"You must be pretty badass for a Vault dweller," West Parrish was trying to get the woman to talk to him. He remembered more, now, trekking to DC and back again to New Vegas. It felt more like home, despite everything. There was no place in his home Vault 101 for him anymore. And he didn't want to be there. The east coast held far too many regrets. Everything bad that happened to him on the west coast? Not really his fault and that was somehow more palatable.
He had set up at the Aerotech Office Park, living here, making a decent living helping junkies get clean and back on their feet and doing some general fixing up as a doctor and mechanic for the NCR that milled about, outside of the Strip.
"I should know. I grew up in one. Way back east. Sorry-- don't turn your head." West had finished cleaning the wound at her collar bone, injecting a stimpak. It had been pretty deep, lucky the bone wasn't broken too badly and the stim would do the heavy lifting. He went about sewing the wound closed.

Fallout: New Vegas OC - Reggie
Originally from Vault 34, Reggie was among the trapped inhabitants when the reactor flooded. A pretty young ghoul. Young in the sense that he's only recently turned, but he's actually about the same age as Chris Haversham, the vault's reactor technician. Admittedly he'd tormented Chris alongside many others, which drove Chris to abandon the vault. (Probably) Unintentionally dooming his tormentors to bare the brunt of the worsening radiation leaks. For being such a young ghoul, and a vault dweller who hadn't set foot in the wastes until he was nearly middle-aged, he is unusually inexperienced and unknowledgable. Though he happily plays along when people assume he knows what he's talking about. His quick wit has helped him become particularly adept at winging his way through conversations. Few pick-up on this aside from particularly perceptive actors like House (who seriously questions his competency upon meeting him) and more long-lived ghouls such as Raul and Dr. Keely. Doing odd-jobs around the south side of Vegas he stayed in the Aerotech Office Park. Since it was one of the nearest settlements to Vault 34 and the diverse array of residents made it the perfect place to get his bearings and earn a small starting sum of caps to take further out into Vegas or the Mojave. Word came of a high paying courier job some other folks in the park got and that there was one more vacancy up for grabs! Well, we all know how that turned out... Being so unfamiliar with his own body now (espcially after surviving his encounter with Benny - a feat he reckons was only made possible thanks to his new body), he struggles to find people he can relate to since he still mostly sees himself as human, even moreso than Chris! A fact few are willing to recognise now.
In fact, that's why running into Chris at Repcon was so great! He would've ignored the intercom message had his voice not sounded so familiar. Here was someone who he could finally relate to! Or at least someone who remembers him from when he was still a "smoothskin". To... mixed reception. At first, Chris was confused by Reggie, not recognising him at all. Up until actually seeing Chris again, Reggie had almost entirely blamed Chris for Vault 34's literal and figurative meltdown. Abandoning them all to die, it felt like! But the more he stewed in the rads and bitterness, the more he thought about why Chris left. Why did he leave? They weren't close by any means, but they had banter. At least that's how he saw it. The lukewarm recognition he got from Chris seemed to tell a different story, and the guilt seeped in. Yeah... maybe this wasn't Chris' fault. Even so their reunion had him more than happy to feed into Chris' ghoulish delusions just so they could bond over "both" now being ghouls. "So, the rads got you too, eh?"
His second bout of relief / familiarity would be encountering The Boomers, whom he'd probably want to try and move in with because of both familial ties and shared experiences in Vault 34. Though The Boomers left before he was born, hearing about Pearl and Loyal's time in the Vault is somewhat comforting. Although The Boomers would absolutely refuse to let him in for the first few days and be reluctant to even humour that he might be kin until learning what eventually happened to their Vault. To some degree, Reggie will always be a savage to them, even though he's barely braved the wastes more than a few years. Even Janet is treated more like a fellow Boomer than Reggie on account of her smooth-skin and being vouched for by Jack. (I don't think House would trust Reggie so aligning with House is a no-go. Given the hospitality of The Followers and the NCR he received while at Aerotech, I imagine he'd want to at least help them, if not fully align with them by the second Battle of Hoover Dam. Vault 34's love of guns and him being a ghoul would obviously not bode well with The Legion. Honestly it's less about who he would want to side with and more who would hand his help / trust him enough with missions to make him their ally.) S - 6 P - 5 E - 5 C - 5 I - 7 A - 5 L - 7

AS FOR THE 12 SURVIVORS OF VAULT 70.......... here’s their entry on our timeline:
May 22nd, 2140: The 12 ghoul survivors of Vault 70 emerge just outside of the ruins of SLC, including amongst them Byrum Pratt and Bert Gunnarsson
May 22nd, 2150: After a decade of prayerful discernment in isolation in the main temple in SLC, the 12 depart the ruins of the city and seek out civilization, running into scavengers heading north, whom they accompany to Ogden, finding a small but stable rag-tag group of Mormon survivors living there
Late 2150: The Mormon Church is officially reformed with the 12's guidance, especially driven by Byrum, and Ogden is renamed New Canaan. The 12 then part ways to find other Mormon settlements to re-integrate into the new church
Basically, the canon lore for Vault 70 is that it was located just outside SLC and populated almost entirely with devout Mormons, and then the vault suit extruders were set to break after six months so they eventually wouldn’t have proper clothing LOL. Where our AU kicks in is establishing that after a while two factions emerged in the vault: those desperate for clothes and those who said fuck it, and essentially became devout nudists. The first generation in the vault see the problem get worse when the clothed half attempt to fix the suit extruders and eventually find some success, except the clothing they make is irradiated, but they wear it anyway because they think it’s better to be sick and pure than healthy and immodest. the nudists naturally reject this and become more devout in response to prove they aren’t sinners. The breaking point comes when the clothed faction had accidentally rendered themselves sterile thanks to the suits, and out of desperation tried to fix the extruders again only to unleash a newer, more intense wave of radiation that kills almost everyone in the vault except for 12 of the nudists who are flash-irradiated and ghoulified.

They survive and cling to their faith after the disaster, leaving the vault to find an empty, dead, irradiated world. Because they’re ghouls, they can survive the radiation just fine, and head north to SLC, which is still empty thanks to lingering radiation. The big main temple and churches are miraculously intact even though they’re surrounded by craters from the bombs lol. In the Survivalist’s logs it’s mentioned there are 13 nukes that hit the SLC area, which I have to believe is intentional because like, Jesus + 12 apostles..... (later on the craters are named for the Holy Son and each apostle.... we have them drawn on our map. did we mention we have a google map with all our AU stuff on it? because we DO). Anyway like it says up there, they help firmly re-establish the church in the region and provide guidance for the Mormons who survived in Utah.
Bert Gunnarsson, who you can meet in game at the Aerotech Office Park and who canonically is an Elder from New Canaan, is one of them. The OC we made who’s the crux of the group, however, is Byrum Pratt, and he’s just. The Best. Despite losing his family and everyone else in the vault, his faith guided him and he still remains hopeful, being an extremely jovial person with an infectious personality, always ready with a joke or a long-winded story at hand. As one of the nudists, while most of the time these days he’s clothed, he still likes to remind people of his origins and so you never know if you’re gonna see a naked ghoul sunbathing near the temple on a nice day LOL.... a lot of people still find this pretty unacceptable but also like. Everyone loves him and he’s one of the 12 so what are you gonna do??? lmao.
His whole deal and what he preaches is that 12 were spared by God to help guide the Mormons left in Utah, as well as serving as a reminder for their own sins--not ones of immodesty, but the spiritual and communal negligence of the clothed faction who spurned them, and who they in return spurned as well in bitterness. They are now stricken with the same condition they scoffed at them for--sterility. But the lesson remains, the clothed ones were so obsessed with trivial details of their faith like modesty that they were willing to give up something, far, far more important--their fertility, and ultimately, their lives.
Under him and the 12, the church gets a little more lax on certain details of the faith, as they stress the importance of really keeping God in your heart and that God, family, and community come above all else, and not to lose sight of this by falling into performative routines that lead to a false, sinful sense of superiority.
When Lex forms the Latter Day Nephites, he’s super on board with the idea, being declared their leader in a figurehead capacity. He commands a lot of loyalty and helps wrangle a lot of folk to help the effort, and later is crucial in the establishment of New Deseret.
He’s also the one that FINALLY gets Joshua to help the resistance.... by personally asking him to come, and well, Joshua can’t say no to BYRUM.... but that’s ANOTHER long explanation, hehe.

Some Writing on the NCR’s Efforts to Help People
Y’know, I don’t like the NCR, but at least some people in the NCR are trying to help people. They’re doin’ a crap job of it, but it’s better than the “abandon everyone unless they make me money” attitude of House and the less said of the ‘policy’ of Eddie Sallow’s Roman Themed Raider Gang the better.
The NCR has at least got some humanitarian aid. Of course, I will now describe the good and bad of these places/policies.
Aerotech Office Park
A refuge for the downtrodden. A place for those who have nowhere else to go due to circumstance or gambling. Run by Captain Parker.
They offer a place to stay and medical care for anyone who wants it NCR Citizens and Locals alike (although the medical care is from the New Canaanite/Follower Bert Gunnarsson and it’s not clear if he’s compensated at all by the NCR, we know the Followers don’t approve due to the NCR having issue with them).
Has rules against "the sale of unlicensed chems” and cheating in gambling.
Now for the issues. As Captain Parker himself admits he’s “short-staffed”, in fact... I don’t even remember seeing any NCR other than the Captain there and, as mentioned, Bert isn’t NCR. So, that’s a problem.
There’s the horrors of people being kidnapped by slavers and sold for horribly unpleasant purposes... we shan’t go into details. I’m sure we all know The Coyotes.
Keith cons people out of money by cheating and he also sells jet. Fueling gambling and drug adictions that can place people in the camp to begin with.
Then there’s Captain Parker himself... he’s actually quite a big con to the place. The man is clearly trying his best, but he will execute you without a trial for “pushing his buttons” and clearly can get away with it. Sure, his victim was Keith, but the man seems so confident that there will be no repercussions... all someone has to do is insult him with the mention his ex-wife and they’re dead.
So, Aerotech Office Park. Nice idea, horrifying results due to lack of funding.
Bitter Springs
The site of the famously horrific NCR fuck-up the Bitter Springs Massacure. Now being used by the NCR to house refugees. Run by Captain Gilles.
A dismal place, but it provides some shelter and medical treatment for refugees who otherwise would probably be far worse off.
Now, issues... there’s a lot of them. Gilles is understaffed (like Parker), but the position of the camp makes that even more of an issue. Supplies, including medical, are also low.
Medical treatment by Lieutenant Markland is limited. He admits that he’s simply not equipped or trained to deal with the psycological issues and children that are under his care. He, as he puts it, is an army field medic.
Then there’s Great Khan Oscar Velasco. Embittered by the Bitter Springs Massacure and really upset that the NCR is operating out of Bitter Springs he’s been stealing from the camp and sniping people for Six Months! In which he’s killed 8 refugees and 3 troopers. So... yeah, that’s real bad.
So, Bitter Springs Refugee Camp. Nice idea, horrifying results due to lack of funding.
Major Elizabeth Kieran’s Mission
Out of a ruined store in Freeside Major Elizabeth Kieran is providing food and water to NCR Citizens in Freeside (and a little to anyone who happens to be a friend of an NCR Citizen in secret).
The issues with this one are actually mostly due to outside forces. Pacer, specifically. An Envoy to The King was beaten by Pacer and the entire idea was nearly abandoned. Major Kieran managed to get it throught anyway, but more limited. The original plan was to help everyone in Freeside. The entire thing is secret now, with NCR Missionaries providing a door password to people who pass a simple test of NCR knowledge.
Sadly, violence brings violence and due to the extra military presence Locals Roy, Wayne and Farris ended up attacked.
Then the warmonging of Pacer gets a fair few Kings killed too and it’s entirely possible for these issues to lead to Pacer’s death or the massacure of The Kings, but that’s as much Pacer problem as an NCR one.
So, Major Kieran’s Mission is a good idea that ended with issues due to external forces rather than NCR incompetence.
Conclusion
So, do I have a point to this. Well, like I said, it at least shows the NCR has people trying to be good trying to help people. Even if, overall, the NCR ain’t great. Maybe you can imagine The Courier in an independent ending setting up far better places for refugees and the unfortunate, but in-game only the Followers are helping more.

Texas real estate company lassos 13 Colorado Springs office buildings in $125 million acquisition

Now, a Fort Worth-based company that owns the storied Brown Palace hotel in Denver has made one of the biggest office purchases in Colorado Springs’ history.
Crescent Real Estate last month acquired 13 office buildings in the Springs, which El Paso County land records show were purchased for a total of $125.3 million. The buildings have a little more than 1 million square feet — a combined space that’s almost the size of The Citadel mall.
The buildings, on the city’s north, east and southeast sides, are some of Colorado Springs’ most appealing Class A, or top-of-the-line, offices — properties with attractive amenities and strategic locations that draw defense contractors, well-known companies and other large employers as tenants.
Crescent officials couldn’t be reached to discuss the transaction. But Steve Eaton, a senior vice president in Crescent’s suburban-Denver office, said in a news release the company was attracted by Colorado Springs’ economy, which "has diversified during the past decade with information technology, healthcare, engineering and consumer services joining the military defense contractor presence." The company also liked the city’s fast-growing population, he said.
Michael Bannon, a Crescent vice president, said in the release that the 13 buildings "are generally regarded as the nicest, newest and highest quality buildings within the Colorado Springs metro area." Ten of the 13 buildings were built after 2001, with eight of them developed from 2006 to 2009.
The buildings had been part of the office portfolio owned by Patriot Equities, a Pennsylvania real estate development and investment group. Patriot Equities purchased the properties in 2013 from Corporate Office Properties Trust, a Maryland real estate investment trust that also developed some of the buildings.
Five buildings are southeast of Interstate 25 and InterQuest Parkway in the InterQuest area on Colorado Springs’ far north side. In addition to office and industrial buildings, InterQuest is seeing some of the city’s most explosive retail and commercial growth, with several new restaurants, shopping centers, hotels and entertainment venues.
Five more buildings are part of the Patriot Park business park, northwest of Powers Boulevard and Platte Avenue; two are in the Aerotech Commerce Park, northeast of Powers and Fountain boulevards; and the last building is part of the Colorado Springs Airport’s Peak Innovation Park. The east and southeast side buildings are close to Peterson Air Force Base and have been home in the past to defense contractors, among others.
Crescent already is familiar with the Springs market; it owned the 155,000-square-foot Briargate Office Center in the Briargate Business Campus, southeast of I-25 and Briargate Parkway, before selling it a decade ago, land records show.
