other than the shooting scene and the will etc. being very romantic, eddie's breakup scene with ana was so heavily queercoded it wasn't even funny. also, in general eddie has just been queercoded for so long now that even without the twitter insider telling us he has always been written as gay that is a very easy conclusion to come to on your own. lfj leaking that he was originally brought in for a storyline with eddie and it being a last minute change to buck also seals the fact that the writers have been writing eddie as queer. there is just such a plethora of evidence, both in the text of the show and outside of it, that eddie is a gay character. so with that it would only make sense that bi buck would end up with him given how attached eddie is to him and vice versa.
Tbh I was going to give some kind of longwinded answer about how I don't think that's the only valid interpretation of Eddie's sexuality (I still have it so if anyone wants to discuss the topic or read it feel free to DM me, I don't bite) but people apparently hate that in this fandom so I will keep this answer short. (ish, it got away from me)
Bi Buck at that point was only an idea, it made it about as far as Maddie/Eddie and Eddie/Tommy, before being shot down - it was picked back up again but that was only really something that was going to happen under a different show runner and/or network.
Oliver said absolutely nothing about who that would have been with (or any relationships had they chosen to go down that route), he only referenced Buck's sexuality, Eddie did not come up at all as far as anyone knows.
We don't know the exact time period it would've been written, had it gone ahead earlier - and since it was shot down they likely wouldn't have been writing with it in mind.
It could've gone down the Buck/Eddie route but I don't know what their quota was for younger (relative to the show and GA) straight male lead characters - I know people hate that answer but networks will be thinking about marketing and what demographics they have to fill (and don't have to fill), not just what a small subset of the fandom want.
It was never confirmed. Nobody said Buck/Eddie was shot down or that it was ever brought up. We cannot confirm that, and it's not a given.
