Oh okay nvm I just realized that Welcome to Heaven is so short because, in-universe, Saint Peter has to sing that song for every soul that goes there

So like he has to keep it short, in fact, Emily and Sera's lines aren't part of the presentation, the song is even shorter

Someone dies, he goes and sings it, he finished, there's likely other soul(s) at the gates waiting or seconds from arriving

IN FACT, I like to believe he was just finishing singing when Charlie and Vaggie arrived, and the moment they go he goes back and has to sing it again, that's why he always ends up out of breath, while Emily just sang the last verse so lol

I headcanon that every once in a while he makes a different song, by how passionate he was singing I assume this one is pretty recent
