The map above shows Germany divided into two zones (which were occupation zones! Germany was occupied by the victors of WW2 until the 90s! It's still home to multiple very important US military bases! Yes, the Soviet Union was one of the victors, and they got their third of Germany and almost half of Berlin. France didn't get very much to occupy.)

These two countries are divided into 13 federal states (7 in the west, 6 in the east) plus the 3 city-states (Berlin, Hamburg, Bremen). The federal states are divided into districts and counties (Landkreise), and cities are also divided into districts. The German word Bundesland is generally translated as federal state, as I've done here, and is not exactly equivalent to a state in the US sense (because of politics things I don't actually understand lol) but you can think of it that way if you like.

Let's take Berlin, since I live there.

It is currently divided into 12 districts, which were condensed from 15 in 2001. As you can see, each district is ALSO divided into smaller regions. I used to live in Halensee (sandwiched between the rg and rf in Charlottenburg-Wilmersdorf; it's horrible and yuppie and cold and sterile, fuckin bourgeois scum; but it's been full of fuckin bourgeois scum since the 1880s, so it's not NEW hipster gentrifier scum, at least. *pours one out for Xberg*)

I currently live in Plänterwald (the northwest end of Treptow-Köpenick, smooshed between Neukölln and Lichtenberg). It's part of the former Soviet occupation zone. The eastern region was Pankow, Lichtenberg, Marzahn-Hellersdorf, Treptow-Köpenick, Friedrichshain, and part of Mitte (the part labeled "Mitte" in the district Mitte). I like this side of town so much better; it's grungy and it feels like people live here. My apartment building is full of Soviet Charme (tm), but it's cheap.

So, fellow US Americans, you can think about German states as functionally equivalent to US states, which are subdivided into smaller and smaller administrative districts, just like in the US, where Maryland is divided into 13 counties, and each county is divided into smaller pieces, and Baltimore City is its own thing (and also divided into smaller administrative districts).
