no cause fifteen healed and ruby helped him heal even more and then her dream came true, she found her bio mum and her dad as well, and the doctor realised ruby couldn't stay. wouldn't be able to, because she had a better life back home. she had to leave him, ecdn though they became a family. and fifteen was alone again. he couldn't say i love you to her not because he can't say it- he's been speaking his love out loud all this time- but because if he said i love you too his facade would have broken down. he would have shown how much it pains him to see her leave. and he wanted ruby to leave without feeling guilty. because he loves her.
