― [ A ] DMINSTRATIVE LEAVE & THE PROPOSITION .
Despite what everyone believes, Caitlyn was not fired or expelled from the Enforcers.
Jayce, when he heard that Cassandra and Tobias went to speak to Marcus, assumed that Caitlyn had been fired. The truth of the matter was that Cassandra demanded better security and wondered why the Enforcers were becoming so lax in their job that nearly everyone was killed. As a Councillor, Cassandra made a display against Marcus in demanded better protection, and that protection included her daughter as she nearly died under his watch.
It was Marcus who assigned Caitlyn for extra duty. It was Marcus who did not have proper security measures. It was Marcus who fucked up and Cassandra was going to make him answer for it.
Cassandra is one of the highest-ranking members in Society and part of the council, and she was not going to stand here. She knew Sheriff Grayson would have NEVER let this happen, and if it did Grayson would have ensured immediate results that ensured the protection of the citizens of Piltover. For Caitlyn's protection as the investigation was started as demanded by Cassandra, Caitlyn was placed on Administrative leave.
Administrative Leave is a paid leave that an enforcer is placed on when they are involved in an incident. This typically ensures that bias is not taken into play (for example someone in an incident and then investigating their incident). Administrative leave does not take away the gun or badge from an Enforcer and still has the same rank and power as any enforcer, but they are currently not on duty and are not allowed to question anything involving the incident at hand. Caitlyn was still an enforcer when she went to break Vi out of prison (and none of the wardens questioned it because she still had a badge legally), the entire time she went into the undercity and why at the bridge she was allowed to use her badge to prove her service.
After everything that happened and the bombing of the council, a few of the high noble houses as well as the council that still survived needed to get a new sheriff immediately. They wanted to show they still had the power to control the state of Piltover and that "everything would be fine." They demanded stability and needed someone they thought would give that to them. Because of Caitlyn's actions, despite breaking so many laws and rules, they looked to her as an enforcer and the one who saw all the corruption when no one else did.
Caitlyn only felt angered by such things. They looked at her like some prize pig, to place a first-place blue ribbon upon her and place her in charge. the fact was, the enforcers were controlled by the council and she would not be tethered on a leash under their rule and thumb. So Caitlyn walked in front of the council and allowed them their glorious speeches in front of the crowds of nobles. And then Caitlyn did the unexpected.
She arrived in her Zaunite outfit, the hood pulled off her head, and the purple vest. It was not a Piltovan outfit, make a statement as it was. And then she took the badge from teh box that she was presented and walked forward, slamming it down on the desk with one sentence.
"With all due respect, You can shove this badge up your ass. I will not be Piltovan Lapdog," And with that, Caitlyn walked out. It was a massive affair that spread through all of Piltover, how the House Kiramman denounced the council right in front of their face. It would be amiss the smirk from Mel Medarda in the corner, as Caitlyn basically made a name for herself.
House Kiramman was not under the control of the Council and as one of the noble households had ever stood up to the Council before. It was clear, that Caitlyn would rule her own house, and own sanctions as desired.
It was something unheard of in the last two hundred years and some found it impressive while others saw it as a defiance of the system. Either Way, Caitlyn decided at that point, she would do what she wanted and not be controlled by anyone or anything.

back again to out my hands out for more omega jayce and alpha viktor stuff. how would jayce’s new popularity in piltover and appointment to the council affect their budding relationship? also, do you think mel would pursue jayce or figure that he’s already got someone since he’s bound to smell like viktor since they’d spent so much time in the lab together?
So funnily enough their designations actually matter less than what their relationship is generally at that point. If it's still fairly new or in that kind of awkward transitioning into a relationship from a friendship it's going to strain it and probably break it (compared to if they were a more established relationship which could probably weather it).
But if Jayce is an omega and Viktor an alpha it doesn't help because again others are going to try and keep wedging them apart because Jayce is now a lot more appealing to others now (you know compared to when he was about to be exiled). Like especially in Viktor's head Jayce went from kind of unattainable but maybe to... completely unobtainable. And it's not Jayce's fault it's the world around them. Jayce getting drawn into that work more and more doesn't help and Viktor likely responds by getting more and more closed off and thrown into his work because at least if he still is he is needed for the Hextech than he can still be around Jayce.
Mel I think would find out what the relationship is between Jayce and Viktor and than whether or not she would pursue Jayce would depend on his answer. Like she's blunt enough but tactful enough to say to Jayce at some point something like "I wouldn't want to offend Viktor if you two are already together" and then Jayce would either confirm it, do the 'well... it's kind of complicated now I don't even know if we are a thing anymore' or 'no he's just my work partner' depending on... how he's feeling about it after the damage of the everything going on. To be fair I don't think she ever went into their relationship to 'seduce' Jayce in the romantic/sexual sense - there is mutual attraction that can easily turn into a romantic/sexual relationship but it needs the right environment and trigger and you know if Jayce's relationship with Viktor is now very rocky or in the "temporary breakup" space he and Mel could still easily end up in that 'accidentally overstepping into Relationship' territory and then afterwards feel super guilty because they realise that was really unfair to Viktor.
