Wednesday Wanderings and Wonderings - Palais Bourbon & l’Assemblée Nationale
While I walk by the palais Bourbon quite regularly, it’s in the other side of the Seine from Place Concorde, I finally decided to book a tour (it’s free). You can also assist to a seance since they are open to the public (you just need to register)
PS: The Bibliothèque (library) was under refurbishment so I’ll have to go back… from the pictures I saw it is stunning.
And if you want to read more about l’Assemblée Nationale… here you go:
The National Assembly is the lower house of the French Parliament, the upper house being the Senate (Sénat). The National Assembly's legislators are known as députés meaning "delegate" or "envoy" in English.
There are 577 députés, each elected by a single-member constituency (at least one per department) through a two-round system; thus, 289 seats are required for a majority. The president of the National Assembly, currently Yaël Braun-Pivet (Side note: she’s the first woman as president and out of her 6 vice-presidents 5 are women yeah!!), presides over the body. The officeholder is usually a member of the largest party represented, assisted by vice presidents from across the represented political spectrum. The National Assembly's term is five years; however, the President of France may dissolve the Assembly, thereby calling for early elections, unless it has been dissolved in the preceding twelve months. This measure has become rarer since the 2000 French constitutional referendum reduced the presidential term from seven to five years. Due to the separation of powers, the President of the Republic may not take part in parliamentary debates.
Following a tradition started by the first National Assembly during the French Revolution, the left-wing parties sit to the left as seen from the president's seat and the right-wing parties to the right; the seating arrangement thus directly indicates the left–right political spectrum as represented in the Assembly. Like most institutions of importance in Paris, it is guarded by Republican Guards.
Since 1988, the 577 deputies are elected by direct universal suffrage for a five-year mandate. The constituencies each have about 100,000 inhabitants. The deputy for the most populous (within Val-d'Oise), represented 188,000 voters, while that for the other extreme (for Lozère at-large), represented 34,000. That for Saint Pierre and Miquelon serves fewer than 6,000. Most were redrawn in 2009 and the creation of eleven constituencies for French residents overseas
Of the 577 elected deputies, 539 represent metropolitan France, 27 represent the overseas departments and overseas collectivities; 11 represent French residents overseas. => Jeremy and I voted in Singapore a couple months before we left.

Champagne Market Analysis: Global Perspective
Tumblr media
The champagne market primarily involves production and sales of wine made from specific grapes grown in the Champagne region of France. Champagne is made through the traditional method which involves a second fermentation process in the bottle. This gives champagne its signature taste, aroma and bubbles. It is considered a luxury good and symbol of prestige. The global champagne market is estimated to be valued at US$ 7.67 Bn in 2024 and is expected to exhibit a CAGR of 5.0% over the forecast period 2023 to 2030. Key players operating in the champagne market are Moet & Chandon, Nicolas Feuillatte, Laurent-Perrier, Piper-Heidsieck, Champagne Pommery, Louis Roederer, Champagne Lanson, Champagne Pol Roger, Krug Champagne, Champagne Cattier, Pernod Ricard SA, and Bollinger. The demand for champagne is growing steadily owing to increasing luxury spending across the world. The Asia Pacific region especially China and India are important emerging markets driving global champagne consumption. Key Takeaways
Key players: Moet & Chandon, Nicolas Feuillatte, Laurent-Perrier, Piper-Heidsieck, Champagne Pommery, Louis Roederer, Champagne Lanson, Champagne Pol Roger, Krug Champagne, Champagne Cattier, Pernod Ricard SA, and Bollinger hold a majority market share and are focusing on expanding production and distribution networks globally. Growing demand: Rapidly growing middle and upper class populations with rising disposable incomes in developing economies are fueling champagne consumption for luxury celebrations and achievements. The young millennial population also prefers champagne over other liquors. Global expansion: Leading champagne houses are targeting new distribution channels and focusing on developing markets through elaborate marketing campaigns, product launches, and tie-ups with hotels, restaurants and retailers. The Asia Pacific region especially China presents significant growth opportunities. Market key trends
One of the key trends driving the champagne market is increasing popularity of rosé champagne varieties especially among millennial consumers. Rosé champagne now accounts for over 15% of global champagne production compared to just 5% a decade ago. Prominent champagne makers have launched innovative rosé champagne products in sleek packaging to appeal to young consumers keen on pink bubbly beverages. This trend is boosting overall champagne consumption worldwide. Porter's Analysis Threat of new entrants: New entrants face high production costs required to establish champagne grape vineyards and production facilities that meet French appellation requirements. Bargaining power of buyers: Large retail buyers have significant influence over pricing due to their volume purchases while individual consumers have limited influence. Bargaining power of suppliers: Grapes must be sourced from specific regions in France giving suppliers some control over pricing and availability. Threat of new substitutes: While other sparkling wines can substitute, champagne has a strong brand associated with celebrations and luxury limiting potential substitution. Competitive rivalry: The champagne industry is highly consolidated and competitive among major brands fighting for prestige and shelf space at high-end restaurants and retailers. Geographical Regions Europe accounts for over 80% of global champagne consumption by value, with France alone representing over 60% of total volumes. The EU origins law restricts production of sparkling wines labeled "champagne" to certain provinces in the northern French regions of Champagne, Aube, Aisne, Marne and Val-d'Oise. Within these departments, the Côte des Blancs, Montagne de Reims, and Vallée de la Marne are prestigious subregions known for their terroirs. Fastest Growing Regions Asia-Pacific has been the fastest growing consumption region for champagne in recent years, driven by rising affluence and prestige associated with champagne celebrations in key markets like China and Japan. Consumption in China alone grew over 25% annually from 2010 to 2018, establishing the country as the third largest champagne consumer globally despite cultural differences from European traditions. Additional high-potential growth markets across Asia and Latin America are projected to drivgne sales through 2030.e above average volume and value gains for global champa

River transport, thermal renovation: start-ups in France’s Cergy-Pontoise deploy their remedies
Tumblr media
The La Turbine incubator in Cergy-Pontoise welcomes many young shoots
The Cergy-Pontoise conurbation[1], a new playground for start-ups committed to ecological transition? Considering the ever-increasing number of companies offering solutions in thermal renovation, sustainable food or transport in the Turbine incubator in Cergy (Val-d'Oise), the enthusiasm is real. . The start-ups Terre de Territoires and Batail Log are already offering solutions to public authorities.
Today, the thermal renovation of buildings is widely accepted as a means of combating carbon emissions. But for municipalities and intermunicipal agencies, the transition from theory to practice is not always easy. It is to support them that the start-up Terre de Territoires[2], created in 2022, has been set up in Cergy.
Support for energy renovations
The main activity of the team focuses on the energy renovation of community buildings, through assistance to project management with the help of provisional studies of works, calls for tenders and the conduct of construction sites.
“We are more interested in small and medium-sized communities which do not necessarily have the skills and resources to set up files”, illustrates the leader. The start-up also supports larger communities which, conversely, carry out too many projects at the same time. Terre de Territoires has already accompanied the urban community of Cergy-Pontoise on the renovation of a 5,000 m2 building to carry out an inventory and list actions to nibble on small energy savings.
In the town of Marines[3] in Vexin, the young company is working on several buildings for an intervention that will last for years. "We are pushing to use renewable materials and relying on the local and circular economy", specifies the leader. He is now looking to get closer to companies.
Focus on river transport
Within the Turbine[4], participants are also thinking about the question of alternatives to truck transport in cities. In this sense, the young company Batail log[5] created in 2019 organises supply chains by focusing on pooling the movements of different customers, from receipt to storage of supplies to transport. Traditionally focused on road transport, it is now working more and more on the river.
At the moment, the company is developing a solution that could be marketed in Cergy-Pontoise. Concretely, customers will deliver their products to a so-called consolidation centre, more precisely a storage warehouse in Saint-Ouen-l'Aumône[6], from where it is transported afterwards by waterway. From there, the materials from different sites will be grouped together on a single boat sailing on the Seine in order to avoid the multiplication of half-empty boats.
“We want to use greener means, in particular to anticipate the generalisation of Low Emission Zones. We think that the river would be a good answer”, explains the leader. In the Paris region, the Franprix distribution group[7] and Ikea[8] have already designed their own solutions on their scale. The young shoot is convinced of having a space on the market to attract a myriad of smaller businesses in the Ile-de-France region.

France: Another antisemitic act against the Garges-lès-Gonesse synagogue
Via BVCA: The BNVCA has condemned a new anti-Semitic act perpetrated once again against the Jewish community of Garges-lès-Gonesse, Val d'Oise. The head of the synagogue informed BNVCA that anti-Jewish tags were discovered on 16 July 2017 on the facade of this place of worship situated at 14 Rue JB Corot. The perpetrators painted "Dirty Jews" followed by a star with 6 branches, Maguen David, as if the authors wanted to hang a star at this place of worship on the day of the commemoration of the Rafle of the Vel d'Hiv of 16 July 1942. The president, exasperated by an incalculable number of attacks against the people and the property of his community since the appearance of the 'new anti-Semitism', has informed BNVCA of his wish to meet urgently with the Prefect of the department. He also hopes that the relevant departments will prune the trees surrounding the synagogue which obstruct the visibility of the video surveillance cameras that could have enabled the identification of the authors of the graffiti. In French commune of Sartrouville, the Indes district continues its metamorphosis
Tumblr media
The new urban renewal program for the Indes district of Sartrouville (Yvelines) is entering its concrete phase. The ambitious project, costing 250 million euros, must be completed by 2030.
A great start for the second major transformation plan for the Indes district. Built in the early 1970s, this district of Sartrouville[1] (Yvelines) which is located near the town of Argenteuil[2] (Val-d'Oise) now has around 1,300 housing units. In a few weeks, two residential towers will be demolished; then two more shortly after. It is a question of giving way to small buildings, much more favourable to social diversity, one of the main objectives of this new urban renewal program in Sartrouville.
"The major challenge of the program is to bring about a change in the image and perception of the district by renewing and diversifying the forms of housing", indicates the Saint-Germain Boucles de Seine urban community[3]. This plan follows an initial urban renewal program piloted by the National Agency for Urban Renewal [4], Anru, initiated in the mid-2000s. At the time, 380 homes were destroyed and 450 rehabilitated. 1001 Vies Habitat[5], the only social landlord present on the site, has been strongly mobilized for the implementation of this second stage of renovation.
“We were convinced that with the Anru 1 we had stopped in midstream. We wanted, with the second phase, to initiate an economically viable model that promotes diversity,” emphasizes Jean-Malo Pellet, director of development and major projects at the lessor.
A thousand new homes
This time, it is planned to demolish 675 social housing units and to build more than 1,000 new housing units by 2028 (about 800 for social home ownership and 200 social housing units). The town, that has 27% social housing, wants to promote access to property to attract a new population. Other social housing must be built elsewhere on the territory of the urban community to compensate for the 675 demolitions.
The project also provides for the creation of a school complex bringing together the new high school, a kindergarten, an elementary school and a large sports facility. A multidisciplinary health centre will also see the light of day. Finally, two buildings of the lessor “1001 vies habitat”[6] will be completely rehabilitated.
The budget for this huge project, estimated at more than 250 million euros, will be financed by the various partners: Anru, Saint-Germain-Boucles de Seine urban community, department[7], region[8], Caisse des dépts[9] and 1001 Vies Habitat[10]. The urban planning agency Devillers et Associés[11] was appointed in 2017 to develop the urban project.
Integration and circular economy
The ongoing urban renewal is articulated with actions carried out within the framework of the investment program for the future (PIA)[12] piloted by the urban renewal agency[13]. It is thus planned to set up several sites and stores relating to the social and solidarity economy in order to strengthen the offer of services to the inhabitants while generating local employment. The contracting authorities and lessors have also undertaken to reserve professional integration jobs for residents from the priority neighbourhoods of Sartrouville. A mission manager must verify compliance with these inclusion clauses.

[2] Argenteuil is a commune in the northwestern suburbs of Paris, France. It is located 12.3 km from the centre of Paris. Argenteuil is a sub-prefecture of the Val-d'Oise department, the seat of the arrondissement of Argenteuil. Argenteuil is the second most populous commune in the suburbs of Paris (after Boulogne-Billancourt) and the most populous one in the Val-d'Oise department, although it is not its prefecture, which is shared between the communes of Cergy and Pontoise. Argenteuil shares borders with communes in 3 departements others than Val d'Oise : the Yvelines, Hauts-de-Seine and Seine-Saint-Denis departements.
[3] The Communauté d'agglomération Saint Germain Boucles de Seine is an intermunicipal structure in the western suburbs of Paris. It is located in the Yvelines and Val-d'Oise departments, in the Île-de-France region, northern France. It was created in January 2016. Its seat is in Le Pecq. Its area is 666.7 km2. Its population was 335,109 in 2018.

[5] 1001 Vies Habitat is a leading player in social real estate in France, a recognized know-how thanks to its 1,284 employees, a partner committed to the dynamics of the territories. Its mission: to house and support the 225,000 people who live in the 90,000 homes they manage. They are present in Ile-de-France, Auvergne-Rhône-Alpes, Provence-Alpes-Côte d'Azur and Nouvelle-Aquitaine through their various subsidiaries and departments.
[6] See note 5
[7] In the administrative divisions of France, the department (French: département) is one of the three levels of government under the national level ("territorial collectivities"), between the administrative regions and the communes. Ninety-six departments are in metropolitan France, and five are overseas departments, which are also classified as overseas regions. Departments are further subdivided into 332 arrondissements, and these are divided into cantons. The last two levels of government have no autonomy; they are the basis of local organisation of police, fire departments and, sometimes, administration of elections.
[8] A region is, in France, a territorial community resulting from decentralization, endowed with legal personality and freedom of administration, as well as an administrative division of the territory and decentralized services of the State. The regions are governed by title XII of the 1958 Constitution and the fourth part of the general code of local authorities.
[9] The Caisse des dépôts et consignations (CDC; lit. 'Deposits and Consignments Fund') is a French public sector financial institution created in 1816, and part of the government institutions under the control of the Parliament. Often described as the "investment arm" of the French State, it is defined in the French Monetary and Financial Code as a "public group serving the public interest" and a "long-term investor".
