Shikha Sharma, a 24-year old woman from Jaipur is against stereotypes. She opted for a course in Agricultural Engineering, RICU, a field considered to be a male preserve. “At RICU, I discovered a community that is supportive and embraces diversity,” she says. I must admit that my faculty and the students have been supportive, and I never felt like an outcast.
Shikha plans to develop new technologies for agriculture water conservation in Rajasthan, an urgent problem. At the moment, she is involved in a project on designing a small-scale rainwater harvesting system. She proudly states that RICU has given her a chance to challenge norms and make an impact on the agricultural landscape of our state.
Avinash Singh: Nurturing Entrepreneurship
Avinash Singh, a 27 year old from Jodhpur, wished to be an entrepreneur. In order to set up an agribusiness venture, he enrolled in the Agribusiness Management program at RICU. “RICU changed my life through its business-focused approach to agriculture education,” he says.
Avinash highlights the fact that RICU not only teaches agricultural techniques, but also focuses on business issues such as agri-startup management, marketing, and supply chain management. Working on business plans and interacting with successful entrepreneurs has been instrumental in molding my vision of the future.

Union Budget 2023–24 Highlights & Complete Budget Analysis
Union Finance Minister Nirmala Sitharaman presented the Budget 2023-24 on 1st February at 11 AM. This is the first budget in “Amrit Kaal” as India is going to turn 100 years old in 25 years and the last full-fledged budget before the elections next year.
The finance minister said that our economy is on the right track and heading toward a bright future. Adopting seven priorities to guide India through the “Amrit Kaal”, including inclusive development, reaching the last mile, infrastructure and investment, unleashing the potential, green growth, youth power, and financial sector.
INCOME TAX CHANGES
Govt. has tried to boost consumption through the middle class with a change in the tax slabs.
There are a few incentives to be offered to shift to the new tax regime. The old regime however remains acceptable.
There’ll be no Income Tax for salaries up to 7 LPA in the new tax regime as the rebate limit has increased from Rs 5 LPA to 7 LPA.
Individuals earning more than Rs 5 crore PA, pay a surcharge of 25% under the new regime as opposed to 37% under the old regime.
The tax collected at source (TCS) of 20% will be applied on foreign remittances to tax foreign holidays and expenses and realty investments abroad. This will exclude payments for education and health.
The idea behind slashing taxes is to increase the disposable income in the hands of the consumer, raise demand and boost consumption. The focus of the old regime was tax-saving instruments. The new generation is looking at different investment options, not necessarily tax saving.
WHAT GETS CHEAPER AND WHAT GETS COSTLIER
Hattrick of boosting Capital Expenditure, Slashing Taxes, and reducing Fiscal Deficit will benefit India’s economy a lot. The Capital Expenditure (CapEx) is going to raise by 33% to ₹10 lakh crore for the next fiscal year starting from 1st April, which is 3.3% of the country’s economic output. But, on an individual level, we all wait for the list of items that get costlier and cheaper.
Customs duty cut on components for TVs, Mobile phones to boost domestic production. Also on machinery and components for the manufacture of Lithium-ion batteries in the use of Electric Vehicles
Customs duty increase on Kitchen chimneys, Electric Vehicles, imitation jewelry, and precious metals. Cigarettes to become dearer.
OTHER SCHEMES AND BENEFITS
Marginalized sections Including Farmers, Women, and Sr. Citizens will be benefitted with the senior Citizen Deposit Limit increased to 30 lakhs from 15 lakhs and with a lock-in period of 5 years.
The Monthly Income Scheme limit was enhanced to Rs 9 lakhs from Rs. 4.5 Lakhs for individual accounts and 15 lakhs from 9 lakhs for joint accounts.
Mahila Samman Savings Certificate will be launched in March 2025. Max. deposit of Rs. 2 Lakh at a fixed interest rate of 7.5%, eligible for partial withdrawal.
The Agri credit is increased by 20 lakh crore and an Agriculture Accelerator Fund will be set up to encourage agri-startups by young entrepreneurs. They will improve mobility, facilitate trade, lead to job creation, and boost overall economic productivity. Capital investment outlay increased by 33 percent to ₹10 lakh crore, which is 3.3% of GDP.
The Green Energy Transition will get an outlay of ₹35,000 crores and a Green Credit Programme will be notified under the Environment Protection Act,1986.

Srinagar 04 March 2023: Shri Rajiv Rai Bhatnagar Advisor to Hon’ble Lt. Governor UT of J&K inaugurated the 8th ‘Technology Exhibition cum Seed Sale Mela’ at varsity’s Shalimar Campus on March 04, 2023. The 2-day event is being held with the theme ‘Subsistence to Sustainable Commercial Agriculture’.
Shri Junaid Azim Mattu, Mayor Srinagar; Dr Drakshan Andrabi, Chairperson J&K Waqf Board; Dr Hina Shafi Bhat, Vice Chairperson J&K KVIB; Ms. Nuzhat Ishfaq, DDC Chairperson Ganderbal; Dr Rashmi Singh (IAS), Commissioner Sales Tax, GoJK and Dr Vijay Dhar, Chairperson, DPS also graced the occasion.
Shri Bhatnagar and other dignitaries visited the stalls showcasing a variety of technologies and products developed in the field of agriculture and allied sectors. They also visited the stalls displaying and highlighting Farmer W elfare Schemes and Programs besides the exhibits displayed by other stakeholders dealing with agriculture inputs, farm machinery and organic products. Laying special emphasis on connecting farmers with experts from University and industry, the Advisor observed that such exhibitions play an important role in offering opportunity to farmers to access reliable, updated and relevant information. This helps reducing farmers’ risks and uncertainty.
During the Mela, stalls were installed by champion farmers, industry associated people, student and faculty innovators, subject matter faculties, and research stations, farm science centres etc. showcasing technologies developed by University. Quality planting material, vegetable seeds, flowering seedlings, elite germplasm of livestock and poultry, milk and milk products, livestock feed, vermicompost, fish and value added agri-products have been put on sale for the visitors. The new strides in agriculture through use of Artificial Intelligence and Machine Learning and digital technologies have also been displayed. Farmer specific and field oriented literature in the form of ready recknors was distributed among the visiting farmers, students and entrepreneurs. A mega farmer-scientist interaction was arranged during the Mela for the farmers.
Vice-Chancellor Prof Nazir A Ganai said that this Mela is a national level event witnessing the participation of farmers, students, budding entrepreneurs, private players, input dealers, policy planners, development departments, and other related institutions from across the country. SKUAST-K is a leading Farm Science University known globally for promoting the culture and startups and entrepreneurship in agriculture and allied sectors, working for addressing the challenges of food and nutritional security and improving the life of the people, said Prof. Ganai. He further added that SKUAST-K is becoming a preferred destination for international students given the teaching and research ecosystem, enabling and engaging environment it provides. He highlighted the varsity initiatives in going global in particular the recently held International Education Fair held at New Delhi.

A worrying UN report has found that almost 90% of the subsidies given to farmers around the globe each year are harmful to people and the planet. Agricultural support adds fuel to the flames of the climate crisis, contributes to environmental destruction, harms people's health, and adds to inequalities by excluding small-scale enterprises.
This report, published by the UN Food and Agriculture Organization (FAO), the UN Environment Programme (UNEP), and the UN Development Programme (UNDP) covers subsidies in 88 countries for which reliable data is available.
Qu Dongyu, FAO director general, called this report a “wake-up call”. Governments around the globe, he said, must “rethink agricultural support schemes to make them fit for purpose to transform our agri-food systems and contribute to the four betters: better nutrition, better production, better environment, and a better life.”
The report highlighted 87% of the $540bn a year spent on farming subsidies between 2013 and 2018, which were considered to be "harmful" in a range of ways. Subsidies for fertilizers and pesticides contribute to ecosystem degradation and biodiversity losses, and such substances can often pose an immense threat to human health. Price incentives for specific produce or crops, as well as distorted export subsidies and import tariffs, increase wealth disparities between developed nations and the developing world.
Marco Sanchez, deputy director of the FAO and an author of this report, welcomed an increased alignment to the goals of the Paris Climate Agreement in the U.S. and elsewhere; but he warned that "there is no way they can achieve those climate goals if they don't tackle the food industries."

Solutions to help pollinators can be tested using a “virtual safe space” tool created by scientists at the University of Exeter in collaboration with farmers and land managers.
BEE-STEWARD is a decision-support tool which provides a computer simulation of bumblebee colony survival in a given landscape.
The tool lets researchers, farmers, policymakers and other interested parties test different land management techniques to find out which ones and where could be most beneficial for bees.
BEE-STEWARD — which is freely available online — is a powerful tool that can make bumblebee survival predictions, according to a new study.
“We know that pollinator decline is a really big problem for crops and also for wildflowers,” said Dr Grace Twiston-Davies, of the Environment and Sustainability Institute at the University of Exeter’s Penryn Campus in Cornwall.
“BEE-STEWARD takes into account the many complicated factors that interact to affect bumblebees.”
“This provides a virtual safe space to test out different bee-friendly management options.”

“It’s a free, user-friendly tool and we have worked with land managers and wildlife groups on the ground to create it together.”
Disentangling the many factors that affect bumblebee colonies is incredibly complicated, meaning real-word testing of different methods by land managers is often not feasible.
This problem prompted the Exeter scientists to create the BEEHAVE (honeybees) and Bumble-BEEHAVE (Bumblebees) computer models. But to help bumblebees thrive across our landscapes, these tools need to be used by people on the ground and not just scientists.
BEE-STEWARD has been designed with and for land managers, farmers and conservation practitioners to test out different ideas for land management and predict the impact that these may have on bumblebee survival.
BEE-STEWARD is being used by the Bumblebee Conservation Trust to help test and guide land management to help bumblebees and farm business thrive in Cornwall. Using BEE-STEWARD, bee-friendly actions are being tested across 1,500 ha of land in collaboration with the Duchy of Cornwall Estate, the National Trust, Treiwthen Dairy and Kellys of Cornwall.

BEE-STEWARD can simulate the growth, behaviour and survival of UK bumblebee species living in a landscape providing various nectar and pollen sources to forage on.
“The BEE-STEWARD model is a significant step towards enabling practitioners to support bumblebee populations,” said Professor Juliet Osborne, who leads the team.
“The tool can be used to inform conservation and farming decisions and for assigning bespoke management recommendations.”
Professor Osborne and team won the BBSRC Social Innovator of the Year 2017 award for creating the BEEHAVE models.
“We have worked with researchers and landowners who have been using the model and have given us valuable feedback so we could improve our models further” said model developer Dr Matthias Becher.
“Testing the BEE-STEWARD tool has helped us predict how best to provide new and improved habitat for pollinators in an informed way, considering existing and proposed flora, flowering times and location. BEE-STEWARD could be an important virtual test-bed for scientists exploring the impacts of different stressors on bumblebees and used by those with little or no modelling experience. Enabling a shared methodology between research, policy and practice for bumblebee survival.
“‘The Bee-Steward model will be fantastic for conservation planning — it lets us time-travel to see the long-term results of changing management and compare all the possible options to see which one will work out best for bumblebees” Dr Richard Comont, Science Manager, Bumblebee Conservation Trust.
The BEE-STEWARD tool sits alongside a wider body of research by Prof. Osborne, Dr Twiston-Davies and Dr Becher around pollinator-friendly land-management. Their work on the NERC-funded SWEEP programme has included providing advice on Managing Green Space to improve biodiversity and wildlife habitats and working on the ‘Farming for the Nation’ trial for a new Agri-environment scheme with Cornwall Area of Outstanding Natural Beauty.

THE DAYS OF SOUTH PUNJAB’S DEPRIVATION AND BACKWARDNESS ARE OVER- USMAN BUZDAR
LAHORE, April 26:
Today is a historic occasion when the foundation stone of the south Punjab secretariat has been laid while fulfilling the long-standing demands of the people. I am thankful to PM Imran Khan and the construction and timely completion of the south Punjab secretariat in Multan will be ensured. Similarly, the foundation stone of the south Punjab secretariat will be laid soon in Bahawalpur. South Punjab was kept deprived in the past and people were deceived through fudge figures. The utilizing of the development budget in south Punjab was not more than 17 per cent in the past but the incumbent government has allocated and ringfenced 33 per cent funds for southern Punjab.
This was stated by Chief Minister Punjab Sardar Usman Buzdar while addressing the ceremony of laying the foundation stone of the south Punjab secretariat and announcement of the Multan Development Package in Multan on Monday.
The CM said that more than 27 thousand schools, including 38 per cent from south Punjab, have been upgraded. Meanwhile, PTI inherited unfinished projects worth 1300 billion and these schemes are being completed to facilitate the people. The people of south Punjab have entrusted the PTI and the development of Multan is a priority agenda of the government. Under the district development package, he said hundred development schemes will be completed in Multan including 47 roads, 23 supply and disposal of water, 9 educational, 6 healthcare and other departments' projects. Work has been started on several projects and timely completion will be ensured, he added.
The CM said that development projects costing 78.72 crore rupees will be completed under the local government development programme in Multan. 4 development schemes of 3.31 billion have been inaugurated in Multan including e-khidmat centre, shelter home, urban forest and labour housing colony in an industrial estate. 992 flats are being given to labourers in the labour housing colony, he added. He said that foundation stone of 5 schemes has been laid with an amount of 8.97 billion in Multan including dual Mattital road, shelter home, 200-bed mother and child hospital, similarly, the expansion of Multan-Vehari Road will be completed with a cost of 18 billion in PPP mode, he added.
The CM said the south Punjab secretariat will be completed with 3.54 billion rupees adding that ACS and additional IG have been posted while the number of departments has been increased for the south Punjab secretariat. Meanwhile, legislation is being made to allocate job quota for south Punjab's youth. Meanwhile, separate service tribunal and drug courts will be established for south Punjab. Two drug courts will be established in Sahiwal and DG Khan respectively along with the establishment of a service tribunal, intellectual property rights courts and environment tribunal. The CM said 316 schools, including 269 girls schools, are being upgraded in Multan with a cost of 73.85 crore rupees. Similarly, needy youth is given loans worth more than 35 crore rupees in Multan under Punjab Rozgar Scheme and facility this will continue. The Punjab government is providing direct subsidy to farmers through Kisan Cards for agri-inputs. The latest agri-machinery worth 47 crores has been provided to farmers at a subsidized rate, he said and further stated that crops' insurance programme will be continued. More tractors will be given under Punjab Rozgar Scheme, he added.
The CM said the Punjab Rural Water Supply and Sanitation Project of around 90 billion rupees is being started from this year in collaboration with the world bank in 16 tehsils of the province, including 8 tehsils of south Punjab, to complete projects related to supply and drainage of water in villages. 11 billion rupees will be spent on water supply, sewerage, solid waste management, street lights, roads and parks in the next two years in Vehari, Burewala, Khanewal, Kot Addu and Bahawalnagar under Punjab Cities Project, he added. District Jail will be relocated to Mattital Road and the existing land will be converted into a park, he disclosed. 1.50 billion rupees are being allocated in the next financial year budget, he added. Spadework on the relocation of the grain market, truck stands and iron market in Multan has been completed as it would resolve traffic problems, he added. Northern Bypass, from Bosan Road to Head Muhammadwala, will be dualized; he said and revealed that NHA will complete this project. 30 Kanal land has been provided from the police line to expand the district courts. District Courts will be given 20 Kanal while 26 Kanal land is being given for the expansion of the High Court. Meanwhile, 6 Kanal land has already been given, he added. The CM said that a new judicial complex will be constructed and two basement parking plazas are being constructed for lawyers. Meanwhile, funds are being given for the expansion of Abdali Road, Circular Road, Hussain Agahi Road and roads in the centre of the city. Expansion of Violence Against Women Center has also been completed, he further said.
The CM affirmed Multan Municipal Corporation has been given the status of Metropolitan corporation and the construction of Nishtar-2 has also been started by the PTI government. OPD will be inaugurated this year while the project will be completed before June 2023 with a cost of 8.84 billion. The new OPD of Multan Institute of Cardiology will be made functional this year with a cost of 3.14 billion, he said. The cancer ward is completed in Nishtar Hospital and machinery is being installed. The pharmacy project will be completed next month at 40 crore rupees. Along with it, a new building of DHQ Hospital Multan has been completed near Shershah Bypass with a cost of 1.67 billion rupees and medical equipment is being procured. He said 1 billion rupees is earmarked for Multan University of Engineering and Technology and Government Emerson College Multan has also been given the status of a university. A BS Block is being constructed there as well, he continued.
The CM said that Astroturf ground will be constricted at Mattital Road in Multan to promote the game of hockey with a cost of more than 45 crore rupees. The model cattle market is being constructed with a cost of 49 crores and the child protection institute is being built with a cost of 31 crores to provide shelter to abandoned children. A flyover will be built on Madni Chowk with 74 crores and 2.84 billion rupees will be spent for constriction of flyover at railway line in-between Nadirabad Phatak and Industrial Estate. 25 per cent work of linking Shershah Bypass with Motorway M4 has been completed, he said. 59 crore rupees are being spent on this project, he said. The regional campus of the MPDD Department will be completed in Multan next year for 50 crore rupees. He said that 28 KM long village-to-market roads have been completed with a cost of 35 crore rupees and 37 crore rupees will be spent on repair and maintenance of 25 KM long roads from village-to-markets. Similarly, the government will complete 13 sewerage projects in different areas of Multan with an amount of 11 billion rupees. New disposal stations will be constructed and new sewerage lines will also be laid under these schemes, he said. The days of deprivation and poverty of south Punjab are over and new chapters of development of south Punjab and the whole of the country will be written under the leadership of PM Imran Khan, concluded the CM.

POLITICIZATION OF CORONA CHALLENGE IS DEPLORABLE: USMAN BUZDAR

Chief Minister Punjab Sardar Usman Buzdar has regretted that the opposition is using the corona challenge for its political gains.
In a statement, the CM asserted that every effort was made by the government to deal with the third corona wave adding that the number of ventilators and oxygen beds has been increased in the hospitals to facilitate the patients. Regrettably, the opposition is trying to achieve mundane political mileage over the corona issue, he added. However, those distancing the people in the corona pandemic have been isolated, he added. The CM regretted the PDM had busted a gut to spread coronavirus by holding public meetings during the pandemic. This selfish cabal played with the lives of the people to gain some political benefits; this proves the impassive opposition has no regard for the lives of the people. KISAN CARD PROGRAMME WILL TREMENDOUSLY BENEFIT THE FARMERS: USMAN BUZDAR
LAHORE, April 26:
The Punjab government has aptly completed the agri reforms agenda entrusted by the prime minister on February 8 with a six-month time duration. In this regard, the launch of the Kisan Card Programme has been completed before time and is launched from Multan as a pilot project to benefit the farming community.
This was stated by Chief Minister Punjab Sardar Usman Buzdar while addressing the launch ceremony of the Kisan Card Programme in Multan on Monday. He also appreciated the role played by Agriculture Minister Hussain Jahanian Gardezi, chief secretary, agriculture secretary, Habib Bank, PITB and PLRA in the launch of this program.
The CM greeted the presence of PM Imran Khan adding that this programme will provide numerous benefits to the farmers including agri loans, crops' insurance and subsidy on fertilizers, pesticides and seeds through registered shops. The Punjab government has introduced a comprehensive agriculture policy and 8000 land record centres were being established, including more than 3000 in south Punjab, to save the farmers from the exploitation of revenue staff, concluded the CM.
