Boeing is eliminated from the competition to manufacture USAF's new 'Doomsday aircraft'

Boeing was withdrawn from the USAF competition to develop a successor to the E-4B Nightwatch. The U.S. Air Force currently operates four E-4B aircraft with at least one on alert all the time.
The E-4B, a modified Boeing 747, serves as a mobile airborne command headquarters during a national emergency or in the case of destruction of ground command and control centers. The aircraft is often called the "Doomsday plane".

Now, only Sierra Nevada Corp (SNC) remains in dispute over the Survivable Airborne Operations Center (SAOC) contract, according to a Reuters report. In its attempt to win the contract, SNC opened a new hangar in the Dayton, Ohio, airport complex in July 2023. The 8,300-square-meter facility will focus on maintenance, repair and overhaul and is part of the company's effort to capture the SAOC contract.
The U.S. Air Force refused to comment on whether other companies submitted proposals.

"We cannot discuss an active source selection and the detailed information of the program is confidential," said a USAF spokesman.
According to the Reuters report, sources indicated that Boeing refused to sign a fixed price contract that could leave it responsible for covering costs that exceeded the stipulated amount.
The U.S. Air Force needs to replace the four E-4B aircraft of the National Center for Airborne Operations (NAOC) by 2030. The signing of the contract for the (SAOC) is scheduled for 2024.

The fleet of highly modified Boeing 747-200 jumbo jets dates from the 1970s and has become increasingly difficult and expensive to maintain as parts become obsolete.
According to Forecast International's International Military Markets - North America service, the research and development of the program continues to increase. The U.S. Air Force requested $203.2 million in Fiscal Year 2023 after receiving $50 million in 2021 and $90.8 million in 2022. However, Congress cut $105 million for the program in 2023. The request for 2024 increased to $888.8 million, which represents $278 million more than originally planned. Funding will increase to $1.9 billion in 2025, with a total of $8.1 billion planned through the entire program. The budget in 2023 predicted only 3.2 billion dollars over five years.

  Boosting Rwanda's Ambition
The African Development Bank Group's Board of Directors has given the green light for a $23.6 million loan to fund the development of a cutting-edge aviation training facility in Kigali, Rwanda. The proposed Centre of Excellence for Aviation Skills (CEAS) aims to play a pivotal role in producing a skilled workforce that meets global aviation standards and industry demands by partnering with higher learning institutions.   Bridging the Skills Gap The CEAS project, which includes an aircraft hangar, aims to align with Rwanda's Vision 2050, a comprehensive national strategy aimed at enhancing human capital and promoting high-quality training for the youth. This initiative will help upskill labor, ultimately transforming the workforce to meet higher productivity demands.  
A Vision for the Future
Rwanda aspires to become a prominent regional aviation hub and attract international investments from the aviation industry. The CEAS project is a significant step towards realizing this vision. The Centre is expected to welcome its first cohort of up to 500 students in 2025. Thus offering comprehensive training programs for pilots, maintenance crews, cabin crews, and ancillary courses, including airport emergency operations services. In addition to traditional aviation training, the facility will provide specialized courses, such as drone piloting training, and advanced pilot training for specialized missions, as well as flight simulator recurrent training.   Bridging the Aviation Skills Gap Forecasts predict that Africa will require over 50,000 aviation professionals in the next two decades. This includes 15,000 pilots, 17,000 technicians, and 23,000 cabin crew members. Consequently, this initiative will help bridge the gap in aviation skills by providing opportunities for youth across Rwanda and the East African region to develop essential skills for the aviation industry. Nnenna Nwabufo, the Bank’s Director General for East Africa, pointed out that the project aligns with the Bank’s Skills for Employability and Productivity in Africa Action Plan. Consequently, this plan aims to elevate the skill level of Africa's workforce, making it more competitive and employable in a rapidly evolving job market. Dr. Martha Phiri, the Bank’s Director for Human Capital, Youth, and Skills Development, underscored the diverse employment opportunities within the aviation industry. She also highlighted the critical need to increase access to aviation sector skills training for African youth. The construction phase of the project will need approximately 1,000 workers, and the operational phase is expected to generate 98 jobs.
