South Korea will update F-15K fighters and buy new tanker planes

South Korea approved major projects this week to upgrade the combat capabilities of its F-15K fighters and acquire new air refueling tankers, the state arms acquisition agency said, in a move to contain the growing North Korean threats.
The Defense Project Promotion Committee approved a 3.46 trillion won project (USD 2.73 billion) to strengthen the mission and survival capabilities of the 2024-2034 F-15K jets, according to the Defense Acquisition Program Administration.
The project includes the replacement of the old radar system of the current F-15Ks by an advanced AESA radar and the installation of integrated electronic warfare equipment and an updated mission computer.
It is not known if the update of the F-15Ks will be similar to the "Japanese Super Interceptor" (JSI) configuration of Japan. JSI uses AESA APG-82(v)1 radars, Advanced Display Core Processor II Mission System Comorors and Eagle Passive Active Warning Survivability System (EPAWSS) AN/ALQ-250.

The F-15K 'Slam Eagle' is a variant of the F-15E developed specifically for the needs of the Republic of Korea (ROKAF) Air Force. Currently, 59 F-15K fighters are in operation. ROKAF expects to operate the jet by 2060. In February 2022, the South Korean government granted Boeing a new contract to provide support and operational readiness to its F-15K fleet.
The committee also gave the green light to a 1.2 trillion won (US$ 950 million) project to buy between 2024 and 2029 new foreign-made refueling tanker planes. South Korea currently operates four A330 MRTTs that it designates as KC-330 Cygnus.
DAPA did not disclose how many refrevers will be imported, but it is expected to buy two planes. Potential candidates for the project may include Boeing's KC-46 and Airbus A330 MRTT, observers said.

The acquisition projects serve “to ensure the continuation of air fighter operations and ensure additional tankers to carry out long-distance air transport missions”.

How much does it cost to train a USAF pilot? A lot!

The United States operates some of the most advanced tactical aircraft capable of flying. But how much does it cost to train a pilot? More than you can imagine.
In 2019, the U.S. Air Force worked with RAND Corporation to conduct an analysis of what the service spends on bonuses and incentives intended to retain existing pilots, versus the cost of recruiting and training new pilots to replace them. According to the 73-page report, this comparison was particularly important at the time (and today) because the commercial aviation industry has been aggressively seeking qualified pilots to replace its own aged workforce, encouraging highly trained U.S. Air Force pilots to leave the military and take on more comfortable jobs transporting passengers between New York and Los Angeles.
There are a number of variables to be taken into account when trying to determine the correct structure of the pilot force. High levels of retention mean high levels of specialization, but also mean higher personnel costs in all sectors, as aviators continue to progress in their careers toward higher salary levels. A force of fully senior pilots also creates problems when these senior pilots begin to reach retirement age. On the other hand, a fully junior (or recruited) pilot force offers lower costs in terms of payroll and bonuses, but comes with the high initial cost of recruitment and training.
Obviously, the right structure is a mixture of the two, with several senior aviators being the payment structure, bonuses and incentives that are worthwhile compared to commercial or civilian ventures, and several aspiring aviators arriving each year to train for the military career. This offers a mix of experience, skill sets and costs that allows the body of pilots to be sustainable in the long term, but to manage this balance, the U.S. Air Force must have a complete understanding of what such a mixture will cost for the purposes of budget allocation.
Of course, the first step in making this determination is to evaluate exactly how much it costs to train a person on the streets to fly a hundred million dollars in state secrets in enemy airspace and live to tell the story.
To evaluate the cost of training a pilot, RAND had to consider a number of things outside the direct expenses incurred by the student (living, payroll, etc.), such as the cost per hour of flight for leveraged aircraft and the support costs incurred for maintaining these training fleets. The costs of each training stage, from flight screening to assignment to formal training units, were included.
The analysis found that the cost of pilot training varied greatly based on the platform. For example, it costs about ten times more to train a pilot to fly the main air-superiority fighter in the United States, the F-22 Raptor, than to train a pilot to command a C-17 cargo plane. This, of course, makes a lot of sense, since aircraft like the F-22 cost much more per hour to operate than more utilitarian platforms like the C-17.

Also, on the topic of autonomous weapons platforms: you really shouldn’t be fighting them at all, even in an outright conflict.
Unmanned ground vehicles are a part of the current military pivot, away from counter-terrorism and occupation peacekeeping, towards great-power conflict. They shine in the role they’re designed for: high-intensity peer-on-peer conflict, between the armies of two superpowers. Here, they provide extra carrying capacity for more advanced weapons, like loitering munitions, and can even form a base of fire. They can move casualties in areas where airspace is contested, and can provide organic integration of heavy weaponry, like rocket artillery, heavy machine guns, and anti-tank missiles.
While the expectation might be that these somewhat-autonomous weapons might be equally as devastating for anti-insurgency roles, looks can be deceiving. We can imagine a nightmare scenario, of some nigh-bulletproof mini-tank rolling down our street and gunning us down, shrugging off attacks that would kill a squad of infantry - and that could be reality, if we actually tried fighting these things directly. However, that’s not how guerrilla warfare actually works.
A drone is the prototypical autonomous weapon system, and has shown itself to be a devastating tool against insurgencies. Though, it’s arguably harder to make an unmanned aircraft than it is to strap a machine gun to an RC car, so why did the former already take off decades ago? Well, a drone requires precisely one person less than a regular aircraft - the pilot. It’s still flown by a pilot, sitting in an air-conditioned trailer in Montana, but you don’t need them at some dusty FOB hiding from mortar attacks, or on an expensive aircraft carrier. The rest of the crew required on base to keep a drone running are already necessary to keep a regular jet running.
An unmanned ground vehicle, on the other hand - if used to replace infantry, like in our imagined scenario - drastically increases the amount of people required, it just shifts those people away from the very front lines. This means mechanics and engineers on base, more logistical needs, meaning bigger supply lines, and, at the end of the day, someone still at the base, controlling it. In peer conflict, this isn’t an issue: the military’s expecting to be flying C-5 Super Galaxies full of containers to their side of the front; and are even developing concepts for suborbital rocket cargo, shipping plane-loads of containers to their beachheads. However, this extra logistical weight makes them a great weak-point for an insurgency.
The basic maxim of guerrilla warfare is that the guerrilla fighter gets to pick their battles, and they only pick the battles they can win. When the enemy amasses tanks and helicopters, the guerrilla fighter declines to fight. If robots are rolling down city streets, the guerrillas are a hundred kilometers away, sabotaging trucks filled with replacement parts. If the military enforces its rule from the safety of its bunkers, the guerrillas blow up their radio towers. When it’s been months since the last tanker full of diesel managed to make it into the region, the autonomous weapons platforms won’t be leaving base unless they’re being pushed.
A clear view of how guerrilla warfare actually works - rather than the view most people have, influenced by TV shows of plucky rebels outsmarting tanks and crimethinc infographics of kids throwing paint onto cameras - is necessary, to understand these systems, and how they can be effectively opposed.
