I want to run a one vehicle WAV (wheel chair accessible vehicle for disabled people) car hire/rental business serving Hertfordshire the customer would hire the car and arrange for a person to drive it for them. Last year around September I made the grave mistake of letting a friend borrow my car to see his girlfriend and he claimed to have just gotten his license and it was supposed to come in the mail within the next week.
