Out of the Joui 4, I think Zura is the one who manages money the best. We already know how bad Gintoki is at this (more info here), Takasugi was a rich kid who always had other people taking care of him (his bio-family, Shouyo, the Kiheitai), so he never learned and it's implied that he likes expensive things. Sakamoto was rich, but he lost everything due to bad investments and it was shown that Mutsu is the one in charge of the Kaientai's finances. So yeah, Zura is the most responsible one when it comes to money
