August 10, 1914 The city clerk had invited bids for the paving of Park Boulevard and received a bid from the California-Arizona Construction Company (San Diego City Clerk, sandiego.gov, "All Things Balboa Park 1913-1940").
In 1915, they were located at 717 Brockman Building, which is at 520−530 W. 7th St., Los Angeles, California. That year, they sued G. A. Hemen; the city of Ogden, UT; and the Massachusetts Bonding & Insurance Company claiming that Hemen didn't pay for materials that CA-AZ Const. Co. had used in completing paving work for Ogden. They also had some good news that year - they were awarded two contracts to improve roads in Los Angeles (Western Avenue, 22nd St. between Hoover St. and Vermont Ave., and Santa Monica Boulevard) and in Brawley, CA (Main Street) [Contractor, Volume 21, 1915]. At this time, Fred Locher was the assistant secretary of the company - he is better known as a cartoonist! ("Fred Locher," Stripper's Guide: Ink-Slinger Profiles by Alex Jay, https://strippersguide.blogspot.com/2015/10/ink-slinger-profiles-by-alex, accessed on February 26, 2025).
In 1916, they got the contract for improving 8th St. in Hermosa Beach, CA; for grading 1st St. in San Pedro, CA (which was actually in the city of Los Angeles by then); for a sanitary sewer system in Calexico, CA; for improving Heliotrope Dr. and Manhattan Pl. between Temple at ? St. in Los Angeles, CA; for improving San Antonio Ave. in Ontario, CA; for grading and constructing sidewalks and curbs on Lucia Ave. in Redondo Beach, CA; for improving Broadway between Greenleaf and Painter Ave. in Whittier, CA; and for paving, combination curb and gutter, and curbing on portions of Central Ave. in Phoenix, AZ. They also submitted a bid for paving in Phoenix, AZ. At this time, they were located at 1700 E. Washington St. (now Blvd.), Los Angeles, CA near Vernon (Engineering News, Volume 75, G.H. Frost, 1916).
In that year's Los Angeles City Directory 1916, they are listed under asphalt contractors and paving contractors. Clyde W Sparks was their secretary-treasurer and lived at 800 Fedora; Charles S Kent was their president and lived at 2405 6th Ave.; LeRoy L Chandler was vice-president and lived at 837 S Vermont Ave.; and Benjamin T Bone was Assistant Secretary and lived at 1132 W 51st Place (Los Angeles Directory Company, Los Angeles, CA, 1916, accessed via Los Angeles Public Library).

In 1916-1917, the California-Arizona Construction Company did some street improvement work for the City of Los Angeles involving sewer pipe and fittings and maybe didn't' pay for it. The vendor filed a claim with the city for their payment directly from the city to circumvent CA-AZ Const. Co. In the original lawsuit, the court determined that they took too long to file the claim so they lost their case. They then appealed based on the definition of 'completed' and won the appeal (California Decisions, Volume 61, California Supreme Court, Recorder Print and Publishing Company, 1921).
In 1917, they were awarded the contract to improve Melvin Ave. from Shorb Ave. to Main St. "by installation and equipment of ornamental electrollers" in Watts, CA (it was consolidated into the city of Los Angeles in 1926). They also submitted a bid for the ornamental lighting system on Mission St. from Fair Oaks Ave. to Meridian Ave. to the city council of South Pasadena, CA (Journal of Electricity, Volume 38, McGraw-Hill Company of California, 1917).
