Can we talk? And no, it hasn’t been redecorated, as who could have done it better than Joan herself? Reportedly purchased in 2014, after her death, by a Middle Eastern buyer when listed at $28 million, Joan Rivers’ Palatial New York Penthouse is back on the market, intact at $38 million.
One of the world’s most popular comedians since the 1960s, Joan was known for her in-your-face, politically incorrect stand-up performances and off-the-cuff humor that kept her fans laughing and sometimes made national headlines. Author of 12 books, joke-and-comedy script writer, film director and actress in 27 films, jewelry designer and with a host of other business pursuits, Joan’s life was as fast as her one-liners, spanning a prolific 55-year career.
Joan’s sense of style was as legendary as her sense of humor. Originally, the Upper East Side apartment had been designed for socialites John and Alice Troth Drexel in 1903 by the Gilded Age architect-to-the-very-rich Horace Trumbauer. After changing hands a few times, in the 1930s it became an exclusive apartment house with only nine units.
A year after her husband Edgar Rosenberg’s death in 1987, Joan sold her home in Los Angeles, returned to her home state and purchased the New York penthouse. She threw herself into decorating it lavishly, while keeping the decor style sympathetic to the French-themed architecture. She resided there for 28 years and often entertained a bevy of celebrities, including Princess Diana.
A private elevator entry hall leads to a dramatic two-story gallery which adjoins a light-flooded living room, each with a wood-burning fireplace. The reception rooms feature soaring 23’ ceilings and elegant parquet-de-Versailles flooring. A spacious corner-paneled library and a formal dining room feature ornate 18th-century French panels, both with original wood-burning fireplaces and overlooking a south-facing terrace. The four-bedroom triplex has large entertaining spaces with a ballroom, music room and antique columns. In Joan’s lavish style, the decorating is over-the-top just like Joan herself, who said, “It’s what Marie Antoinette would have done, if she had money.” She further described the apartment as “Louis XIV meets Fred and Ginger.”
As much as Joan loved her fashionable home and the Central Park views, it had a quirk which she didn’t like: a ghost in the form of what was believed to be former owner, Mrs. Spencer. This probably wouldn’t have mattered had Mrs. Spencer stayed quiet, but on one occasion Joan said, she bit the heads off the cherubs on a chandelier.
With 23-foot ceilings in the formal rooms, who else could have done it? Finally, Joan engaged a voodoo priestess from Louisiana to eradicate the spirit throughout the building. As an extra incentive to keep the ghost happy, Joan found an old painting of Mrs. Spencer in the basement, cleaned it up and hung it in the hallway with a vase of flowers on a table underneath it.

Jack L. Gray was a marine painter known for his depictions of skiffs and fishing boats. Born in Nova Scotia, Gray was the only son of a civil engineer. The wooden carousel available for pigs features a hanging tongue, saddle and blue ribbons.
The auction also features Illya Kagan's Nantucket oil landscapes. The artist's paintings are known for their fluid nature and reflect Kagan's love for Nantucket. Simon G. jewelry, Reed and Barton sterling silver cutlery, an ivory cane and beards, and an antique passage in a fitted box round out the list.
Antonio Jacobsen was a prolific maritime painter best known for his depictions of American ships. As a child, Jacobsen learned music from his father. However, his true love was the sea. Jacobsen began painting the doors of the safes with elaborate port scenes. These works earned him a commission to paint the vessels of the Old Dominion Steamship Company, which launched his career. The next Rafael Osona Auctions event features America’s Cup Trials, 1871, Yacht Dauntless by Jacobsen. Available oil painting features the artist's signature vase profile.
Another highlight is an oil painting titled The Sailor's Surprise by Ralph Eugene Cahoon Jr. The early 19th century painting depicts a sailor and a mermaid in Canton, China. The extravagant scenes of mermaids with sailors are among Cahoon's most famous works. A Wagonmaster Jeep Grand Wagoneer will also be offered. This gray 1989 Wagoneer has a burgundy interior, power windows, and a modern radio. The auction also offers Stephen Swift Windsor dining chairs, a Reed & Barton flatware service, and Steuben glassware.
Artist Ralph Cahoon was known for his wacky scenes of mermaids with sailors. In 1953, a New York art collector offered Cahoon the opportunity to paint for the Country Art Gallery on Long Island. After his paintings in the gallery sold almost instantly, Cahoon became a well-known artist. Among the featured lots in the upcoming American Art, Fine Art, Furniture and Decoration auction, presented by Rafael Osona Auctions, is Cahoon's oil on canvas titled The Sailor's Surprise. In the piece, a sailor is shown covering the eyes of a mermaid. They are sitting in front of a chinoiserie dressing table in Canton, China.
The event includes an oil painting by American artist Wendell Macy. Many of his works explore shipwrecks off the south shore of Nantucket, while experimenting with shadow and light. The 1898 piece available is an example of his signature style. In addition to fine arts, the sale also offers decorative art, jewelry, furniture, wine, and more. At the top of the jewelery pieces available at this auction is a Seaman Schepps bracelet designed with a series of cabochon tanzanite stones.

Congress Poised to Apply Banking Regulations to Antiquities Market

The antiquities trade, which regulators have long feared provided fertile ground for money laundering and other illicit activities, will be subject to greater oversight under legislation passed by Congress on Friday when it overrode President Trump’s veto.
The provisions tightening scrutiny of the antiquities market were contained within the sprawling National Defense Authorization Act, which Mr. Trump vetoed last week and which the House and Senate voted to override on Monday and on Friday.
Regulators have long worried that the opacity of the antiquities trade, where buyers and sellers are seldom identified, even to the parties in a transaction, made it an easy way to shroud illicit transfers of money. The new legislation empowers federal regulators to design measures that would remove secrecy from transactions.
“We believe this type of legislation is long overdue,” said John Byrne, a lawyer with 30 years of experience in anti-money-laundering rules. “This is an area where clearly organized crime, terrorists, and oligarchs have used cultural artifacts to move illicit funds.”
Dealers resisted the move. But with the new legislation, Congress moved to broaden the 1970 Bank Secrecy Act, which increased federal scrutiny of financial transactions, to include the trade of ancient artifacts.
Exactly how the new law works will be determined over the next year by the Financial Crimes Enforcement Network, a bureau within the Treasury Department, in consultation with the private sector, law enforcement and the public. Legal experts expect that the new antiquities regulations will be similar to others governing the precious metal and jewelry industries, where certain transactions are flagged to the authorities, who then determine whether they are suspicious. The law also seeks to end the use of shell companies to conceal the identities of buyers and sellers.
Sponsors of the new measure described it as a much-needed reform.
“Over the last decade, we’ve been working with all the industries and stakeholders to build a bill that satisfies everyone,” said Representative Carolyn B. Maloney, a New York Democrat, who introduced the Corporate Transparency Act in 2019 and later shepherded that bill into the defense package. “We are at a point that we’ve built so much support that it became impossible to oppose the bill.”
The Corporate Transparency Act faced opposition from antiquities dealers, who balked at the requirement to disclose client information and at the added costs of complying with the law. The art industry has fought similar legislation that would have extended the Bank Secrecy Act into the art market.
Federal disclosures show that the auction house Christie’s has paid lobbyists more than $100,000 over the last two years to influence the outcomes of such measures. A spokeswoman for the auction house, Erin McAndrew, said that its compliance department already maintains standards to protect against money laundering that were adopted by the European Union in 2018.
She said that “Christie’s welcomes the opportunity to work with U.S. regulators on appropriate and enforceable” guidelines to combat money laundering in the art market.
Watchdogs have urged Congress to tighten regulations on the antiquities trade for years. The looting of cultural heritage sites in countries like Syria and Iraq have resulted in a growing black market for Middle Eastern antiquities. Law enforcement abroad has seized hundreds of artifacts, which officials believe trace back to earlier excavations carried out by terrorist groups like ISIS.
“The proposed legislation will begin to close a major loophole,” said Tess Davis, the executive director of the Antiquities Coalition, a nonprofit organization that monitors the illicit trade of artifacts.
“A pawnshop’s business model does not differ greatly from that of a Sotheby’s or Christie’s,” she added. Yet pawnbrokers fall under the purview of Bank Secrecy Act, but auction houses do not. “Why should the rules be stricter for a mom-and-pop business hawking stereos in Milwaukee than a billion-dollar auction house in Manhattan?”
But some dealers claim that reports of black-market transactions and money-laundering are overblown. One dealer, Randall A. Hixenbaugh, the president of a nonprofit organization called the American Council for the Preservation of Cultural Property, has called statistics on the illicit trade unfounded and argued against the new regulations.
“Virtually all transactions of high-dollar amounts in the ancient art business are handled through financial institutions and instruments already covered by the Bank Secrecy Act,” Mr. Hixenbaugh said. “Criminals seeking to launder ill-gotten funds could hardly pick a worse commodity than antiquities.”
Legislative staffers who helped craft the new regulations said that they were guided by what they learned in Congressional hearings and from industry experts. Unesco warned earlier this year that the development of online sales platforms and social networks had facilitated the illicit sale of antiquities and that existing regulations had failed to stem the black market.
The new legislation calls for a study on the role of art in money laundering and terror financing. (A recent Senate report has already outlined how at least two Russian oligarchs had exploited the opaqueness of the art world to bypass U.S. sanctions.) If the study finds a link between the art market and illicit activity, it could, upon congressional review, trigger the creation of rules similar to the ones now concerning the antiquities trade. Regulators have also signaled that the Bank Secrecy Act could be further extended into the art market.
“You have to know who is buying and selling,” Mr. Byrne said. “The argument that you have no obligation to report suspicious activity because you are in the private sector doesn’t work. Banks lost that argument 30 years ago.”
