Spain's ACS lands contract for Toronto light rail line

GM working to retrain employees affected by Oshawa plant closure, but union calls it a distraction
OSHAWA, Ont. — General Motors of Canada Co. is working to set up jobs and training programs for employees who will be put out of work when it closes the Oshawa Assembly plant next year even as Unifor promises an extended fights to keep the operation open.
The auto giant said Friday that several employers have identified about 2,000 jobs that will become open in Durham region in 2019 and 2020 — many of them related to the refurbishment of the Darlington nuclear power plant southeast of Oshawa.
General Motors has also identified 300 openings for auto technicians at GM dealerships in Ontario and 100 jobs that will be open at other GM facilities in Ontario.
In addition, GM estimates about half of the 3,000 unionized and salaried employees are eligible to retire under the company’s defined benefit pension plan — leaving about 1,500 who will want to transition to new occupations.

North America is at ‘peak car.’ What does that mean for Canada’s remaining auto plants?
The city of Oshawa and surrounding areas east of Toronto were shocked last month when the highly rated Oshawa Assembly plant was included as one of five North American GM plants identified to close next year.
GM Canada vice-president David Paterson said the company is committed to spend millions of dollars to ensure its employees get the retraining they require, with an initial estimate of between $5 million and $10 million, but the exact amount will depend on what other employers provide.
“What we want to do is to assure employees that their training will be taken care of. We’ll make sure that there’s enough money to do that,” he said in an interview.
GM Canada says Durham College will also establish a confidential internet portal in the new year to help auto workers identify job openings and begin plans to take retraining courses offered by a consortium of colleges.
Unifor president Jerry Dias said in an interview that the training commitment is just a distraction from the company’s lack of commitment to Canada.

“All of these announcements that General Motors is making about retraining, they’re trying to hide the fact that they’re a terrible corporate citizen.”
GM says it will be discussing further benefits packages for employees with the union, but Dias said the focus is entirely on saving Oshawa. If the plant closes, GM’s only Canadian assembly plant will be CAMI in Ingersoll, Ont., which produces the same Chevrolet Equinox the company produces in Mexico.
“If there’s going to be a reduction in volume, guess where they’re taking it out of?” said Dias.
“It’s all intertwined. GM is leaving Canada, and we’re not going to let them. That’s what the bottom line is here….we are going to waste General Motors over the next year. Waste them.”
Paterson said GM recognizes that the union has voiced “some strong opinions” but thinks it would be good for employees if they have time to plan for their future.
“We have an obligation and duty to work with our union to determine — in addition to our pensions and the income supplements our employees will get — what things we can provide,” Paterson said.
He said two of the prospective employers that came to GM after the closure announcement are Ontario Power Generation and Aecon, a construction company, working on the nuclear plant’s refurbishment.
“They have huge needs in terms of millwrights, boiler makers, electricians and a number of areas where our employees are especially suited to that type of work and have great experience,” Paterson said.

Năm nay, Mỹ đã trở nên thận trọng hơn với vốn đầu tư từ Trung Quốc, thể hiện qua việc chính quyền Tổng thống Donald Trump chặn hàng loạt vụ thâu tóm mà bên mua là doanh nghiệp Trung Quốc.
Trong bối cảnh đó, nhiều người cho rằng các công ty Trung Quốc sẽ tìm được cơ hội đầu tư ở nơi khác. Nhưng mọi chuyện không đơn giản như vậy.
Theo tờ Bưu điện Hoa Nam buổi sáng (SCMP), mấy tháng gần đây, một loạt quốc gia gồm Đức, Pháp, Anh, Liên minh châu Âu (EU), Australia, Nhật Bản và Canada đã tham gia vào một làn sóng phản kháng toàn cầu chưa từng có tiền lệ nhằm vào các thương vụ thâu tóm của các công ty Trung Quốc. Lý do mà các nước này đưa ra, cũng tương tự như những gì Mỹ vẫn nói, là lo ngại vấn đề an ninh quốc gia.
Gần đây nhất, vào tháng 8, Chính phủ Đức lần đầu tiên chặn một vụ thâu tóm của Trung Quốc ở nước này. Đó là vụ công ty sản xuất thiết bị hạt nhân Yantai Taihai của Trung Quốc chào mua Leifeld Metal Spinning, một công ty Đức chuyên sản xuất các thiết bị hàng không vũ trụ và hạt nhân.
Hồi tháng 5, Canada chặn vụ công ty China Communications Construction mua lại công ty xây dựng Aecon.
Kết quả là, vốn đầu tư trực tiếp ra nước ngoài của Trung Quốc trên toàn cầu lần đầu tiên giảm từ năm 2002, còn 124,6 tỷ USD, từ mức đỉnh 196,15 tỷ USD vào năm 2016 – theo dữ liệu từ Cơ quan Thương mại và Phát triển thuộc Liên hiệp quốc.
Ông Jeremy Zucker, người đứng đầu mảng luật thương mại quốc tế thuộc công ty luật Dechert ở Washington, cho rằng nguyên nhân chính dẫn tới việc nhiều quốc gia trở nên dè chừng với các vụ thâu tóm trong ngành công nghệ do doanh nghiệp Trung Quốc tiến hành là việc Bắc Kinh quyết tâm giành vị thế dẫn đầu thế giới về công nghệ cao sau 7 năm nữa. Quyết tâm này được thể hiện trong chiến lược “Made in China 2025” (“Sản xuất tại Trung Quốc 2025”).
“Khi thế giới phương Tây nghe về điều này, họ cảm thấy đó như một lời tuyên chiến”, ông Zucker nói.
Kể từ khi lên cầm quyền vào năm 2017, Tổng thống Trump liên tục miêu tả Trung Quốc là một đối tác không bình đẳng trong thương mại. Năm nay, chính quyền ông Trump đã chặn số vụ thâu tóm của các công ty Trung Quốc với tổng trị giá hàng trăm tỷ USD, tất cả đều vì lý do an ninh quốc gia.
Trong số này có vụ công ty HNA của Trung Quốc chào mua quỹ đầu cơ Skybridge Capital; vụ một công ty đầu tư Trung Quốc định mua công ty sản xuất chất bán dẫn Xcerra của Mỹ với giá 580 triệu USD; và vụ Broadcom chào mua hãng sản xuất con chip Qualcomm với giá 117 tỷ USD.
Vốn đầu tư của Trung Quốc vào Mỹ vì thế sụt giảm chóng mặt. Trong 6 tháng đầu năm, các công ty Trung Quốc chỉ rót được 1,8 tỷ USD vào Mỹ, giảm 90% so với cùng kỳ năm ngoái và là mức thấp nhất trong 7 năm – theo công ty tư vấn Rhodium Group.
Tháng trước, ông Trump còn ký một đạo luật gia tăng quyền lực cho Ủy ban Đầu tư nước ngoài tại Mỹ (CFIUS). Theo đó, ủy ban này có quyền lực lớn hơn trong việc rà soát các thương vụ đầu tư nước ngoài trên cơ sở an ninh quốc gia.
Từ Canada đến Mexico và EU, các quốc gia này đều đang có mâu thuẫn với chính quyền ông Trump. Tuy nhiên, các quốc gia này đang có chung quan điểm với Mỹ về điều mà họ cho là nguy cơ từ Trung Quốc, cho rằng các thương vụ thâu tóm do các doanh nghiệp Trung Quốc thực hiện có thể dẫn tới việc đánh cắp công nghệ và tiếp cận với nguồn dữ liệu nhạy cảm có thể dẫn tới rủi ro đối với an ninh quốc gia.
Đức hiện đã bắt đầu soạn thảo một dự luật nhằm hạn chế các vụ thâu tóm như vậy. Berlin trở nên lo ngại sau một loạt vụ thâu tóm đình đám của các công ty Trung Quốc ở Đức trong những năm gần đây, trong đó có vụ công ty Midea của Trung Quốc mua lại công ty sản xuất robot Đức Kuka với giá 5 tỷ USD vào năm 2016.
Năm 2017, Đức đã cùng với Pháp và Italy kêu gọi thiết lập một cơ chế toàn châu Âu nhằm rà soát kỹ lưỡng hơn các vụ thâu tóm của doanh nghiệp nước ngoài.
Về phần mình, nước Anh từng là một trong những quốc gia mở rộng cửa nhất cho vốn đầu tư Trung Quốc dưới thời Thủ tướng David Cameron. Nhưng giờ đây, London đã đi theo Đức và Pháp trong việc hạn chế các vụ thâu tóm của doanh nghiệp Trung Quốc. Cơ quan giám sát đầu tư nước ngoài của Anh giờ đây cũng đã trở thành một cơ quan độc lập, thay vì trực thuộc như trước.
Hồi tháng 7, Anh công bố một cuốn Sách trắng An ninh quốc gia và đầu tư nhằm tăng cường quyền lực của Chính phủ trong việc chặn nước ngoài thâu tóm tài sản Anh được cho là nhạy cảm về an ninh quốc gia. Theo đề xuất mới, Chính phủ Anh dự kiến sẽ rà soát tới 50 thương vụ thâu tóm của nước ngoài trên đất Anh mỗi năm vì lý do an ninh quốc gia. Trong 2 năm qua, mỗi năm Chính phủ Anh chỉ rà soát một thương vụ như thế.
Tháng 4, một cơ quan chức năng của Anh yêu cầu các cơ quan chính phủ nước này không có thêm bất kỳ giao dịch kinh doanh nào với hãng thiết bị viễn thông Trung Quốc ZTE. Động thái này của Anh diễn ra cùng lúc Mỹ cấm các công ty Mỹ bán sản phẩm cho ZTE trong 7 năm. Hiện Mỹ đã gỡ lệnh trừng phạt này đối với ZTE, nhưng chưa có dấu hiệu gì cho thấy London sẽ thay đổi lập trường.

(sam wanting a bf anon again) i just....want it sooooo much. i need it like air. and now that i'm thinking about it, I //think// that there was this panel that Jared was talking about Sam and relationships one time and with the way he was wording stuff it was almost implying that Sam could possibly be bi or pan, and I WISH SO BADLY that I knew where the clip that i saw was because I need to see it again just to confirm
It would be so refreshing and fun and call me a terrible person who strays away from the spirit of the show, but I wouldn’t mind some lowkey slowburn romance for once, y’know?
There are two times I can think of where he expressed something like that! I believe what you’re referring to is from AECON 2 - the audio quality is not that great, it starts around the first minute where he says “"everybody [Sam] wants a relationship with, guy or girl, ends up dying", so that’s some damn interesting wording right here.
The other thing is Asylum 16, and I unfortunately only have livetweets of this as evidence, some of which are compiled here, and I’ll link the ones in question, but the gist of it is that he essentially said Sam’s supposed to be straight based on what we’ve seen of his dating history, but he’d be happy to play Sam as bi. (Some tweets of choice: [1], [2], [3], [4])
Soooooo, I mean… there’s really nothing standing in the way of canon non-straight Sam apart from the writers themselves, who are our biggest obstacle.
