Back when I thought Kaldur may have actually joined Manta I figured it was because Orin was too soft legally on Oceanmaster, leader of the Purists, when he finally got apprehended because they were brothers, and it made Kaldur question his king's sense of justice, and that Manta convinced Kaldur that Orin and Atlantis's establishment at large didn't care about "impure" Atlanteans... I still wouldn't mind that being Manta's angle to some degree tbh

That would be really compelling and I hope that was the angle Black Manta took. Especially since he could use the draft thing to underline how little the Atlantean elite values the “impure”. Sure King Orin makes them fight in Atlantis’s army but he won’t give them justice in return.
