As the din and drama of election season begin to wind down, there are a few points to ponder that statistics from the West Bengal elections bring into view. Statistics, of course, vastly deplete the sensory richness of an event like an election.
Catcalls like ‘Didi O Didi’ and bellows of ‘Jai Shri Ram’, backstabbings and paybacks, the true stuff of elections are statistically ‘mute’ phenomena. Fortunately, we have, by now, several extremely penetrating accounts that have interpreted the West Bengal electoral outcome for us in terms of its discourse and dramaturgy. To this corpus of opinion pieces, which tells us the real story, let me add a few statistically-founded afternotes.
The BJP did not do ‘badly’…
We begin with the obvious. How we assess the BJP’s performance in these elections depends, of course, largely on where we set our expectations. Compared to the men, the muscle, the money and, allegedly, even the Election Commission that the BJP poured into their Bengal campaign, and especially measured against their campaign boasts, 77 seats must seem like a poor return indeed.

However, this is still a party that grew from three seats and an indifferent 10% vote share to a staggering 77 seats and 38% vote share in the space of a single election. These advances have been fairly well-reckoned with in the commentary that has followed the election.

But let me add another telling statistic to this picture – among the 291 constituencies that the BJP contested, it won 77, and came second in 200, and finished third in 14 constituencies. That is, it was never ranked lower than third in a single constituency that it contested. This ought to convey a sense, not fully captured in this round’s tally of seats, of the inflationary presence that the party has acquired across the state within a short span of time.
But it could easily have done a lot worse
Notwithstanding the party’s impressive turnout, the BJP will feel fortunate to have ended with the tally that it did. While Mamata Banerjee’s narrow loss at Nandigram has captivated media attention, there were at least 20 constituencies where the BJP won against TMC candidates with extremely slender margins between 500-5000 votes, and where a single third party like the Left Front, Congress or Independent also polled a substantial number of votes.
Illustratively in Balarampur, the incumbent TMC candidate lost to the BJP by a margin of 423 votes. The Congress candidate in this constituency polled over 8,000 votes – votes that, the TMC might legitimately feel, cost them the seat. Ironically, this means that the BJP owes 20 of its seats to the presence of its most bitter opponents, the Left and the Congress.
To be sure, the TMC also had its share of close shaves – 12 seats where their margin of victory was less than 5,000 votes, and where a third-placed party/candidate polled enough votes to play spoiler.
For instance, in Tamluk where the TMC candidate beat the BJP candidate by a margin of 793 votes, and the CPI(M) candidate polled over 14,000 votes. Could the BJP have won here, had the CPI(M) not contested?
It depends on whether you think it likely that more than half of these 14,000 CPI(M) voters might have voted BJP. This seems improbable. Speculations of this kind are only worth so much, but with the polarising campaigns that the BJP runs, votes cast for any other party in the fray are quite likely to be affirmative votes against the BJP. Consequently, in these seats that the BJP lost narrowly, one gets the impression that the absence of a third party would only have extended the magnitude of their loss.

Does this mean that the CPI(M) and the Congress ought to have either vacated the field or swallowed their pride and stitched together an alliance with the TMC, their most bitter rival in the state? There is a vital difference between merely mathematical possibilities, such as the kinds I have outlined above, and the intricate real world of political negotiation that must be borne in mind before making any such assessments.
For a string of state elections now, though, Congress’s electoral strategy appears to have been organised around the question of how to ally themselves so that they cause the least possible damage to regionally competitive parties. This is prudent, and answers the call of the times, but cannot but enfeeble the party in the long run and nationwide. Curiously, one senses the exasperation of their position most acutely in Prashant Kishor’s barbs directed at Rahul Gandhi.
A polity that de-fragments itself
One striking feature of this election was the consistency with which this remained a two-way fight between the BJP and the TMC despite the presence of other influential parties (Congress/Left), independents and NOTA (the most underrated political force in this country).
As is well known, an important weapon in the NDA/BJP election arsenal has been the splintering of the opposition vote. The innovations of ‘Mahagathbandhans’ in Uttar Pradesh and Bihar are attempts to counter this, although they have only succeeded to a degree.
In last year’s Bihar elections, for example, Independents, ‘Other Parties’ and NOTA absorbed a staggering 20% of all votes cast. The Mahagathbandhan there lost over 25 seats in close contests (

Opp to back Bill giving States,UTs power to make OBC list

The Opposition on Monday said it will extend its support to the Constitution amendment bill which seeks to give power to States and UTs to make their own OBC lists.
The decision by the Opposition, which has been consistently protesting in Parliament over a range of issues ever since Monsoon Session, was taken at a crucial meeting of 15 Opposition leaders, including Congress, TMC, RJD, DMK, Shiv Sena, SP and others before the day’s proceedings started.
The meeting happened at the chamber of Leader of Opposition in the Rajya Sabha Mallikarjun Kharge.
Congress president Sonia Gandhi too came to Parliament for the first time in the ensuing Monsoon Session to express her full support and solidarity to the unity of Opposition to take on Modi Government in the next Lok Sabha polls.
“The Government is going to introduce the constitutional amendment bill in Parliament. We all leaders of various parties will support this bill, and we want this bill being introduced today (Monday) to be passed immediately after a discussion on it,��� Kharge said in his address to the media after the meeting.
“We will peacefully support this bill. This issue is in the interest of backward classes and the country,” Kharge said.
RJD Rajya Sabha member Manoj Jha said that this has been a big issue, and added that the Opposition would support the Centre on it. “And we will also push for caste-based census,” he said.
The Constitution (One Hundred and Twenty-Seventh Amendment) Bill, 2021, which was introduced in the Lok Sabha, is significant to parties, including the ruling BJP which faces an Assembly elections early next year in Uttar Pradesh. The Bill aims to clarify provisions in the 102nd Constitutional Amendment Bill to restore the power of States to have their own lists of backward classes after identifying them.
The leaders met at the Parliament complex to formulate a common strategy on this as well as issues like the Pegasus snooping controversy and farmers’ concerns as the Monsoon Session of Parliament entered its final week. This comes a day after the Opposition leaders released a video expressing their anguish over the Modi Government’s reluctance to discuss the issues being raised by them since July 19 when the Monsoon Session started. The scheduled ending is on Friday.
Former Congress chief Rahul Gandhi was among those who attended the meeting held at the chamber of Leader of Opposition in Rajya Sabha Mallikarjun Kharge. Besides the Congress, leaders of the DMK, TMC, NCP, Shiv Sena, SP, CPM, RJD, AAP, CPI, NC, IUML, LJD, RSP, and the KC(M) were present.
In a related development, former Haryana Chief Minister & INLD chief Om Prakash Chautala met with former Prime Minister HD Deve Gowda and Samajwadi Party patron Mulayam Singh Yadav and discussed the formation of the third front. Last week RJD patriarch Lalu Prasad Yadav had called on Mulayam Singh Yadav and NCP chief Sharad Pawar. Earlier, TMC supremo and West Bengal Chief Minister Mamata Banerjee had met Sonia and Rahul.
The Opposition parties have come together in seeking a discussion on the Pegasus snooping issue and the farmers’ problems. Parliament has failed to transact any significant business since it met on July 19 for the Monsoon session. Some bills, however, have been passed amid the din.

KOLKATA: Leader of Congress in Lok Sabha Adhir Chowdhury on Wednesday said the party will ensure direct cash transfer to every poor in the state if elected to power. The Congress leader slammed the TMC government in West Bengal for not doing anything for migrant workers who returned to the state during the lockdown. Chowdhury said the Congress had mooted the proposal of direct cash transfer to the migrant labourers with the objective to ensure that the poor have enough liquid cash in the lockdown and post lockdown situation and the Centre had announced a Rs 50,000 crore project for them. Congress leader Rahul Gandhi had advocated giving liquid cash to every poor person in the country as the party’s poll promise before the 2019 Lok Sabha poll, he said. “It was not empty promise. In Chhatisgarh we have already channelised over Rs 5,700 to the pocket of every poor person. We will ensure it is implemented in West Bengal too if we are elected to power in the 2021 state election,” the Congress leader said. He said it was due to the West Bengal government’s attitude that the migrant labourers from Bengal are yet to get the benefits of the central project as the state did not send the required list of districts having 25,000 migrant labourers. Expressing doubts whether chief minister Mamata Banerjee was “at all concerned” about the plight of migrant workers who left the state after the lockdown, he said in a video mesage, “Didi (Banerjee) at least spare a thought for them. After suffering such grave financial distress during the lockdown and return to their home state, they had to leave again as they found little employment opportunities here”. Pointing out that migrant workers contribute to the state’s economy by sending money to their families, Chowdhury, who is also the WBPCC president, said “But you (Banerjee) have no time to think about them.” He said, “The migrant labourers from the state are deprived of the central package as you have not sent the names of districts having 25,000 migrant labour population, which is a criteria for getting the fund.” “While many other states like Chhatisgarh, Jharkhand, Odisha, Uttar Pradesh have been able to avail the fund for their migrant workers by compiling the required list and sending it to the Centre, West Bengal played traunt … The Mamata Banerjee government does not seem to have any plan for its own people,” he said. Comparing the TMC government’s announcement of several social welfare campaigns before the assembly poll to the end of season ‘Chaitra sale’ (discount offers by shopkeepers in Bengal in the Hindu month of Chaitra to attract customers before Bengali New Year), the Congress MP said “Suddenly Didi has woken up to people’s issues after ten years in power”. “With the elections round the corner she (Banerjee) is announcing one project after another. From ‘Didi ke bolo’ (Tell Didi), to ‘Duare Sarkar’ (government at the doorstep) to ‘Paray Paray Samadhan’ (solution to local problems). “You (Banerjee) talk about Swasthya Sathi. Do you have belief in state health schemes? Otherwise why do your near ones go abroad for treatment?” he said. Chowdhury alleged that West Bengal government is also not bothered about the increase in the prices of essential commodities. The Congress leader demanded that members of Kurmi community living in Purulia be given ST status. “Once I had raised the issue in Parliament and took up the matter with the Centre. I was told that the Centre will do its bit after the government adopts a resolution in the assembly for granting ST status to the Kurmi community. So please do the needful,” he added.

NEW DELHI: India’s main opposition Congress Party marked its 135th foundation day on Saturday with a call for nationwide protests against a controversial citizenship law that has divided the country.
Former party President Rahul Gandhi led the campaign in the northeastern state of Assam, where ethnic Assamese have claimed the Citizenship Amendment Act (CAA) will make them a minority in their own state.
The act fast-tracks citizenship for persecuted Hindus, Parsis, Sikhs, Buddhists, Jains and Christians who arrived in India before the end of 2014 from Muslim-majority Afghanistan, Bangladesh and Pakistan.
But critics say the law is discriminatory and goes against the secular spirit of India’s constitution.
“Wherever the BJP (Bharatiya Janata Party) rules, it spreads hatred,” Gandhi told supporters in Guwahati, Assam’s biggest city.
“The Congress Party will not allow the divisive designs of the Hindu right-wing forces to succeed and will oppose this attempt to divide society,” said Gandhi, who is the son of the party’s president Sonia Gandhi.
In northern India, his sister Priyanka Gandhi launched the party’s campaign in Lucknow, capital of the country’s biggest state Uttar Pradesh.
She condemned local BJP workers for targeting thousands of social activists who came out to protest against the CAA and criticized police “high-handedness” in dealing with protesters, particularly Muslims.
At least 18 people are believed to have died after police opened fire on demonstrators. CCTV footage also shows senior police officials abusing protesters.
Police have denied any wrongdoing.
Uttar Pradesh Chief Minister Yogi Adityanath on Friday justified his government’s crackdown, saying that the action has “shocked” every protester into silence.
“Every rioter is shocked. Every troublemaker is shocked,” he said.
However, Priyanka Gandhi claimed “the BJP has poisoned government officials so much that they have forgotten their constitutional duty,”
“Today the country is in trouble. If we do not raise our voice, we will prove to be cowards,” she added.
BJP President and India’s Home Minister Amit Shah blamed the opposition Congress for “spreading rumors” about the CAA. “The Congress and company are spreading rumors that Muslims are going to lose their citizenship,” he said.
“I challenge Rahul Gandhi to show me if there is even a single line in the act regarding the withdrawal of anyone’s citizenship. Don’t misguide and divide people over the CAA.”
Meanwhile, protests continued in cities including Mumbai, Kolkata and Bangalore.
In New Delhi’s Shaheen Bagh area, more than 200 women have held a sit-in protest for the past two weeks over what they call an “indiscriminate citizenship act.” The demonstration forced authorities to close an adjoining national highway.
“We have been sitting here with our children day and night, and we will not move until the government withdraws the CAA,” said Fatima Begum, a housewife.
Sana Fatima, a student, said that “the BJP regime has acted indiscriminately from day one. The CAA and proposed National Register of Citizens are meant to target Muslim community. For us this is an existential crisis.”
Political analysts say that the CAA and national register are aimed at identifying those who pose a serious danger to the “religious amity of the nation.”
However, the act also has the potential to destroy the religious peace that has existed in India since independence, Subhajit Naskar, an assistant professor of international relations at West Bengal Jadavpur University, said.
He told Arab News that the BJP wants to capture Bengal in the 2021 assembly elections, and the CAA and NRC are being implemented to deprive many Muslims of their citizenship.
“This will polarize West Bengal, which has a sizeable Muslim population,” Naskar added.
“The nationwide outrage proves that secular values in India are still vibrant and alive. The fact that Hindu leaders are using mosques to express solidarity with Muslims indicates that Prime Minister Narendra Modi is facing the biggest resistance of his political career,” he said.

With an eye on 2024 Lok Sabha elections, West Bengal chief minister Mamata Banerjee on Wednesday discussed "the unity of Opposition" with Congress interim chief Sonia Gandhi and Rahul Gandhi and said it is essential for everyone to come together in order to defeat the Bharatiya Janata Party (BJP).
Banerjee, who is in the National Capital for the first time since her victory in the West Bengal Assembly elections, termed the meeting as "very good" and expressed hope that positive results will come in the near future.
The political situation in the country, alleged Pegasus snooping row and COVID-19 situation were among other issues discussed during the meeting. "Sonia ji invited me for tea, Rahul ji was also there. We discussed the political situation in general, the Pegasus, COVID situation, and also discussed the unity of Opposition. It was a very good meeting. I think the positive result must come out in the future," Banerjee told reporters here after the meeting.
"It is essential for everyone to come together in order to defeat BJP... Alone, I am nothing - everyone will have to work together. I am not a leader, I am a cadre. I am a person from the street," she added.
She further questioned the government on Pegasus issue. "Why is the government not replying to Pegasus? People want to know. If policy decisions are not made in Parliament, if discussions are not held there, where will it take place? This is not done at tea stalls, this is done in the Parliament." The Trinamool Congress chief on Wednesday met Prime Minister Narendra Modi and Congress leaders Anand Sharma and Kamal Nath.
Earlier on Wednesday, Banerjee express ambivalence about being the face of the Opposition to take on the BJP, saying it will depend on the situation.
"I am not a political astrologer. It depends on the situation, structure. I have no problem if someone else leads. When the matter is discussed we can decide. I cannot impose," Banerjee told a select group of reporters here when asked if she would be the face of the Opposition.
On the Pegasus row, she said the situation was more serious than Emergency and accused the Centre of being unresponsive. "Everywhere they are sending ED, IT for raids. Here there is no response. In a democracy, the government has to respond. The situation is very serious, it's more serious than the Emergency," the Trinamool Congress chief claimed
"I am a simple worker and want to continue as a worker," Banerjee, who is in the national capital for the first time after her party's resounding victory in the Assembly polls, said on Wednesday.
"I want to see sachcha din, bahut din acha di dekh liya," Banerjee added, in a jibe at the BJP''s poll slogan
On Tuesday, Banerjee had said the unity of Opposition parties will take shape on its own.
Banerjee's visit during the ongoing Parliament's Monsoon Session holds significance as the Opposition is cornering the BJP-led NDA government on a range of issues including price rise, increasing cost of diesel and petrol, and issues related to tackling the COVID-19 pandemic.

The speculation surrounding election strategist Prashant Kishor only seems to be increasing each day.
What's the latest development?
The newest twist in the tale came on Wednesday when Rahul Gandhi aide Archana Dalmia sent out a tweet giving Kishor a 'warm welcome into the Congress family' only to subsequently delete it.

Why is this important?
This comes just a day after Kishor met a slew of Congress leaders including Rahul Gandhi, Priyanka Gandhi Vadra, AICC general secretary Punjab-in-charge Harish Rawat and KC Venugopal. Naturally, this set off speculation that the election strategist was set to join India's main Opposition party.
The Sharad Pawar angle
Multiple reports have also stated that Kishor has been pressing for NCP chief Sharad Pawar as a candidate for President of India. As per India Today, Kishor, during the meet with Congress leaders, made a presentation on how the numbers would stack up for the Opposition candidate if BJD chief Naveen Patnaik lent his support.
As per Indian Express, Pawar’s secret one-on-one meetings with Kishor are believed to have discussed fielding a strong presidential candidate in 2022 with Pawar being the obvious choice.
"A united Opposition could possibly pose a threat to the ruling party since the BJP’s presidential vote tally has fallen after losing several state Assembly elections," the piece noted but added the caveat that "much will depend on how Uttar Pradesh votes in the coming Assembly polls, otherwise it is all wishful thinking."
What else happened during the meet
Kishor and Congress leaders are learnt to have discussed the party's overhaul in Punjab and efforts to end factionalism in the state unit ahead of Assembly elections.
There was no official word on what was discussed at the meeting with Kishor which lasted about an hour, but sources said the new Punjab Congress body would be announced in the next few days and the discussions were focused on it.
Kishor had earlier met Punjab Chief Minister Amarinder Singh on the impending changes in the Punjab Congress.
Why it matters
This comes after Kishor, who had claimed back in December that the BJP will struggle to cross double digits in the West Bengal Assembly polls or else he will quit, in May announced he is "quitting this space".
He also came down hard on the Election Commission,accusing it of being an "extension of BJP".
"I am quitting this space," he told India Today after trends showed a landslide victory for the TMC, the party whose election strategy he helped craft for the Assembly elections. "I have never seen a more partial Election Commission, it did everything to help BJP.... from allowing use of religion to scheduling poll and bending rules, EC did everything tohelp the BJP," he said, calling the poll panel an "extension"of the saffron party.
Talking to NDTV, Kishor stuck to his stand that the BJP was a formidable force in West Bengal. He said he was confident about the TMC's victory despite the BJP's attempt to "build a massive propaganda" that it was winning. "The result may look like one-sided but it was a tough fight. BJP is a formidable force and will be," he said. "...,in reality BJP will struggle to cross double digits in #WestBengal," he had tweeted as early as December last year and his words proved prophetic.
"If BJP does any better, I must quit this space!", he had said.
The TMC registered a landslide victory in polls winning 213 seats in the 294-member West Bengal Assembly, while the BJP emerged as the second-largest party with 77 seats.
