Do you think there’s like, a reasonable chance that Pokemon Trozei is the Pokémon game with the hardest to fill out pokedex

There’s a thing in the game where each stage has 3 rare Pokémon that may spawn. As you can probably guess, they don’t spawn very often, meaning your best chance at matching them is to use dittos, and they vanish if you don’t match them quickly enough. This is already annoying. But

It’s also a thing in the game where every file has an agent card, which is I guess this games equivalent of a trainer card. Every agent card also has a randomly assigned rare Pokémon to it, and through your agent card you can play a level where that rare Pokémon may appear. You can also communicate with other copies of the game and exchange agent cards so you can also play the levels of other people with the game.

It sounds all fine and good but this is the only way to find legendaries in the game, and with how many rare Pokémon there are, I doubt that you’re really that likely to get a legendary as your assigned rare Pokémon. Even then, if you did manage to get a legendary, there are 21 legendaries in the game, so you would still need 20 other copies of the game that have the Pokémon you need to get the rest. And sure, emulation and hacking is a thing now, so I’m sure there’s an easier way you could do it, but if you wanted to fill in the Pokédex as intended, then…
