The things on Ruby's, Luna's, KittyCat's and some other toons are their Fur.
I am saying this so you don't get Confused...😅
But yes, the things on their necks is their Fur. 💁
Some of the toons have very fluffy fur while others have short or Medium fur. 💁
KittyCat, Akari, Luna, Ruby and some of their friends and family have fluffy fur on their necks but some have not that much of fluff fur examples... 💁
Winnie's family members have very fluffy fur while others have short to very short fur. 💁
Not all of the toons have fur because...after all...not every toons is the same. 🤷
Ruby's, Luna's, KittyCat's Akari and some of the others fluff fur does come out of their clothes as you can see in Ruby's Design. 💁
Ruby's fur is on her neck while the other parts of her fur are under and in her Clothes. 💁

So...how long have been Winnie and Jack been friends with Ruby for?
For Very long time.
They are Ruby's Childhood friends and They were all born at the same time.
Their family are very close friends with one other so...It Neural that they let their kids get along too. 😌
Ruby, Winnie and Jack live back at CountrySide Of ToonTown, they loved and still love taken care of the Farm animals. 😄💖
Ruby's mother, Winnie mother and Jack's mother were and are childhood friends themselves. 😌
So...they were all shocked and happy that they kids were born at the same time and day. 😅
They would and still do visit one another every time and they loved to see their kids be friends as well and be like true Friends should be. 😁💖
So...Ruby, Winnie and Jack have been best friends for a long time and they all live now in ToonTown, which they Enjoy being together. 💖

So...how long have been Winnie and Jack been friends with Ruby for?
For Very long time.
They are Ruby's Childhood friends and They were all born at the same time.
Their family are very close friends with one other so...It Neural that they let their kids get along too. ��
Ruby, Winnie and Jack live back at CountrySide Of ToonTown, they loved and still love taken care of the Farm animals. 😄💖
Ruby's mother, Winnie mother and Jack's mother were and are childhood friends themselves. 😌
So...they were all shocked and happy that they kids were born at the same time and day. 😅
They would and still do visit one another every time and they loved to see their kids be friends as well and be like true Friends should be. 😁💖
So...Ruby, Winnie and Jack have been best friends for a long time and they all live now in ToonTown, which they Enjoy being together. 💖
