As part of the application, the samples of the     product are taken randomly and are tested in labs approved by the BIS to     ensure quality check. For the random testing of the products and for     scrutinizing the products, the BIS charges extra fees. 

Once the BIS is satisfied after conducting a thorough scrutiny on regular visits as well as facility checks, it provides BIS licence. So, only after BIS approves, then only the manufacturer can display the ISI mark logo on the product.
