* The general public doesn't know Touya is the number 2 hero's son. * There are some heroes that Touya has met that he knows are genuine in their intent to save others, from personal experience. So they've earned his respect, but they are very few and far between. Hawks eventually falls into this category, once Touya really gets to know him.

* Touya is trying to improve their society. Not just through anonymously taking down corrupt heroes, but also by using his fame to raise awareness on why Villains are created in the first place. Advocating for everyone to pitch in order to help prevent conditions where future Villains will be formed. As a result, Good Samaritans have been increasing. People are learning to lend a helping hand themselves, instead of just being bystanders.

* A good sum of the money he earns goes to help abuse victims and people with mental illness get the care they need.  

* Touya's Anti-Hero Network is considered a Vigilante group and the police are to arrest members if they're found. This is mainly because the Hero Commission is pissed since the public's opinion of them has lowered and they're being highly scrutinized, due to all the hero exposés being uncovered. (Good luck forcing Hawks to take any kind of double agent role now!) 

* Most heroes turn a blind eye if they do uncover hints of the AHN group since they are disgusted by their former colleagues' actions. Believing they got what they deserved for their deeds. Even if the public's trust in heroes continues to decline with each new exposure case.

* The League of Villains doesn't have as much notoriety as they do in canon because 'Dabi' doesn't exist in this AU. So Bakugou didn't get kidnapped and the High End attack didn't happen. Unfortunately, that means All for One is probably still in play, and he might possibly develop an interest in the who is the mastermind behind the organization that is slowly chipping away heroes' credibility, one case at a time.

* The MLA might have wanted to pick a fight with Anti-Hero Network at some point, like they did with the LoV in canon, except literally no one outside the group knows who any of the members are. In fact the members don't even know each other's identities. Everything is reported to and through Touya, so everyone else has plausible deniability. Curious is chomping at the bit to write a story about AHN, but there's not enough information available for her to make a solid report on them.

* A common bonding activity between the Todoroki brothers is committing arson on their father's property/possessions. It has gotten to the point insurance companies refuse to give him service. Nobody's stuff gets set on fire that much, unless it's on purpose, and he does have a fire Quirk. (So do two of his sons.)
