These Canadian industries are currently facing the biggest labour shortages
TORONTO -- The economic effects from the COVID-19 pandemic are squeezing businesses struggling to find workers as ongoing labour shortages continue to stall certain sectors. Businesses both big and small say they are struggling to find staff and employers have been offering more incentives to attract workers such as higher wages, bonuses, and flexible hours.
However, for those industries trying to recoup losses after months of lockdown, Jasmin Guenette of the Canadian Federation of Independent Business says perks may not be an option. "Only 40 per cent of small businesses are making normal sales at the moment. So increasing wage is not something that is possible for many businesses," Guenette previously told CTV News.
New research published last week from the Business Development Bank of Canada (BDC) reports that 60 percent of Canadian businesses say labour shortages are limiting their growth. According to Statistics Canada, there were 731,900 job vacancies in the second quarter of 2021. StatCan said these vacancies can be seen across all provinces, with the largest increases in Quebec, Ontario and B.C.
Overall, Deloitte Canada says that 30.3 percent of Canadian businesses are reporting labour shortages. Trevin Stratton, an economic advisory leader and partner at Deloitte Canada, told CTVNews.ca the sectors that have been able to shift to a work-from-home model, such as finance, insurance and real estate, have seen "substantial job growth" throughout the pandemic.
"On the other hand, hard-hit sectors that rely on physical presence, like accommodation and food services, transportation and recreation and tourism, still have a way to go before being fully recovered from the pandemic," Stratton said in an email on Tuesday.
Stratton explained that the relaxation of public health measures in recent months has allowed these sectors to increase their employment substantially, but further gains could be "limited by the unavailability of labour."
As one of the sectors hardest hit by the COVID-19 pandemic, Deloitte Canada predicts that the labour shortages facing the hospitality and foodservice industry won't be over soon. "We expect employment in accommodation and food services and information, culture and recreation to continue to experience substantial growth in 2022 but to remain below pre-pandemic levels for some time," Stratton said.
According to data from Statistics Canada, the number of job vacancies in hospitality and food services increased by 11,600 from the second quarter of 2019 to the second quarter of 2021, reaching an all-time high of 89,100.
StatCan says this increase was "entirely" in the food services and drinking places subsector. The agency added that food counter attendants, kitchen helpers and related support occupations had the second largest increase in vacancies of any occupation over the two years in Canada.
The general manger of Italian restaurant Romeo's in Victoria, B.C. says there is less incentive for Canadians to go back to waiting tables full-time when they can collect pandemic benefit instead. "They say they can only work so many hours because they know if they pass a threshold of hours, they can't collect subsidies on the back end," Christopher Mavrikos told CTV News in September.
However, the BDC report suggests the phase out of the Canada Emergency Response Benefit and other programs like it won't fix the labour problem. While some sectors have lost thousands of jobs during the pandemic, BDC's chief economist Pierre Cleroux says the pandemic didn't create Canada's labour shortage -- it just made an existing problem worse. He said the key problem is demographics.
"Today, 16 per cent of Canadians are over 65. In the next five years, many Canadians are going to retire," Cleroux said. "And not a lot of young people are entering the job market." While the pandemic has increased demand are entering services, many nurses report having left the profession after the stress of COVID-19 made their jobs more difficult and less safe, creating a shortage of health-care workers in certain regions and even forcing rural areas to temporarily close hospital units.
According to Statistics Canada, health care and social assistance currently have the largest need for labour of any sector in the country. StatCan says job vacancies in this sector increased by 40,800 from the second quarter of 2019 to the second quarter of 2021. The agency said the sector currently represents one in seven job vacancies in Canada.
Job vacancies for registered nurses and registered psychiatric nurses had the largest increase of all health-care occupations since 2019, according to StatCan. The agency notes that nearly half of vacancies for this occupation have been open for 90 days or more.
While there aren't yet firm numbers, there are reports that the pandemic has increased burnout among highly-trained nurses, causing them to leave the profession at an alarming rate. Others have chosen to retire early due to stress.
Health advocates say keeping the skilled nurses with better staffing and more mental health supports could help address the problem, as well as putting an end to wage cuts and caps in the profession with campaigns underway in Ontario and Alberta against efforts to limit wage increases in the public sector.
Statistics Canada reported a record number of job vacancies in the manufacturing sector last month. The agency says there were 65,900 manufacturing job vacancies in the second quarter of 2021, the highest number of vacancies for the sector since 2015. The increase was spread across several subsectors, with the largest gains in food manufacturing, such as meatpacking, and wood product manufacturing, according to StatCan.
The Canadian Meat Council -- which represents Canada's federally-registered meat packers and processing plants -- reported in September that there are more than 4,000 empty butcher stations at meat production facilities countrywide, working out to an average job vacancy rate of more than 10 per cent.
Canadian meat packers say the shortage is in part due to the rules governing how many temporary foreign workers meat processing employers can employ at any one time and are lobbying the federal government to increase the current cap of 10 to 20 per cent, depending on the facility, to 30 per cent.
The construction industry has also reported a record number of job vacancies, especially in masonry, painting and electrical work. According to StatCan, vacancies in construction increased to 62,600 in the second quarter of 2021, the highest number since 2015. Carpenters, construction trade helpers and labourers also accounted for a large portion of the rise in job vacancies, the agency said.
Job vacancies in retail alternate improved to 84,300 in the second quarter of 2021, according to StatCan, with the largest gains in food and beverage stores, building material supply dealers and garden equipment shops.
By occupation, the agency said retail salespersons, store shelf stockers, clerks and order filers were among the top 10 occupations with the largest increase in vacancies from the second quarter of 2019 to the second quarter of 2021.
With ‘help wanted’ signs in many storefronts across the country, Charles Kay, owner of Montreal furniture store Prunelle, says the responsibility falls to the employer. "Some employers are getting a little bit burnt out because there just isn't… enough hand to get the job done," he told CTV News.
Trucking HR Canada, a national, non-profit organization working to address workforce issues in the trucking and logistics sector, reports that there was an average of 18,000 truck driver vacancies in the second quarter of 2021.
According to its latest report, the trucking industry had a vacancy rate of five per cent at the end of 2020. In comparison, the vacancy rate across all occupations in Canada was 2.7 per cent. The organization says the impacts of COVID-19, lack of foreign workers and poor working conditions have contributed to the increase in job vacancies. As well, Trucking HR Canada says these factors have contributed to and increase in older truckers retiring with not enough new drivers to replace them.
Trucking HR Canada noted that the trucker shortage will continue to put "pressure and stress on Canada’s economic recovery" if not quickly addressed. "Trucking and logistics supports key economic sectors from retail/wholesale trade to construction, agriculture, forestry and mining, and more," the organization wrote in its report. "One fact remains: the longer it takes to better address driver shortages – the longer it will take for full economic recovery."

Australia
The economic recovery in Australia is stronger than earlier expected and is forecasted to continue. The outlook for investment has improved and household and business balance sheets are generally in good shape. National income is also being supported by the high prices for commodity exports. Domestic financial conditions are very supportive, and the exchange rate has depreciated a little recently. The labour market has continued to recover faster than expected.
The unemployment rate declined further to 5.1 per cent in May and more Australians have jobs than before the pandemic. There has also been a welcome decline in underemployment and labour force participation is around record highs. Job vacancies are high, and more firms are reporting shortages of labour, particularly in areas affected by the closure of Australia's international borders.
Despite the strong recovery in jobs and reports of labour shortages, inflation and wage outcomes remain subdued. The bond purchase program is playing an important role in supporting the Australian economy. China’s manufacturing PMI and new export orders slightly declined in June and could rebound in July. China’s official manufacturing PMI declined to 50.9 in June from 51.0 in May, slightly above market expectations. The new export orders continued to edge down to 48.1 in June, partly caused by congestion at some South China ports. Due to the resurgence of Covid-19 in Guangdong and related tightening in social distancing rules, the official non-manufacturing PMI fell to a weaker-than-expected 53.5 in June.
Thanks to the release of pent-up demand following the containment of the latest wave of Covid-19, the recovery of some South China ports is expected. It is projected that PMI were solid in Q2 and could rebound slightly in July.
China current account has surged and would not last forever. Thanks to its successful containment of Covid-19, massive policy stimulus in the developed economies China’s current account (CA) surplus has surged in the past year, foreign exchange deposits have risen significantly and RMB has appreciated as well. However, good times do not tend to last forever.

Moody's downgraded India's growth projection to 9.6% for 2021, from its earlier estimate of 13.9%, and said faster vaccination will be paramount in restricting economic losses. Earlier, Moody's had projected India to clock a 9.3 per cent growth in the current fiscal ending March 2022, but a severe second COVID wave has increased risks to India's credit profile and rated entities. Mobility and economic activity will likely accelerate in the second half of the year as the pace of vaccinations pick up. The government has announced a strategy to centralise vaccine procurement in order to boost vaccinations, which if successful, will support the economic recovery.
Ratings agency ICRA maintained its growth forecast for two-wheeler sales at 12-14% for the ongoing fiscal, despite the second wave of the coronavirus pandemic hitting non-metro and hinterlands that dampened rural consumer sentiments. A low base, healthy rural cash flows, and continued preference for personal mobility would support two-wheeler demand in the festive season, ICRA said in a statement. Expectations of a healthy agricultural production, timely arrival of the monsoons, a hike in minimum support prices for crops and other income support schemes by the government are likely to help revive rural demand sentiments and support the two-wheeler offtake in the festive season.
German consumer electronics brand Blaupunkt is re-entering the Indian market through an exclusive licensing agreement with home-grown contract manufacturer Super Plastronics. New Zealand is well on the way to economic recovery after the damage wrought by COVID-19. Going into the crisis, every economic forecaster was expecting a large and drawn-out recession, with the possibility of deflation, and a 10% unemployment rate, and an economy that would struggle to get back to pre-COVID levels of output. What has occurred is that GDP has recovered spectacularly, and recent labour market data showed that New Zealand’s labour market is far closer to full employment than anyone could have hoped for.
Unlike some of our trading partners, such as the US and Australia, New Zealand did not see a large drop in employment as a result of lockdown in second quarter 2020. Some people did unfortunately lose their jobs, but in aggregate, the damage was limited. That made it much easier to switch the economy back on after lockdown, and we have seen employment in New Zealand actually increase above pre-COVID levels in recent months ceo certification .
For better or worse, the housing market has been the key driver of the economic rebound from lockdown. Demand for housing is still well ahead of supply and this has given the construction sector an almost overwhelmingly large pipeline of work. The crisis has had an impact on the supply side of the economy. The sectors that propelled New Zealand’s economic recovery, in particular construction, are running into serious capacity constraints. One reason is the disruption to global supply chains caused by COVID-19. Firms and tradespeople in New Zealand are finding it harder to import the goods they need, leading to cost overruns and delays.
The labour market is very tight, and firms are struggling to find workers they need. Many of the jobs lost due to COVID were face-to-face industries like tourism and hospitality. With the borders closed, the latter industry is struggling to find the workers they need to be able to provide the service necessary. Some have elected to reduce hours of opening or in one case close down their restaurants for a period of two weeks to be able to give their workforce a break from the demands of being over worked as a result of the shortage. A closed border will mean labour supply is fairly unresponsive, so it is likely that we will see stronger wage growth rather than strong employment growth, as firm poach off each other. It is expected that New Zealand’s labour supply will get a small bump once borders reopen and net migration starts to lift.
In New Zealand, it appears that foregone international holiday spending has been finding its way into house renovations, spas, cars and boats. Supply chain issues means that there can be a wait for these goods e.g., up to 3-4 months wait for a new car due to the need to import these into New Zealand.
New Zealand now has a travel bubble with both Australia and the Cook Islands, though the former has had a wobbly period since being introduced with a number of temporary border closures being imposed by the New Zealand government with Australia states as a result of community outbreaks, especially since the Delta variant has become more and more widespread. The deteriorating situation in New South Wales (in particular Sydney) an latterly Victoria could see the travel bubble with these states closed for some time.
While New Zealand led the world on its initial response to COVID-19, we are lagging behind on vaccinations. As of writing, only 10% of the population has been fully vaccinated. In New Zealand the Pfizer/BioNTech is being used. There are back-up vaccines available should these be needed. Singapore
Singapore's economy contracted in the second quarter after battling new outbreaks of COVID-19, but economists expect it to get back on track quickly as global growth picks up and vaccination rates rise. The city state's economy still showed the best growth in more than a decade on a year-on-year basis, as many economies have done because of last year's coronavirus-induced slump.
Analysts have upgraded Singapore's trade outlook for 2021, in the wake of the better-than-expected export performance in the first half. External demand is tipped to stay strong in the next six months, even though Covid-19 outbreaks in key markets cast a pall over the forecast.
The manufacturing sector grew by 18.5% year on year, helped by robust global demand for semiconductors and semiconductor equipment. The construction sector expanded 98.8% compared with a year earlier when most construction activities stopped due to the lockdown.
Across the service sectors - the wholesale and retail trade, and transportation and storage sectors grew by 9.3 per cent in the second quarter of this year, reversing the 1.7 per cent contraction in the previous quarter. The remaining group of service sectors - accommodation and food service, real estate, administrative and support service, and other service sectors - expanded by 13.4 per cent.

Post-I Junior Scientific Officer
Name of the Position: Junior Scientific Officer

Pay Scale: Level-7 in the Pay Matrix as per 7th CPC.
Essential Qualifications: Educational: M.Sc. in microbiology from a recognized university or institute. OR M.Sc. in Botony with specialization in Plant Pathology or Microbiology or Mycology from a recognized University or Institute; OR M.Sc. in Agriculture with specialization in Soil Science or Agriculture Chemistry or Agronomy or Microbiology or Plant Pathology or Horticulture or Agricultural Extension from a recognized university or institute.
Desirable:
i) Ph.D. in any discipline mentioned in essential qualifications.
ii) Two years of experience in the field of research and development of biofertilizers and other aspects of organic farming.
Note: The qualifications are relaxable at the discretion of the commission, for reasons to be recorded in writing, in case of candidates otherwise well qualified.
Duties: Testing of Biofertilisers, Organic Manures, Vermi-culture & different organic inputs in laboratory, Isolation and authentication of different strains of effective microorganisms related with organic farming, organisation of training programmes on organic farming, Organisation of field demonstration programmes on organic farming, Preparation of technical literature on organic farming, Registration of farmers on PGS Portal & Jaivik Kheti Portal.
HQ: Ghaziabad or any of its Regional Centres located at Bangalore, Bhubneshwar, Imphal, Jabalpur, Nagpur, Panchkula, Patna, Gandhinagar & liable to serve anywhere in India.

Post-II Assistant Clinical Embryologist
Name of the Position: Assistant Clinical Embryologist, Safdarjung Hospital, Ministry of Health and Family Welfare

Pay Scale: Level-7 in the Pay Matrix as per 7th CPC.
Essential Qualifications: i) Bachelor of Medicine or Bachelor of Surgery from any recognized University; or ii) Master degree in Anatomy or embryology or reproductive Biology or Genetics or Embryology or Clinical Embryology or Microbiology from any recognized University. iii) One year experience in the field of human in-vitro-fertilization techniques from a hospital or Central Government or State Government or Autonomous Body or Statutory Body or any private hospital recognized by Government.
Note:- I: The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India. NOTE:-II: The qualifications are relaxable at the discretion of the commission, for reasons to be recorded in writing, in case of candidates otherwise well-qualified
Duties: i) To ensure that all necessary equipment are present in the laboratory and are functional ii) Collections of eggs and sperm from patients for processing. iii) Maintain viability of gametes tissues & embryos during processing, embryo culture & cryopreservation, record keeping; iv) Help the clinical embryologist in doing all embryology related work in the IVF laboratory; v) To maintain record of all procedures carried out in the laboratory; vi) Any other duty assigned by the superior officer.

Application Fee: Candidates are required to pay a fee of Rs. 25/- (Rupees Twenty five) only either by remitting the money in any branch of the SBI by cash or by using net banking facility of the SBI or by using visa/master credit/debit card. No fee for SC/ST/PH/Women candidates of any community. No “fee exemption” is available to Gen/OBC/EWS male candidates and they are required to pay the full prescribed fee.
How to Apply
i) Candidates must apply online through the website http://www.upsconline.nic.in. Applications received through any other mode would not be accepted and summarily rejected.
ii) Candidates must upload the documents/certificates in support of all the claims made by them in the application like, Date of Birth, Experience (preferably in prescribed format), Desirable Qualification(s) etc. or any other information, separately against each claim in pdf file in such a way that the file size does not exceed 1 MB for the respective aforesaid modules and 2 MB for the “UPLOAD OTHER DOCUMENT” module and is legible when a printout taken. For that purpose, the applicant may scan the documents/certificates in 200 dpi grey scale. Documents like Pay Slip, Resume, Appointment Letter, Relieving Letter, Un-signed Experience Certificate etc. must not be uploaded in the Document Upload Module:-
a) Matriculation/10th Standard or equivalent certificate indicating date of birth, or mark sheet of Matriculation/10th Standard or equivalent issued by Central/State Board indicating Date of Birth in support of claim of age. Where date of birth is not available in certificate/mark sheets, issued by concerned Educational Boards, School leaving certificate indicating Date of Birth (in case of Tamil Nadu& Kerala).
b) Degree/Diploma certificate as proof of educational qualification claimed. In the absence of Degree/Diploma certificate, provisional certificate along with mark sheets pertaining to all the academic years.
c) Order/ letter in respect of equivalent Educational Qualifications claimed, indicating the Authority (with number and date) under which it has been so treated, in respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement.
d) Certificate(s) in the prescribed proforma from the Head(s) of Organization(s)/Department(s) for the entire experience claimed, clearly mentioning the duration of employment (date, month & year) indicating the basic pay and consolidated pay. The certificate(s) should also mention the nature of duties performed/experience obtained in the post(s) with duration(s). Experience Certificate should be issued in prescribed format relevant to the post. Experience certificate not in prescribed proforma but containing all the details as mentioned above would be considered on merits by the Commission.
e) Caste certificate by candidate seeking reservation as SC/ ST/ OBC, in the prescribed proforma from the competent authority indicating clearly the candidate’s Caste, the Act/ Order under which the Caste is recognized as SC/ ST/ OBC and the village/ town the candidate is ordinarily a resident of.
f) A declaration in the prescribed format by candidate seeking reservation as OBC, that he/she does not belong to the creamy layer on the crucial date, in addition to the community certificate (OBC). Unless specified otherwise, the prescribed closing date for receipt of Online Recruitment Application for the post is to be treated as crucial date.
g) Physically Handicapped certificate in prescribed proforma issued by the competent authority by Physically Handicapped persons eligible for appointment to the post on the basis of prescribed standards of Medical Fitness. The Competent Authority to issue Physically Handicapped certificate shall be a Medical Board duly constituted by the Central or a State Government. The Central/ State Government may constitute Medical Board(s) consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing Locomotor/ Cerebral / Visual / Hearing disability, as the case may be.
h) Documentary support for any other claim(s) made.
Note: If any document/ certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested by a Gazetted officer or notary is to be uploaded.
Probation
The persons selected will be appointed on probation as per rule.
