What kind of inhuman asshole calls a prison "Sweetrock"? Also what kind of prison sells their prisoners? Is this even legal? Also since when do they allow dwarves to leave the ghettos?

Nearby is a town called Sweetrock (they got sweet rocks duuude), hence the name of the prison.

And this isn’t a good prison, or at least the people running it aren’t too good. To the public they say “oh that prisoner decided to volunteer their services!” By services they mean fighting and by volunteer they mean forcibly taken. Besides that though the prison is very much clean legal wise. Probably that’s why they haven’t been caught yet.

Also Dwarves usually live more in Northern Cascadia but some can be found around the south here and there. Especially over in Sweetrock.
