I'm not a fan for multiple reasons, one of them being that it actively punishes the player for having a high spell save DC - which is something they should strive to have in all other circumstances.
On top of that, it's just Vicious Mockery with a vastly higher damager potential and no sideeffects (VM is a scaling d4 and disadvantage on the next attack roll on a failed save).
If you compare the damage potential with the cantrip Poison Spray, which is also a scaling d12 (but a Con save, which is a lot more common), notice how the range on PS is only 10 ft, compared to the 60 ft your player wants!
If it's the "terrible joke" part they really love - again, they could just use Vicious Mockery for that. And take the chance to tell an awful pun instead of slinging Shakespearean insults.
Is this balanced? A bard wanted to use this homebrew spell... I think it's a little bit too much damage, but I need help rebalancing
