Metro rail services, schools, colleges will remain closed till May end, the guidelines issued by the Ministry of Home Affairs (MHA) said. Sitharaman announces final tranche of economic stimulus The Centre has announced suspension of new bankruptcy filings on loan defaults for one year and raised the threshold for insolvency as it moved to ease COVID-19 pain for the industry. It also announced a new policy for companies under state control saying public sector undertakings under the non-strategic sector will be privatised while those in the identified strategic sector would be capped by not more than four by merging some of them. In the fifth and final tranche of the economic stimulus package, Finance Minister Nirmala Sitharaman raised allocation for employment guarantee scheme by Rs 40,000 crore over and above the Rs 61,000 crore budgeted earlier for MGNREGS, to provide employment to migrant workers moving back to their states. This, she said, will help generate nearly 300 crore person-days in total. For industries, she said the minimum threshold to initiate insolvency proceedings will be raised to Rs 1 crore from Rs 1 lakh, which largely insulates micro, small and medium enterprises (MSMEs) from bankruptcy on defaulting on loans. Also, a special insolvency resolution framework for MSMEs under Section 240A of the Insolvency and Bankruptcy Code (IBC) will be notified soon, she said adding that fresh initiation of insolvency proceedings will be suspended up to one year depending upon the pandemic situation. Coronavirus-related debt will be excluded from the definition of "default" under the IBC for the purpose of triggering insolvency proceedings, she said adding that the changes will be effected by promulgating an ordinance. Additionally, minor technical and procedural defaults under the Companies Act such as shortcomings in CSR reporting, inadequacies in board report, filing defaults, and delay in holding AGM will be decriminalised. Last week, the government pledged a Rs 20 lakh crore (nearly 10 per cent of gross domestic product) package to support the economy headed for its first full-year contraction in more than four decades. In India, over 64,000 people die of snake bites each year â the highest globally
Sulekha Sasmal remembers the day her 10-year-old daughter died in front of her, lying on a stretcher in the back of an ambulance, on the way to a hospital. Five years ago, Sutapa had been sleeping in her parentsâ semi-permanent house made of mud, in Nabin Manua village in West Bengalâs Paschim Medinipur district when a snake bit her twice within a span of hours.
âWe heard her call out to us around 4 am in the morning. The first time the snake bit her, it did not wake her up. But the second time, she woke up and saw the snake slither away. We had not realised that the snake had been hidden deep inside the mosquito nets covering the bed,â Sulekha says.
Sutapaâs parents borrowed a relativeâs car and took her to the nearest district hospital, an hour from their village. Ill-equipped to handle a case like Sutapaâs, the district hospital advised taking her to one in Kolkata, the largest city, some three hours away, where she would receive the treatment she required. But just as the ambulance was about to reach the hospitalâs doors in Kolkata, Supata died.
India accounts for almost 80% of global snakebite deaths, with over 64,000 people dying every year, according to a recent study conducted by a group of researchers from 22 countries, says Dr Soumyadeep Bhaumik, a public health specialist at the Georgia Institute for Global Health in India, who was a part of the group. The study shows that Uttar Pradesh, followed by Madhya Pradesh and Rajasthan, reported the highest number of deaths. But experts say that actual numbers are likely higher because of unreported cases.
âDeaths due to snakebites are very high in West Bengal as well but they donât get reported in hospitals and hence donât feature on official lists,â says Dr Dayal Bandhu Majumdar, an ophthalmologist by profession, who is among the stateâs leading experts on snakebite treatment.

Two weeks ago, on October 19, the Directorate General of Health Services at Indiaâs Ministry of Health and Family Welfare sent a notice to surveillance officers and mission directors at the National Health Missionâs state offices across the country, directing them to appoint a nodal officer in each state who would oversee the execution of the central governmentâs snakebite prevention and control programme. Under this programme, the Indian government has also allocated funds for training for snakebite treatment in each state.
For decades, snakebites have been a serious tropical health issue and a neglected public health disease in many countries across the global south. So much so that in 2017, WHO reinstated it to its list of category A neglected tropical diseases. But in India, it is still not categorised as a notifiable disease. That means, despite its prevalence in the country, it is not officially considered a disease that is required by law to be reported to government authorities. âIt is considered a problem that needs to be addressed by the state governments. It is not a matter of national concern,â says Vishal Santra, a West Bengal-based herpetologist.
Dr Majumdar says it is easy to understand how neglected the issue is when compared to how the government tackles malaria in the country. âLook at malaria deaths in the country. They are 1/10th of the number of deaths that happen in India due to snakebites, but for malaria, there are government officers monitoring statistics and treatment plans at every level, right from the bottom,â he says.
Over a decade after Dr Majumdar and a group of experts, along with some non-governmental organisations, first wrote to the central government to include snakebite prevention under a national programme, this past month, New Delhi finally gave it a go-ahead for execution in 2023.
The neglect and lack of attention on snakebites as a pressing public health issue in India are in part because of the socio-economic backgrounds of victims, experts say. âIt is considered a poor personâs disease or a rural problem. People who get bitten by snakes are usually from marginalised communities, rural backgrounds, women and children,â Santra explains.

Dr Majumdar says that one reason why dengue and other similar public health issues in India get the attention that they do is that they also impact the countryâs urban population. âIn the cities, people create a ruckus when even one death due to dengue occurs. But go into the interiors of Bengal and you will see how many deaths happen due to snake bites, but there is no public outcry for these victims. In West Bengal alone, we have 400-500 deaths per month,â he says.
Between April to October, almost all hospitals across rural West Bengal will have snakebite patients, with one hospital admitting at least 50 patients in one month, says Subrata Kumar Burai, in Purba Medinipur districtâs Daspur (Block II) village. In addition to his day job as headmaster at Gomakpota Gunadhar Vidyamandir High School, Burai also works as a village-level administrator for a local ground-level campaign generating awareness of snake bites and snake bite treatment across villages.
As part of this campaign that was devised by Dr Majumdar, Burai travels from village to village across Purba Medinipur district holding screenings in the evenings of presentations prepared by Dr Majumdar in Bengali, urging villagers to seek immediate treatment in the nearest medical health centre available.
âI show the presentations to people so that people donât go to ojhas and there are fewer snake bite deaths,â Burai says. In villages across India, people turn to ojhas and gunil or traditional faith healers for medical treatment, especially because of a paucity of accessible medical health facilities and high medical costs when health centres are available.
âIf you look at the success rate of the ojha, it is statistically higher than hospitals. The answer lies in the number of non-venomous snake bites that the ojha gets to treat. So it is likely that the ojha just treated a bite by a non-venomous snake, where the patient did not die, and the family believed that the ojha âcuredâ the patient,â says Santra.
In India, he explains, the majority of snake bites occur by non-venomous snakes simply because their numbers are higher than venomous snakes. Even when people do get bitten by venomous snakes, it is likely that they were not injected with venom, as a result of which the patient did not experience any impact typically associated with venom. âTwenty per cent of cobra bites are dry bites, which is a very good number,â Santra explains.

The dependency on traditional faith healers is also rooted in the trust that villagers have in them. âWhatever the time of the day or night you go to an ojhaâs house, whether his technique is effective or not, he will accommodate you, unlike doctors who are known to turn patients away. So dependability is important for the community. Ojhas have no knowledge about snakebite treatment,â he adds.
For over three decades, Dr Madhusudan Bhowmik has been treating snake bite patients at the Ghatal Sub Divisional Hospital in Paschim Medinipur. âSnake bites to a large degree, are not taken seriously by many people. In rural parts, people believe they recognise different snake species and then self-diagnose claiming that the snake that bit them was not venomous and therefore did not require medical treatment, resulting in medical complications. So there is a lack of awareness,â he says.
When treatment is required, they prefer traditional faith healers. Across rural West Bengal, and in several other parts of India, faith healers advertise their services on flyers and posters, encouraging patients to turn to them for treatment. âIf 100 patients visit a faith healer, the healer will claim 1 has died but 99 have lived. What they do not say is that the 99 who survived were bitten by non-poisonous snakes,â Dr Bhowmik says.
Although awareness is growing, especially in bigger villages and towns, patients who do come to local hospitals find that they cannot get adequate medical help. âWe do not have dialysis and ventilation machines required for snake bite treatments. In some cases, patients need dialysis machines and intensive care units. District and subdivision hospitals do not have medical equipment required for treatment, forcing patients into hospitals in big urban centres. We have to send them to Kolkata and many die on the way,â he explains.
It is not that the Indian government has not done anything, sources interviewed for this report told indianexpress.com. âAt least now, every village-level health centre has anti-snake venom (ASV), which is the first stage of treatment, something that was not easily available in rural India before. But anti-snake venom is not enough by itself. You also need other equipment,â Dr Bhowmik says.
In the field of snake bite treatment, snake species that are of medical significance are those that live in a built environment or environments where people live and survive. âA bite from a snake that will require medical attention is the one that we consider a medically significant species,â says Santra.
Several years ago, he says, discussions started in government and academic circles, focusing on what were called the âbig four medically significant snakesâ, a theory which claims that four species of snakes in South Asia â Russellâs viper, saw-scaled viper, spectacled cobra and the common krait â bite people the most in this region. But this was not a scientifically sound argument, Santra explains, because in northeast India, starting from the Malda district of West Bengal, these species cannot be found. A lack of focus on species distribution and genetic diversity among snakes when creating action plans for tackling snake bites make control programmes redundant, experts say.

Despite being a country with the highest numbers of deaths due to snake bites, in India, there is no academic specialisation for treating this medical problem in the country, doctors interviewed for this report said. âLook at the MBBS curriculum. In the fourth semester, students read a book on forensic medicine and toxicology, and in that there is a chapter dedicated to animal stings and poison. In that, the amount of information given to medical students is scarily less. Someone who has studied that curriculum and is posted at a rural hospital will have no idea about what to do with a snakebite patient. So these doctors would say, âwe donât have ventilator machinesâ, and refer the patient to an urban hospital. What follows is a trial and error process and a high number of patients die in transit,â says Santra.
The problem starts at the ground level and in the seven decades since Independence, it has not been addressed in the country in any meaningful way, experts say.
In Nabin Manua village, 10-year-old Sutapa Sasmal was a victim of not just a snake bite, but also the lack of access to adequate medical treatment required for her condition, her parents say. On the way to Kolkata, the ambulance carrying Sutapa passed by a small temple dedicated to the Hindu goddess Manasa, the snake deity.
Sitting in the ambulance with her daughter writhing in pain before her, Sutapaâs mother prayed to the goddess to save her child, promising to offer prayers once she was cured. âMy daughter was a big devotee of the goddess. She religiously prayed to her. But the goddess did not save her,â Sulekha says, her voice breaking with emotion. âIf the local hospital had the necessary equipment, my daughter could have been saved.â

The Noida Twin Towers will be demolished at 2.30 pm on August 28, sources said on August 18. The decision was taken during a review meeting of all the stakeholders chaired by Noida Authority Additional CEO Praveen Mishra.
The authority said that the neighbouring residents of Emerald Court and ATS Village will have to vacate their homes by 7 am on August 28. The residents will also be required to remove their vehicles as well. "If any resident has more than one vehicle and has no space to park it in the premises, then the authority will make arrangements for parking of such vehicles....The residents can return home after 4 pm after clearance from Edifice Engineering is received," said the authority in a statement.
A total of 1,396 flats from Emerald Court and ATS Greens Village will have to vacate their homes before demolition on August 28. These have over 5,000 residents.
The authority, however, allowed the security guards of Emerald Court and ATS Village to stay at the premises only till noon on August 28.
Four buildings each of Emerald Court and ATS Greens Village have been covered with��geotextile fabric to protect them from demolition dust.
It said that the Noida- Greater Noida Expressway will be closed for traffic from 2:15 pm to 2:45 pm on August 28. Entry of any person/animal/vehicle will be prohibited around the twin towers up to the exclusion zone.
"The exclusion zone will be till the road adjacent to Emerald Court in the north, till the service road of the expressway going to Delhi in the south, till the road between ATS Village and Srishti in the east and till the flyover adjacent to the park in the west," said the authority.
The authority said that fire tender, ambulance etc will be parked on the road near the park facing the twin towers.
Officials from the Noida authority, Police department, fire department, traffic police, Supertech, Edifice Engineering, Jet Demolition and Apartment Owner Associations of ATS Village and Emerald Court participated in the meeting.
The Supertech twin towers were declared illegal by the Supreme Court on August 31, 2021, and the court ordered the demolition of the towers for violating building norms in "collusionâ with Noida officials.

Good Morning Gentle ReaderâŚ.  The day at the beach yesterday was fantastic, so good that I think I will do the same today, but as always, I have my faithful companion Bella to think about first, and she is eager to go for a walk⌠So out the door into the sultry heat of the night, cicadas frantically rubbing their back legs together break the silence of this Sunday morning, as we head towards the hermitage, one of our regular early morning walks, we walk under the arbor of the Flame Trees that when in bloom I am very allergic to, but all worries of that are long gone, all the yellow blossoms are laying dried on the floor⌠As we climb the hill, the church bells ring for the faithful, getting fewer everydayâŚat the top we pause and watch as a helicopter, lights ablaze sweeps over the ocean below, this is the time of the year the people try to cross the Straights of Gibraltar in rubber craft, and the drug runners try to cross in similar boats with more powerful engines at the same time, but Spain and Gibraltar work together to prevent this⌠Bella and I have had enough excitement for the start of a Sunday, so we turn for home, Coffee and Dog Food, await our arrivalâŚ.
SHEERAN CHAPEL KNOCKED ON THE EDâŚ. Ed Sheeran has been denied planning permission for a private wedding chapel in the grounds of his home. The 27-year-old chart-topper had hoped to wed fiancee Cherry Seaborn in the custom-built Saxon-style round tower at his estate in Dennington, Suffolk. But planning officials said the structure would cause "unsatisfactory visual impacts" and create "the impression of a second village church". It is not known if the couple will appeal or opt for an alternative venue.Suffolk Coastal District Council refused the application because the design would "be in conflict with the prevailing landscape character, creating the impression of a second village church". "This would result in visual conflict with the character of the existing local landscape," it added. The singer's application said the building would not be hired out and was solely intended for use by the owner. It justified the need for a chapel and said: "It is every person's right to be able to have a place of retreat for contemplation and prayer, for religious observance, celebration of key life and family milestones, marriages, christenings and so forth." Sheeran, who announced his engagement in January, has faced opposition from locals over the project. He had called in experts to check whether great crested newts could scupper his plans for the private chapel after concerns from people living nearby.The species has declined in recent years and is now legally protected. But, aside from the visual impact, planning officials also said it was not a sustainable development and would require artificial lighting in an area not currently polluted by light.Had the planning application been successful, Sheeran would have needed to obtain a wedding licence for the ceremony.
INDIA FAMILY FOUND HANGED FROM CEILING IN DELHI HOUSEâŚEleven members of an extended family have been found dead in a house in India's capital, Delhi - 10 of them hanging from the ceiling, police say. A woman in her 70s was the only one found lying on the floor. Most of the dead were blindfolded and gagged with their hands tied behind their backs. What lies behind the deaths is unclear and police have not ruled out murder. But they also released a statement saying they had found evidence of "mystical practices" by the family. The full police statement refers to handwritten notes found in the house which pointed to "definite spiritual and mystical practices" that appear to have some links to the deaths. They are still waiting for the results of the post-mortem examinations, questioning neighbours and examining CCTV footage of the area.One police official told the AFP news agency it was "still too early" to know what happened. "It is an ongoing investigation and we haven't ruled out anything," he said. The family had lived in the Burari district of Delhi for more than 20 years, although they were originally from Rajasthan. They ran two shops on the ground floor of a three-storey building. The bodies were discovered by a neighbour when he went to buy milk on Sunday morningâŚ. NUDE MODEL'S WESTERN WALL PHOTO SHOOT SPARKS ANGERâŚ. A Belgian artist has faced a backlash in Israel after posing nude in front of one of Judaism's most sacred sites. Marisa Papen posted the image of herself reclining naked on a rooftop overlooking the Western Wall in Jerusalem. The rabbi of the site described the incident as "grave and lamentable". Last year, Ms Papen was briefly detained after taking naked photos at an ancient Egyptian temple in Luxor. On her website, the young model describes her way of life as "a naked form of freedom where masks are torn off and thrown in the ocean". Many of her publicly posted images are nude modelling shots taken all over the world. In a blog post on Saturday entitled "The Wall of Shame", the model said her experiences in Egypt had made her want "to push the bounderies [sic] of religion and politics even further... [by] showing my personal religion in a world where freedom is becoming a very luxurious thing". 'HERO' DOG BITTEN BY RATTLESNAKE WHILE PROTECTING OWNERâŚ. Move over K-9, there's a new superdog in town.Todd the golden retriever was labelled a hero for putting himself in harm's way to protect his owner - and was bitten by a rattlesnake in the process. Paula Godwin posted the story to Facebook, alongside pictures of Todd's swollen face, describing what happened."As we were walking down the hill I literally almost stepped on a rattlesnake. But my hero of a puppy Todd saved me."Todd was called into action when Paula found herself face-to-face with a rattlesnake on a hike trail in Arizona. "He bolted by my leg," she told the BBC. "That's when he was hit by the snake. "Todd was yelping right away, crying. I picked him up, ran down the hill with my other dog Copper, and we got him to the hospital within about 10 minutes of being bit. "He got the anti-venom quickly and was in the hospital for about 12 hours. "He for sure saved me from being bit. He's my hero." Paula explained that she was aware of the risks rattlesnakes pose where she lives, but said that this particular reptile was almost undetectable. "I am a native from Arizona," she said, "I know all the dangers, I am very vigilant of where I am and my surroundings. "This snake did not give any indication he was there. Usually if I hear that rattle I am alert and I am backing away. "I think he was just resting in the road - he was a grey speckled white rattlesnake, he looked just like the road. "I am so aware, so vigilant, but I didn't see him." Pictures of Todd have been widely shared online, with popular Twitter account WeRateDogs calling the puppy "a true hero".
MAN STUCK UP 32FT LAMP-POST IN BIRMINGHAM ENGLANDâŚ. The fire service said they had no idea how the man got up the lamp-post. A man thought to have taken an illegal high became stuck at the top of a lamp-post and was rescued by firefighters.The man somehow scaled the 32ft (10m) lamp-post in Birmingham and became stranded at the top for an hour. Crews used a ladder from a hydraulic platform to get him down. A spokesman said they had no idea how he got there. The fire service tweeted he had taken an "illegal high" and the incident could have "ended very differently." West Midlands Ambulance Service said they were called to reports of a man in "a precarious position at the top of a lamppost" just before 22.00 BST on Saturday. He was treated for a hand injury and taken to Sandwell Hospital. And a West Midlands Police spokeswoman added: "We were called to reports of a man up a lamppost in Holly Road, Handsworth, at around 9.50pm. He came down around an hour later and was taken to hospital."

Few checks in place, ambulances fleece desperate Covid patients
NEW DELHI: There have been complaints of ambulances charging Covid patients as much as a flight to Europe to cover distances as small as 10-15 kilometres. Yet, few state governments, barring Punjab and Maharashtra, have stepped in to regulate charges. Even where caps have been fixed, there have been instances of their being flouted. The Maharashtra government was forced to step in towards the end of June after several cases came to light at the peak of the pandemic in Mumbai of people being forced to pay up to Rs 30,000 for an ambulance to ferry them 10-15 km, roughly Rs 3,000 per km. In Pune, a Covid patient was charged Rs 8,000 for 7 km within the city in the last week of June. Similar complaints have been pouring in from other states. A Bangalore resident was charged Rs 15,000 to transport his 54-year-old mother to a private hospital less than 6-km away. In Kolkata, private ambulances are charging Rs 6,000-8,000 for ferrying Covid patients for about 5km. To add to it, many private ambulance services were charging Rs 3,000 extra for PPE kit for the driver and helper and for disinfecting the ambulance. In Hyderabad, a person who hired a private ambulance to shift his uncle from a hospital in Nizampet to Gandhi Hospital in Secunderabad 20 km away was charged Rs 11,000 by a private operator. According to the patientâs relatives, there was no mechanical ventilator or trained paramedic in the ambulance. More on Covid-19 The WHO recommends at least one ambulance per 100,000 population. Barring a handful of states, most state-funded ambulance services more than meet this minimum standard. If the private operators and private hospital ambulances are counted, the availability of ambulances in most states would be about one or more for every 50,000 population. For instance, in Pune there is one state-funded ambulance for every 31,000 and in Chandigarh one for every 33,000. In Bengaluru, however, there is just one per roughly 1.4 lakh and this shortage has hit the city hard during the current Covid surge. Of the 71 ambulances operated by a state-funded agency, initially, only 23 were assigned for transport of Covid patients. At least a dozen persons were reported to have died waiting for an ambulance. This has led to the Karnataka home minister announcing an addition of 400, which would bring availability to one per 21,000. The government has not set a cap on private ambulances though it is being discussed, said BH Anil Kumar, Commissioner of Bengaluruâs municipal corporation. In most states, ambulance operators have hiked rates. In Jharkhand and Uttar Pradesh, ambulance operators who charged Rs 10 per kilometre in pre-covid times, have now increased it to Rs 13 per km. Also, in Jharkhand, Maruti van ambulances that used to charge Rs 500 per trip for distances up to 10 km, now charge Rs 900. In Bihar too, private ambulances are charging at least five to ten times the normal charge. âAttendants have no option but to pay whatever they ask for. Forget Covid-19 patients, even for carrying normal patients, they ask about symptoms and if someone has cough or cold, they will charge whatever they want,â said a health activist, Mukesh Hissariya. Even post regulation, in Pune, an ambulance operator charged a patient Rs 8,000 and demanded Rs 1,500 more for cost of PPE kit though the charges were capped at Rs 900. When an FIR was filed by the Regional Transport Office (RTO) against the operator under section 420 IPC for cheating, it was found that the operator was running an ambulance service illegally by converting vehicles meant to be used only as mobile clinics. In West Bengal, a person was forced to pay Rs 1.4 lakh to transport a Covid patient over 300 km, from Durgapur to Gaya. On the victimâs complaint, Burdwan RTO intervened to ensure that Rs 1 lakh was returned. But before further action could be taken, the operator fled with the ambulance and an FIR was registered. While stories abound of people across the country being fleeced by ambulance operators, few have been able to file a complaint or follow up the issue. In contrast, in states like Himachal Pradesh, Kerala and Goa, transport of covid patients is by state-funded ambulance services free of cost. In Odisha, along with state ambulances, the government had tied up with private hospitals to provide their ambulances to Covid patients for free, with the government picking up the tab.
