He wasn’t in the room where the alleged quid pro quo orders were issued, but he was talking to many people who were in the key rooms both in Washington and in Kyiv. The envoy, who in his testimony was very open about wanting the US to strongly support Ukraine, said he was worried that the aid-for-investigations ploy would hurt American-Ukrainian relations.
