In Touhou, Makai is at least passingly identified with the Christian hell: its creator and ruler is occasionally referred to as the Devil, the seat of government is called Pandaemonium, there is at least one fallen(?) angel there. (How this interacts with the explicit identification of Lucifer as Amatsu-Mikaboshi is... unclear)
Alice is indicated to be from Makai,
However, one of Alice’s theme songs, “the Dollmaker of Bucuresti,” indicates that she is from Bucharest.
Conclusion: ... Romania is hell on Earth?
