The government has plans to augment this scheme with various measures such as increasing the limit of loan amount available under the scheme, extending the benefits of other schemes such as Pradhan Mantri Fasal Bima Yojana and Pradhan Mantri Krishi Sinchai Yojana to farmers who avail loans under PM Shram Yogi Mandhan, and creating an online portal for easy access to information about the scheme and its benefits for beneficiaries.
What is the PM Garib Kalyan Yojana?
The Prime Minister's Mahatma Gandhi National Rural Employment Guarantee (PM Garib Kalyan Yojana) is a government-sponsored scheme to provide jobs to the rural population. The scheme was launched by the Indian Prime Minister Narendra Modi in October 2016. The PM Garib Kalyan Yojana provides employment-oriented support to villages and provides financial assistance of Rs 5,000 per individual per year for a period of three years. The scheme also provides free employment-related training to the beneficiaries. The PM Garib Kalyan Yojana has been designed to target the rural poor and unemployed people living in small and marginalised villages. The scheme will provide jobs to approximately 100 million people over the next three years. Under the PM Garib Kalyan Yojana, companies hiring from among the unemployed residents of these villages will be granted an exemption from paying social security taxes for a period of four years. In addition, companies hiring from among the beneficiaries of the scheme will be exempted from customs duty for a period of six months. The Prime Minister’s Shram Yogi Mandhan Yojana and the Prime Minister’s Garib Kalyan Yojana are two different financial schemes launched by the Indian government in order to help the citizens of India. Who is eligible for these schemes?
The Prime Minister's Mahatma Gandhi National Rural Employment Guarantee Scheme, popularly known as the Mahatma Gandhi National Rural Employment Guarantee Yojana (MGNREGS), provides employment-oriented guarantee of 100 days' Unemployment benefit to households in rural areas.
The scheme is implemented by the Ministry of Micro, Small and Medium Enterprises. Eligible categories of persons are all those whose income is below a certain threshold. As per 2016-17, the income limit for an individual under the MGNREGS is Rs 6,000 per month. For a family of five members, the monthly income limit is Rs 12,000. The unemployed have to be verified by the local authorities and must have been continuously residing in the same village/hamlet for at least 30 days before claiming unemployment benefits.
The family gets 80% of the unemployment allowance granted to an employed person in that area. If there are more than one member unemployed, then each member gets 50% of the allowance as against 60% if it is just one member who is unemployed.
When can I apply for these schemes?
Under the Pradhan Mantri Shram Yogi Mandhan Yojana and the Pradhan Mantri Garib Kalyan Yojana, eligible individuals can avail of benefits starting January 1, 2019.
Eligibility criteria for both schemes are as follows: 1) Individuals must be citizens of India aged 65 years or older. 2) Individuals must have a minimum bank balance of Rs 2 lakh. 3) Applicants must reside in a district notified as having been affected by poverty or rural poverty as per the National Family Health Survey-4. 4) Applicants must not be already receiving any form of social welfare assistance from the government or any other source.
What are the benefits of these schemes?
Under the PM Shram Yogi Mandhan Yojana, individuals can avail of interest rate subsidy of up to Rs.1.5 lakh per annum on lending to MSMEs. The scheme offers concessional rate of interest ranging from 9% to 12%. The scheme also offers a corpus fund credit guarantee of upto Rs 1 crore for loans made to MSMEs. The scheme is aimed at mobilising finance for small and medium-sized enterprises (MSMEs) which are considered crucial for creating jobs and generating growth in the economy. It provides much-needed relief to these businesses, which are often burdened by high borrowing costs and difficulty finding appropriate sources of long-term funding. The PM Garib Kalyan Yojana offers a similar incentive package for lending to MSMEs. Under this scheme, borrowers can avail of interest rate subsidies ranging from 10% to 12%, and a corpus fund credit guarantee of upto Rs 2 crore.
Both schemes offer significant benefits over conventional banking products and financing arrangements available to MSMEs. These schemes provide much-needed relief to these businesses, which are often hampered by high borrowing costs and difficulty finding appropriate sources of long-term funding.

Loan Waiver Scheme: In Uttar Pradesh, preparations are being made to re-launch the stopped ‘Agriculture Loan Waiver Scheme’ in the year 2019. It was said on behalf of the government that out of the farmers who have gone to the High Court, eligible farmers will be given the benefit of the scheme.
Debt Waiver Scheme: After the transfer of Rs 2000 of the 11th installment of PM Kisan Samman Nidhi by the Central Government, the 12th installment is awaited. On May 31, Prime Minister Modi transferred PM Kisan’s eleventh installment during a program. However, there will be more good news for the farmers before the 12th installment.

BJP Looks to Maintain Power During the 2022 State Elections, Especially in Uttar Pradesh
February 10th marked the first day of the 2022 elections for each of the five states in India. Narendra Modi’s Bharatiya Janata Party (BJP) currently holds the power in four of the five states, something he looks to keep as several opposing parties seek to regain power. The elections as a whole are widely expected to be a vote regarding the handling of the BJP government’s response to the COVID-19 pandemic in terms of healthcare infrastructure collapsing, resulting in hundreds of thousands of deaths, as well as two lockdowns resulting in unemployment for millions of people. In addition to the pandemic, there has been talk of identity politics replacing governance issues, specifically the “explosion of hate speech against Muslims”, resulting in a lack of responsiveness from the police. As has been previously established, Narendra Modi and the BJP have benefitted from the polarization of “Hindus vs. Muslims”, as Hindu people make up 80% of India’s population. An important aspect of this election is the BJP’s ability to keep control of Uttar Pradesh, India’s largest state with more than 150 million voters. Modi’s Hindu nationalist ideas have been the most popular throughout this state especially. In an interview from The World, Nitu Malik, a former teacher, and BJP supporter is quoted saying, “that by steering the country towards Hinduism, the BJP is forging a central identity for Indians”. State election voting ends on March 10th, so there is still time for Modi and the BJP to continue campaigning, hoping for continued government control.
All eyes are on Uttar Pradesh, currently controlled by Narendra Modi and the BJP government, as voters head to the polls. The BJP’s Yogi Adityanath, Uttar Pradesh’s Chief Minister and Hindu monk-turned-politician is up for re-election, looking to solidify a continued government seat for Modi. In an NPR interview, Vijay Bahadur Pathak, BJP state vice president stated that “ the BJP has built houses and toilets for the poor without differentiating between their caste and religion. No one can claim the benefits of government schemes have reached only Hindus and not Muslims”. For a while, the BJP has been on a quest to begin funding and construction on big-ticket projects to improve the economy, create jobs, refurbish current buildings, and build infrastructure. In Ayodhya, India, a three-story temple, which has been demanded by Hindus for over 100 years, is finally under construction by the BJP government with the hopes of pleasing the general will of the people. Modi is pressing his government to make grand promises to please all people: farmers and city folk alike. Though, the party’s core ideals of the Hindu nationalist agenda can not be missed. “Many Hindus have now been persuaded to believe that India’s biggest problem is its Muslims”. At this point, it seems like the country’s Muslim population has no fight left. They are unmatched by the great power of Modi’s populist government, and Modi would like to keep it that way.
Scattered all over India, but most specifically in Uttar Pradesh, are poor communities in search of help and guidance towards a better life. With the elections being held in the shadow of the pandemic, people all over India are in even greater need than ever. Narendra Modi needs the voting to go in his favor so he has continued power in states around India. Without having those in support of Hindu nationalism in government positions, the ability to further push his agenda is essentially hopeless. In Populism: A Very Short Introduction, Mudde and Kaltwasser reference how “populism can be merged completely with nationalism, when the distinction between the people and the elite is both moral and ethnic” (Mudde and Kaltwasser, 2017, pg. 14). The book also references populism as appealing to the “general will” of the people. Additionally, John B. Judis’ “Us v Them: the birth of populism” references Donald Trump’s ability to connect with the “silent majority”. The connection can be made to Modi connecting with India’s poor “silent majority”, speaking for those with no voice. Modi and the BJP use both their Hindu nationalism as well as appealing to the needs of the poor communities around the country to gain support, further pushing their governmental power, with the underlying help to spread xenophobia towards the Muslim population in India.

Union Budget is coming. Elections are in full swing in five states. The Uttar Pradesh election will decide the fate of the country. This election is crucial for Modi-Yogi. The farmers of Punjab have set their eyes on the election campaign by winning the battle. How much voters like Sidhu-Chani's chuckles here, it will be decided in one phase of elections. It is going to be known whether Dhami can create a ruckus in Uttarakhand.
In Goa, all eyes are on the BJP which has avoided Manohar Parrikar's son. So the effect of BJP alliance in Manipur will be seen by linking it to the North-East policy of the government. How much the budget just before the elections can make the common man happy. How much relief does their pocket get? How much hope of getting jobs to the hands of the youth does this budget create. How much can the fragrance of budget spread in women's kitchen.
How much relief does it take in epidemics like corona and health expenses. What are the benefits for industries? The government will be tested in the budget on electricity, road, water, roti, cloth, house and the evaluation is in the hands of the voters. So the farmer is going to take the biggest decision, will the government's efforts on their farms and barns in the budget make arrangements to throw out the bad memories of the farmers' movement from their hearts and minds? So it is certain that along with all the political equations, the role of the budget is also going to be important in forming the opinion of more than 18 crore voters of these five states.
Union Finance Minister Nirmala Sitharaman has already said that this time the budget will be like never seen before. So expect that the budget will be such, in which farmers, youth, income tax payers, students, small and big businessmen, women, industrialists, etc. will see that happiness on their faces which is not seen yet. If the budget will be full of relief and will get rid of inflation, then crores of anti-voters of five states will also have some centi. If the price of petrol and diesel is reduced, then hundred percent voters will be affected. If the price of domestic gas cylinder is reduced, then half of the population will pray. If the government brings a special package for the farmers, it will be able to woo the voters towards its party.
It has been estimated that people are waiting for a booster dose in the economy affected by Corona. There is a possibility that the government may restructure the tax slabs and deductions in section 80C. There can be more and more allocation in the Pradhan Mantri Awas Yojana and the emphasis will be on its implementation. The emphasis is on the rural and agricultural sectors. More budgetary allocation for rural sector can be seen.
Some new provisions can be made for the agriculture sector. In manufacturing or manufacturing, the government may continue with production-linked incentive schemes for more and more sectors. We can see duty hike for imported items like electronics, tyres etc. Various items are also attracting very low import duty. The government can impose import duty on them too. The broader focus will be on promoting domestic manufacturing.
So Nirmala Sitharaman's budget will be enough to give a feeling of booster dose along with Kashi-Viswanath temple and Ram temple in the eyes of voters of Uttar Pradesh or else it will force them to think about something else. So the provisions of agriculture can also be seen trying to bring the farmers of Punjab under the BJP's stream by pouring ointment. In Uttarakhand, the tradition of swapping can be put to an end.
So Mohini can make an impact on the voters of Goa-Manipur. Let's see how much the budget package of Nirmala Sitharaman looks to tighten inflation in view of the elections of five states.
