I’ve never read all the Hunger Games books, but I do know that a lot of fanmade maps of Panem divide the districts among American states and label all of Canada “The Wilds” or something similar.

And I just want to know: Was there any canon justification for this, or was this a piece of fanon? Because either way the implications of this are wild. Fascist futuristic military dictatorship Panem does not have the manpower to occupy post-apocalyptic Canada. What’s going on up there
