My cat is a standard black tabby but she's got this neat banding in her fur. That is all. (I can't tell if her chin spot is actually white enough to call white spotting but still!)

Yeah, that's the agouti banding! Good example. Most wild type mammals have it, their hairs are all striped:

Cats are actually kind of the outliers here, because they have solid hairs mixed into the agoutis: this is how they get their tabby patterns.

The white chin is not white spotting, it's part of the tabby phenotype, they all have it, see:
