At any other time, Nason’s proposal might be easily dismissed as an overly simplified technocratic solution to a complicated systemic social problem. But proposals for centralized facilities like this for California’s homeless residents have been gaining momentum with local leaders—and their constituents—who are increasingly frustrated by the slow response to a snowballing crisis.
Fairgrounds, decommissioned hospitals, and Caltrans properties are just a few of the state lands that California Gov. Gavin Newsom ordered to be surveyed for their potential to host homelessness facilities last January. Now that survey is complete, with another executive order last week immediately opening recommended lands as emergency shelter sites. Similar uses for federal land and buildings have been suggested by the Trump administration. In September, a group of federal officials who toured homeless facilities in California were reportedly considering a plan to relocate 10,000 residents of LA’s Skid Row to a vacant federal building near the city’s airport.
As of last week, at least one major California city, Los Angeles, is cooperating with the federal government, according to a statement from Mayor Eric Garcetti, who says the city is working closely with the Trump administration on homeless solutions.
“We look forward to ongoing discussions that will demonstrate how our federal and local governments can become strong and steady partners in confronting a problem that affects cities across America,” wrote Garcetti in a letter addressed to Trump and Housing and Urban Development Secretary Ben Carson.
A letter from Carson in response that was obtained by the Los Angeles Times told Garcetti that “the city and county of Los Angeles must partner with our efforts and make necessary policy changes,” including “empowering and utilizing local law enforcement” and “reducing housing regulations to expedite affordable housing construction.”
According to the annual federal report that compiles data from a nationwide count taken each January, the number of people experiencing homelessness in California during 2019 increased by just over 21,000, or 16.4 percent from the previous year, to about 151,000. The increase was enough to offset declines in 29 states, resulting in an overall increase of 2.7 percent nationally. The huge one-year jump is being attributed to skyrocketing rents, which continue to outpace wage increases.
Federal messaging about the homelessness report focused almost exclusively on California’s numbers. “Increase in California Higher Than All Other States Combined,” noted the Housing and Urban Development press release on the annual figures.

The federal proposals are not dissimilar to some solutions being discussed by local California leaders. In December, an Oakland, California, councilmember proposed turning a cruise ship into housing for 1,000 homeless people, and proposals have been floated over the last year to house homeless residents in military barracks and aircraft carriers.
A ballot measure proposed by a former California state legislator would create an alternate mechanism for funneling residents into housing facilities by establishing a special court just for homeless residents. Unhoused people would be sentenced to 364-day stays in public hospitals or mental health treatment centers for committing what are called “quality of life” crimes including panhandling, public intoxication, and squatting. This could technically be legal for a city to do as long as the city could prove it had provided enough beds.
Newman also notes that proposals to relocate people don’t address what is currently some cities’ biggest problem: People are falling into homelessness faster than they’re being housed. Every day in Los Angeles County, which is home to the country’s largest unsheltered homeless population, roughly 130 people are housed, but 150 people become homeless, he says. “Our collective focus should be on flipping that ratio by creating enough stable, permanent housing that people can afford, not moving lower-income people far away.”

Last summer the Schott Foundation and the Network for Public Education’s published a fine report on the privatization of public education.  Grading the States begins with a reminder that charter schools educate the few at the expense of the many: “The ability for every child, regardless of race, income, disability, religion, gender, ethnicity, sexual orientation or other immutable characteristic, to obtain a free quality public education is a foundational principle in American society.  This principle is based on the belief that everyone should be given the opportunity to learn…. Although the public school system is not perfect and has continual room for improvement, it is… the cornerstone of community empowerment and advancement in American society.  In fact, the overwhelming majority of students… continue to attend public schools with total public school enrollment in prekindergarten through grade 12 projected to increase by 3 percent from 50.3 million to 51.7 million students. This compares with a 6% enrollment in charter schools….”
Wooed by the ideology of freedom of choice, however, the public has not been willing to demand that government rein in what the Network for Public Education’s Carol Burris has called “charters gone wild.” However two recent news analyses highlight growing public skepticism and even outrage about charter schools destroying local public school districts.
For The American Prospect, Rachel M. Cohen summarizes what she calls “the washout” in the past month of charter schools in California: “Following the United Teachers of Los Angeles’ six-day strike, where opposition to charters was a central point of the teachers’ advocacy, the L.A. school board approved a nonbinding resolution in support of an eight-to-ten month moratorium on new charter schools, pending a study on California’s charter laws… A public opinion survey of Los Angeles County residents taken during January and the first two weeks of February found that 75 percent of respondents said they wanted to focus on improving existing public schools, and just 25 percent said the focus should be on giving families more school choices… Further north in California, teachers in Oakland went on strike in late February, ending with an agreement that included among other things, (a resolution for) a moratorium on charter schools… Last week, the California Assembly approved a bill that would subject all charter schools in the state to the same open meetings, public records, and conflict-of-interest laws that traditional public schools are subject to… And that’s likely not all.  Other bills that have been introduced would place a cap on charter schools, limit where charter schools could open, and create new ways to deny charter school applications.”
Cohen adds that a pro-public school candidate, Jackie Goldberg, was the leader—with 48 percent of the vote—in a field of ten candidates for a position on the Los Angeles school board.  The run-off election will take place in May.  And Governor Gavin Newsom and California state superintendent Tony Thurmond have established a select committee to consider further regulation and report out by July. The path to reform may not be smooth, however: Diane Ravitch points out that the committee is loaded with representatives of the charter sector.
Penn State University school finance expert, Matthew Gardner Kelly examines the same issue that became apparent during the teachers’ strikes in California. Charter schools do more damage than many people have realized by siphoning public funding dollars out of the public schools: “From California to Wisconsin, efforts to stop charter school growth are gaining momentum. In the April 2019 mayoral election in Chicago, both candidates say they want to halt charter school expansion.  Financial issues lie at the core of these efforts.  Schools were hit particularly hard by the 2008 recession. Many states cut education funding. As a scholar of school finance, I would argue that charter school expansion is making this bad situation worse… The details of how school funding is structured differ by state, and even by districts within a given state.  Despite this variation a number of studies have shown that charter school growth hurts the finances of nearby public school districts. Recent studies from New York and North Carolina have found that charter expansion negatively impacts local districts’ finances above and beyond simply losing per pupil revenue because of declining enrollments. In Pennsylvania, the local district makes a tuition payment to the charter school enrolling each student from that district.  The payment is based on per-pupil spending for similar students. For example, if a fourth grader leaves a public school in the Pittsburgh School District to attend a charter, the Pittsburgh School District is required to pay the charter school $16,805.99—which is the average amount the district spends on a student in the district.”
Kelly describes how charter schools have contributed to a financial crisis in Bethlehem, Pennsylvania: “Bethlehem Area School District paid $25 million in charter school tuition payments in 2017.  It was not possible to save $25 million with the students gone, however, because of the way the students were distributed across the district. The students enrolled in charter schools came from 13 different grades in 22 different schools. Since students moving to a charter were rarely all of the students from a single school, grade or class, the district was not able to reduce staff or close classes to help cover the charter tuition payments… When (charter tuition) payments are repeated and distributed unevenly across schools and grades, it adds up to millions of dollars… Bethlehem Area School District had 1,900 students, about 12 percent of the districts population, enrolled in charter school in 2017.”  Kelly concludes: “Charter school  expansion drains dollars from local districts in other ways as well. For example, charters enroll far fewer students with characteristics that require additional financial resources, including students with disabilities and English language learners. These dynamics compound the financial difficulties for traditional public schools, which are required to educate all students.”
Then there are the shocking charter school scandals.  The scandals happen regularly, although they are usually reported in local newspapers—which makes it hard to realize the nationwide scale of fraud, conflicts of interest, and corruption. (Check out the Network for Public Education’s list of charter school scandals in 2018 alone.)
This past week’s scandal made the NY Times, because the nonprofit whose operators were profiting from Texas charter school dollars is Southwest Key, the same contractor that has been warehousing migrant children at the border.  Kim Barker reports: “At East Austin College Prep in Texas, raccoons and rats invade offices and classrooms.  When it rains, the roof of the main building leaks. Room 106 was so rickety a chair leg fell through the floor. Yet for all this, the secondary school pays almost $900,000 in annual rent.  It has little choice: Its landlord is also its founder, Southwest Key Programs, a charity that is the nation’s largest provider of shelters for migrant children.”
Barker continues: “The nonprofit says it formed the charter school and three others to help disadvantaged students get to college, but Southwest Key has financially benefited from the schools.  Not only does it collect rent, but it has forced them to hire its for-profit companies, which have charged high fees for everything from maintenance to school lunches… The operations of the charter schools, serving about 1,000 students, show how Southwest Key profits off public money, boosting compensation for charity leaders and stockpiling tens of millions of dollars… A dozen years ago, Southwest Key decided to open charter schools and for-profit companies, including a florist, that ended up funneling money into the charity. The charters, called Promesa Public Schools, pay almost $1.4 million in rent annually to Southwest Key… Money from the schools and for-profits helped raise salaries for charity officials, letting them collect pay far beyond the federal cap for migrant shelter grants—$187,000 in 2017.  Mr. Sanchez (Juan Sanchez, Southwest Key’s founder) was paid $1.5 million that year….. His wife, Jennifer Nelson, earned $500,000 as a vice president, and Melody Chung, the chief financial officer, was paid $1 million. Mr Sanchez resigned on Monday (March 11).”
Grading the States, last year’s report from the Schott Foundation and the Network for Public Education, summarizes the absence of academic and financial regulations in the laws that established charter schools in 44 states and the District of Columbia.  Here are just some of the problems: “Of the 44 states and District of Columbia with charter laws, 28 of these states and the District of Columbia fail to require the same teacher certification as traditional public schools…. Thirty-eight (38) of the states and the District of Columbia have no required transparency provisions regulating the spending and funding by the charter school’s educational service providers….  Of the 44 states and the District of Columbia with charter school laws, students with disabilities are particularly disadvantaged in 39 states and the District of Columbia, which do not clearly establish the provision of services. Twenty-two (22) states do not require that the charter school return its taxpayer purchased assets and/or property back to the public if the charter school shuts down or fails.”
Fortunately teachers on-strike in California—a state which provides school districts virtually no control over the expansion of charter schools within their boundaries and a state where regulation has been extremely lax—have strengthened the political will to rein in an out of control charter sector.  We must hope that the fervor for regulation continues in California and that it becomes contagious enough to drive the political will for stronger oversight across other states as well.

TORNILLO, Texas — The non-profit running what once was the largest U.S. detention camp housing migrant teenagers said the last children left the facility Friday.
The tent city in Tornillo, Texas, is shutting down, and all tents and equipment will be removed from the site by the end of January, said Krista Piferrer, spokeswoman of BCFS Health and Human Services.
The U.S. Department of Health and Human Services, which oversees the care of migrant children, said all the children who were held at Tornillo have been either released to an appropriate sponsor or transferred to other shelters.
“Though Tornillo is on a path toward closure, influx facilities like Tornillo are necessary,” said Lynn Johnson, an assistant secretary at the department, referring to the agency’s need to expand and contract its shelter capacity depending on the number of children crossing the U.S.-Mexico border.
The Tornillo facility opened in June in an isolated pocket of the Texas desert with capacity for 360 children. It expanded into a guarded detention camp that in mid-December held more than 2,700 largely Central American teens in rows of canvas tents.
At that point, more people were detained in Tornillo’s tent city than in all but one of the nation’s 204 federal prisons. Rising from the cotton fields and dusty roads not far from the dark fence marking the border between the U.S. and Mexico, the camp had rows of beige tents and golf carts that ferried staffers carrying walkie-talkies. Teens with identical haircuts and government-issued shirts and pants could be seen walking single file from tent to tent, flanked by staff at the front and back.
Politicians and advocates for immigrants and human rights protested at the site over the seven months it was open, with some even taking up vigils.
“It was chilling to see thousands of children locked up in a tent prison in the desert. It’s great news that those children have finally been moved out of Tornillo,” said Oregon Sen. Jeff Merkley, a Democrat who in December introduced the Shut Down Child Prison Camps Act.
The tent city came under fire in November after a report that the Trump administration had waived FBI fingerprint checks for the 2,100 staff working there and allowed BCFS to staff just one mental health clinician for every 100 children. Lawmakers called for stricter background checks, more mental health support and a public hearing to further investigate problems at Tornillo raised by a federal watchdog report and an Associated Press investigation.

Some lawmakers said they were pleased to hear about the closure of the facility but warned that other detention centres holding migrant teens are still open. On Tuesday, there were 10,944 migrant children held in the government’s network of shelters, foster homes and detention centres, according to confidential government data obtained and cross-checked by AP.
“It’s a weight off my shoulders to have children now with family members. If you’re trying to use kids to fix a broken immigration system, then you have a real problem,” said Rep. Will Hurd, a Texas Republican whose district includes the detention camp.
Other representatives expressed concerns about the expansion of other detention facilities for migrant youth. U.S. Rep. Frederica Wilson, a Florida Democrat, said she is worried about increasing the number of beds in a facility south of Miami. Last month, the government announced it would house more teens in the Homestead shelter, expanding the total number of beds from 1,350 to 2,350.
“Instead of putting these children with family and a public school, they are warehousing these kids,” Wilson said. “For most of these children that we have in detention, we have sponsors that have volunteered to take them and to sort of act as foster parents until their asylum cases have been heard.”
Neha Desai, immigration director at the Oakland-based National Center for Youth Law, welcomed the closure Friday but said many more migrant kids remain in federal custody.
“We cannot forget that there continue to be thousands of children detained in facilities that fail to meet the basic medical, mental health and educational needs of children,” Desai said. “These children should be home with their families.”

Next Generation Full-Service Facility for Customers
Cool Port sets a new standard in efficiency, food safety and speed in the temperature-controlled and transportation industry.
The 280,000-square-foot depot with 90 truck dock doors can send up to 1,000,000 tons of perishable product through the Port of Oakland annually. Cool Port’s strategic proximity to the Port’s marine terminal entrance will expedite the transition process between ship and warehouse, thereby reducing transportation costs and energy expenditure. Oakland is the last port of call for transpacific cargo – ensuring faster transit times for shipping perishable food products to Asian markets.
A secure, fully cold-chain compliant facility, Cool Port offers 20,000 pallet positions, has three blast cells and includes a 100,000-square-foot, high-cube, multi-temperature storage environment. The new facility also supports a full range of services including rail transload and truck cross-dock operations, frozen and refrigerated storage, import-export services, onsite U.S. Department of Agriculture inspection and labeling capabilities.
Cool Port will significantly reduce truck usage compared to standard temperature-controlled facilities, resulting in reduced diesel emissions. Up to 36 railcars per day can go straight to shipping containers to be loaded eliminating the burdensome need to load cargo onto trucks for transfer between ships and rail.
Cargo-handling equipment for Lineage Cool Port is also 100 percent electric-powered, which is projected to prevent nearly 9,000 pounds of CO2 emissions in the first five years of operation. Cool Port will also use lightweight chassis and tractors to increase pounds per container, decreasing shipping costs and lowering transaction complexity.

The Port of Oakland serves the Bay Area, one of the most vibrant and fast-growing regional economies in the world. The new operation will also drive job growth in the region, employing roughly 200 people from Oakland and other nearby locations. Oakland, already a hub for ocean transport of chilled and frozen meat products, will see eight new jobs created each time 1,000 new containers are moved through the facility.

The right move, Creating a Culture of Giving…….

  I believe that creating a culture of giving is good for the soul and good business……..
In 2005, I became the President/CEO of Ridgewood Moving after the sudden death of my husband.  After several years of getting to know the Moving Industry and trying to find a way to tie my own values in with this business…. I realized we have a very important job and responsibility in moving peoples lives…. Not only do we have the resources with trucks, manpower and warehousing to assist our community, but we can assist our customers with our non-profit community and work together.  The outcome of these collaborative partnerships is the building blocks and core values of my company.  There are many charitable organizations that you can donate to whether you are moving or just purging………these are a few of my favorites……….
  Annual Toy Sale; For several decades Ridgewood Moving has worked with the United Methodist Church in Upper Saddle River, along with several school systems and businesses around the area.  We also advise our customers of this yearly event.  Simply put, we collect gently used toys in late fall and set up shop at the Paterson Girls/Boys Club during the first weekend in December.  The toys are placed on tables by category and we have volunteers that assist with set up and sales.  The toys are sold for a nominal fee to the local residents for holiday shopping.   The monies collected goes to the Girls/Boys Club and their local food bank.  It’s such a Win-Win…recycled toys are appreciated again. Move for Hunger is an organization that collects unwanted, non-perishable food from those who are relocating.  It’s a natural fit, since so much food is tossed in the trash during a move, we ask… why not donate?!  That’s why we joined forces with the Center for Food Action in New Jersey with the Move for Hunger Program.  This program is bringing a tremendous amount of relief to those most desperate for our help.  And anyone can donate; you don’t have to be moving!!  For more information go to www.moveforhunger.org.
Oakland Animal Shelter rescues all sorts of animals.  I advise my clients to donate unwanted comforters, blankets and towels to them and any other animal refuse……
Making-It-Home, a program of the Bergen Volunteer Center, is a public/private partnership that works with businesses, individuals, government, and nonprofit agencies in Bergen County to bring home furnishings to formerly homeless, disabled, and low-income individuals and families in need.  Click here to read more…….

  Habitat for Humanity, Bergen ReStore is another one of my favorites.  Located at 121 Carver Avenue, Westwood (the old Marty shoe building).  They have a 60,000 foot space for donated household items such as accessories, furniture, appliances, etc.  The purpose of the ReStore is to raise additional funds to support Habitat’s vision of world where everyone has a decent place to live.  For more information go to BergenRestore.org or call 201-500-5009.  I encourage you to visit the store, it truly is amazing.
Move for Success; Collection of Career Clothing for students of our local colleges/universities.
We started this initiative a couple of years ago and working with Bergen Community College, Felician University, Ramapo College and Eastwick College.  The ultimate mission is to provide career clothing and supportive services to students in preparation for job interviews, internships and employment.  The donated women’s and men’s professional clothing and accessories are free for students and ultimately others within the community.  The collections are ongoing and collected at our Ridgewood Moving facility in Mahwah.  Read article from Bergen Magazine……….
