional city again, with low-slung buildings, and small shops and restaurants that are teeming with local residents.
Another consequence of this silo strategy is that the islands tend to become home to large groups of people of a certain ethnicity or nationality, who then dominate the residences, restaurants, and retail outlets of that area (this is a perpetual phenomenon as more new expatriates arrive and decide to join existing islands where they'd fit in better). International City is mostly populated by Asians while Dubai Marina and the Palm are primarily Westerners. JLT's neighbors are Jumeirah Islands and Emirates Hills, two of Dubai's more luxurious areas. To the south lies Discovery Gardens, which comprises largely of working class residents. The only things separating the two contrasting areas are a patch of sand and a road. Driving through Jumeira along the coast, which grew organically over the years, you can feel the tone of your surroundings change the further north you drive. However, the change is much more gradual. The Jumeira neighborhoods gracefully flow into one another. Master developers like to also place a centrepiece within each of their developments, like a mall or a skyscraper, which tends to cause a spike in real estate prices within its vicinity (Marina Mall in Dubai Marina, Uptown in Mirdiff, Burj Khalifa and the Dubai Mall in Downtown, the Creek Tower in Dubai Creek Harbour, Dubai Hills Mall in Dubai Hills Estate, and Ibn Battuta in the Gardens), causing further divides between the classes of that island's residents; those who are better off financially and those who are not as fortunate to afford living in the heart of the development. Daily, people leave the island where they reside to head to the island where they work, return to their home island, and then maybe head to the island where they like to relax and unwind, and back home again (while enduring the traffic of every one of these islands and the complex web of roads connecting them). Just remember to apply this to not a few, but thousands of people who follow this same behavior, all at the same times of the day, every day. Dubai also has a very large carbon footprint for a city of its size. Unsurprisingly, given its layout, it's practically impossible to get around without a car (an issue further compounded by the weather which doesn't allow for walking outside for more than ten minutes for most of the year). The immature public transport network hasn't caught up with the city's growth, and there are no national rail services between the emirates. Consequently, there are no rush hours in Dubai. There's traffic everywhere throughout the day.
The expectation is for these independent islands to then somehow meld into one coherent city, which is clearly not the case. Instead we have a dispersed, asymmetrical city that reflects no single culture; a confused city that doesn't know how it wants to portray itself. It is for this reason that many people describe Dubai as "feeling rather artificial". The local culture definitely doesn't show through the buildings or the people within them because each master developer has its own idea of what it'd like its developments to look and feel like. This stands in contrast with Dubai's sister emirates, like Sharjah, which feel much more culturally rich. Dubai's government shows no signs of moving away from this masterplan strategy any time soon (annually, masterplans are dished out by the dozens at Dubai Cityscape), and this could end up adversely impacting Dubai's cultural development as the years go by, with ripple effects lasting for the remainder of Dubai's existence. It's understandable that Dubai has no more oil to sustain its growth and the government needs to develop the city to guarantee future revenue streams, and that masterplanned developments look nice as scale models on a table. Perhaps it's worth a while to re-evaluate and study the effects and tolls masterplanning is taking on the city, its culture, and its existing population beyond simply building more new malls and buildings.
