Make your vote count
Yes, you must have heard the above statement when the election season is around. The Government has all the signage across Delhi making people aware that hey, the Lok Sabha Elections are here and its time to cast your vote. What appears to the voter is that they go to a polling station/booth, get inked and vote. And, Voila, they’re done. All’s over till they (the votes) get counted and till then, the result is awaited.
Yes yes, I thought it was that simple too. But just like Software - the User doesn’t have a clue of what’s actually going on behind-the-scenes. The background working is known to those who actually ink you, check your credentials and lead you to vote. Yes, the people in the polling booth. Certain Central government employees get directed to perform election duty. And the threat of removing you from service in case of non-compliance is lingering on their heads. This time, I was one of them. I was deputed as polling officer - 3 in the Lok Sabha elections that took place in Delhi yesterday i.e. - 12th May, 2019. And man, was it a nightmare come alive.
So, we had been training for this since a month. Our duty orders came in April and we attended the training held in the East Delhi constituency according to our postal address. My training took place in CWG Village behind the Akshardham Metro station on the 16th, 23rd and 30th April. Of course, since the reporting was at 9am, there was no going to work that day. Yes, that was the only saving grace. The training was for around 3-4 hours. Following sector officers who are in charge of more than one polling station, comes the Presiding Officer - the hero or the main person who would lead a particular polling station. Under him, is the polling officer- 1 who checks the electoral list when you walk in with your identification, the polling officer- 2 who puts the name in the register of voters and issues a voter slip. Then one has to give the voter slip to the polling officer-3 who collects them serially and directs you to the voting compartment. He/she presses the ballot button on the device enabling you to secretly cast your vote in the voting compartment. Make your vote count they tell you? It can’t be possible without the Polling Officer-3, who is not supposed to let the voter go before the beep sound is heard on the device with the ballot button. This device is called the Control Unit. Indian Election process makes use of 2 other devices, the Ballot unit and the VVPAT. We were gearing up for the D-day in all the trainings imparted. The Presiding Officer had to make a million entries in the Presiding officer’s diary, check-lists and forms, stamp every one of them and collect all the papers into envelopes and even seal the important ones. It was actually his job that day and having a good presiding officer was luck.
On 11th May, we were asked to report to CWG to collect our kit (signage, some pamphlets and charts for display, all envelopes and forms, stationery items, candles and wax to seal, matchbox, et al). On the three training days, I mentioned above, there was better arrangement - in tents marked clearly for each polling station, training had been provided. Demo on the devices was given. But this day, all the polling stations under all sector officer in the East Delhi constituency had it’s members assembled there. It was close to a stampede situation, I tell you. We got to know the final polling station to report to on the D-day and were asked to check it out lest we shall be unable to find it the next day. The poll hours are from 7 am to 6 pm for voters. But you guessed it right. Not for those on duty, for us the day starts at 4 am. (Right!) One needs to set up the polling station, put the signages, check if there is a clear entry and exit way for all voters, place desks and chairs for ourselves and for the polling agents (party representatives). Our particular centre was a God-forsaken Jhimil Industrial area’s head post office. Within this tiny cramped up building, there were 4 polling stations. My polling station no. 121 was in the back of the dilapidated building with no fans or lights. Not even connections. It looked like a godown to me, at least till 3 pm on Saturday afternoon.
I was staying at a relatives place for the night. Hell, I needed to be up at 3 am the next day. Sleep was scarce as I tried to shut my eyes. Even at night I could barely get my eyes to shut.
Finally the D-day was there. I was up from bed at 3 am, my relatives packed some lunch for me (Yes, I had heard horrible stories - you won’t find time to eat). I had packed some dry items like chips and cake for myself the previous day. At 4 am, my brother dropped me to the post office. With my election ID card around my neck and my two bags, i waded my way to the station and found PO-2 already there. The place looked better. There were mobile fans and a cooler but there were a million mosquitoes. Moreover, there was a railway line right behind the post office and every now and then, we would be startled by the sounds of passing trains. There had been some cleaning but the place was super dusty. All my co-members reached by 4.30 am. We started setting up the station - putting the various signages exit and entry, for us four officers, on the walls with tape, we put all the pamphlets for display, like rules and process of voting, acceptable identifications, secrecy of voting declaration etc. At 5 am, those 3 devices were sent to us. Did I tell you it was like a Physics laboratory session we had in school - We had to connect the VVPAT to the 2 ballot units (yes, those with the candidates names and symbols on them) and the VVPAT to the CU (my baby for the whole day - it had the ballot button and the close button to start and end the poll). After our polling agents joined us, we began the mock poll to cast 50 first votes. Thankfully, we were game. Everything was working fine. But it was 7.15 am and there was a huge line of voters outside being ushered in one by one by police officers on duty. Yes, the place had police around like anything. It was crazy, what happened next. By the time, it was 9.30 am, we had around 200 votes cast. I had to collect all the voters slip in a thread I pushed them in with a needle (yes, some super trick PO-1 told me). Then ink the voter using a bottle of indelible ink and press the ballot button - remember, only let the voter out when the beep goes off was my motto for the whole time. With no break and time to shut our eyes, the nightmarish day pulled along. With a voters count of 830 voters on roll, we had a longggg day. We kept ourselves hydrated, what with the heat and only a cooler to cool the area, and got through till 6 pm when we finally closed the poll. After declaring it closed, the final count was 445.
Yes, I had pressed the button 445 times. I had ink on my hands. I looked like a mess. Then started the Presiding Officer’s ordeal. Remember me saying he was the hero and it was luck to have a good one? We were truly lucky to have Sir (an Economics teacher with 34 years of experience) who had it all sorted. At around 8.30 pm, we had all our forms and envelopes in order. We sealed the important ones with candles and wax. Out of the 4 polling stations, 3 winded up their work and we were seated in a DTC bus (on election duty) which was to take us to CWG village for depositing the devices and the envelopes. The bus finally moved at 10.30 pm (one of the last teams had just finished up). Everyone was super exhausted by then but the battle was only half fought as there was to be a secure checking of all devices before submission. When we reached CWG at 11pm, we rushed to the counters for our polling station, because the submission was to be done on first -come - first - serve basis. We received no. 4 on the return list, and our chance came at 12.45 am. Yes, you got me right. I think I was in a zombie state by then. But still, keeping up the spirit and with the hero by our side, we winded up by 1 am. We got our forms stating we had performed our duty attested and left for our homes from there. PO-1 dropped me to my relatives place, calling the day over.
It was the longest day of my life. Something I would never forget. Getting Rs. 1650 for it doesn’t help. Because nothing will.

EC conducts counting procedures with due adherence to Covid norms
NEW DELHI: As the slow-trickling results in Bihar made the wait for the ‘final picture’ longer, the Election Commission chose to play it cool, settling for scrupulous and sincere following of all counting procedures, with due adherence to Covid-19 guidelines, over any “haste” in declaration of results. “The Commission has directed that counting officials need not be in a haste or hurry to declare the results and they should follow all the procedures and take as much time as it is naturally required….It is natural that it may take some more time than normal as you all know this pandemic is not a normal time,” EC secretary general Umesh Singh told reporters on Tuesday. In any case, “most results by late afternoon” appear to have become a thing of the past ever since the Supreme Court ordered voter verified paper audit trails (VVPAT) slips to be counted for five polling stations per assembly constituency. Counting 1,200-1,400 slips manually per polling station in the last round takes an average 45 minutes to an hour, after which the result can be declared. During the polls in Madhya Pradesh in December 2018, results for Bhind-Morena came as late as 8 am on the next day of counting. Interestingly, this was not really the problem in Bihar this time, with the total number of voters per polling station cut to 1,000 from 1,500 in the interest of safety from Covid. With an average 57% turnout in Bihar, EC officials said VVPAT slips to be counted in the final round were far less. In Bihar, the slower pace of results could be explained by many factors. First, the limiting of voters per polling station to 1,000 from 1,500 meant 63% rise in polling stations and a matching rise in EVMs deployed. So results had to be taken from far more EVMs. Secondly, the broad guidelines issued by EC required counting tables to be cut from an average 14 to 7, though Commission officials said this was balanced by an increase in the number of counting centres, from 38 in 2015 to 55 now. On an average, 35 rounds of counting were to be undertaken per assembly constituency, which went up further to even 50-plus in a bigger constituency. Each round takes 30-40 minutes as the results need tabulation and distribution to all the candidates and counting agents. Another factor that made the wait for results longer was the rise in number of postal ballots. While 1.6 lakh ballots were sent to service voters, another 52,000 senior citizens above 80 years of age, people with disabilities and voters engaged in essential services opted to vote by postal ballot. Add to this around 5 lakh election staff — much more than in 2015 — many of whom too would have exercised the postal ballot option. Since postal ballots are first to be counted, the initial rounds of counting may have stretched a bit. Yet, EC not only did multiple media briefings on counting updates till late in the night, in a break from tradition, but deputy election commissioner Chandra Bhushan Kumar also insisted that “there is no delay in dissemination of results and the counting was progressing fast”. Recounts in a few cases — in view of the May 2019 rule by EC directing mandatory recounting/reverification of postal ballot where the margin of votes is less that number of postal ballots rejected as invalid — led to allegations and protests by the losing parties, while claims by RJD that returning officers had congratulated 119 candidates on their ‘win’ but the results were not being declared, were countered by EC saying its website had the properly authenticated results. EC also denied an earlier claim that postal ballot counting was stopped midway in some seats, saying this could not be substantiated after checking with the Bihar chief electoral officer.

The upper age limit is further relaxed by 5 years for candidates who had ordinarily been domiciled in the State of Jammu & Kashmir from 01.01.1980 to 31.12.1989.

Securing the future of democracy! Tracking the elections, quite literally
Legislative Assembly elections will be held in Delhi on 8 February 2020 to elect 70 members of the Delhi Legislative Assembly. Being around the corner, the heat is on. The Govt and the authorities are taking all the precautions that they can to ensure that the elections happen without any foul play. But as always, there’s a lot of question around the security of EVMs, especially given the past track records of what goes on in our nation. There have been times when workers of political parties have been reported to be guarding the EVMs to ensure they are not tampered with. However, thanks to technology, all of this may not be necessary.
To eradicate any scope of tampering, the ECI has instructed vehicles transporting EVMs and VVPATs to be mandatorily equipped with IoT devices that have a GPS chip for location tracking. These vehicles will be then monitored from control rooms that have been set up. This way the vehicles transporting EVM machines can easily be pinpointed, and in-case of any anomalies in their route or stops countermeasures can be taken in time. Further, the speed of the vehicle is also used as an indicator for whether it’s under duress from external elements, or engine troubles.
Last year Letstrack kept a check on approximately 25,000 vehicles carrying EVMs and ensured that the election process went by smoothly and uneventfully. The main reason behind the integration of GPS tracking solutions in the EVM carrying trucks are to reduce the number of polling stations under shadow zones. Hacking of vehicles would not be possible as these machines can’t be tampered using Bluetooth etc. The data collected would be stored internally and can’t be transferred to any other device.
The intermediation of a tech company led to smooth EVM transfers without any cases of hostility or tampering in those 25,000 vehicles. This goes to show just how much good the right kind of tech can bring about in our society and how it can affect a nation. Tech companies like Letstrack should be brought on-board to provide solutions that could lead to proper governance of elections, and any other sphere of running the nation. These advancements which are already making countless people, families and assets safe are sure to help the nation as a whole and help in running it better.
So, this time let’s see what methods the Govt. comes up with to address this situation. It would be particularly interesting in seeing how good it is implemented as well. For a seasoned professional like Letstrack it’s fairly easy to undertake a task of such magnitude. As the date’s not far away it’s not going to be a long wait to see what the outcome will be.

Voters To Prove Identity Via Face Recognition In Telangana Polls

To make elections more secure by verifying the authenticity of voters, the Telangana State Election Commission (TSEC) has now decided to use facial recognition app, on a pilot basis, in some polling stations in the upcoming elections.
According to a statement by TSEC, the incorporation of facial recognition technology will help the election conducting body to tackle the problem of impersonation during polling. Further, to ensure that the privacy of users is maintained, the TSEC said that it will be deleting all the information collected using the face-recognition technology post-polling.While the TSEC will be conducting polls in 120 municipalities spread across nine municipal corporations, the government body has said that the facial-recognition technology will be used in only 10 polling stations in the Kompally municipality of Medchal Malkajgiri district. The official dates for polling in the state and declaration of results are January 22 and January 25 respectively.
How Will Face Recognition Work?
TSEC said that the process of identification and authentication of the voter is done by leveraging new-age technologies such as artificial intelligence, deep learning, among others.
For confirming the identity of voters, TSEC has appointed additional polling officers who will have possession of mobile phones installed with the face recognition application. The officer will first verify the voter using the physical identity proof and then take a photograph, which will be uploaded to the server using the face recognition app. The app, which works in real-time, then will match the photograph of the voter with other registered voters to prevent any impersonation at the polling station. “In case of a duplicate user match, the app notifies the polling officer,” TSEC added.
On how it is going to ensure the privacy of voters, the TSEC said that instead of saving images on the mobile phone, the application will save them on the server of Telangana State Technology Services (TSTS). “On the TSTS’ server, the photograph is going to be secured in an encrypted manner so that no one else can you this crucial information,” TSEC added.
On the day the polls are to be conducted, the first polling officer is tasked with the identification of electors. Since the identity of the voters is verified manually, there is a lack of trail for future scrutiny, also, the polling officer is responsible to perform several transactions which could lead to a lapse while looking at the face of the voter and compare it with the ID Card/photo in the electoral rolls, leading to impersonation, which is still rampant during the polls, stated the circular.
An additional polling officer, who will be equipped with the smartphone, will first verify the identity proof of the voters and then take photographs and upload them to the server using a face recognition app installed in the phone provided to him so as to compare it with photographs of the orders of the respective polling station.
Incorporating Technology To Improve Fairness In Elections
To improve the fairness of elections, the Election Commission of India (ECI) and many State Election Commissions have incorporated various technologies in the past. Maharashtra’s Cyber Cell had partnered with the UK-based fact-checking platform Logically, in October 2019, to detect, track and report any activity that might violate the Election Commission’s Model Code Of Conduct (MCC).
Further, to eradicate any notion of tampering, the ECI had instructed vehicles transporting Electronic Voting Machine (EVM) and Voter Verified Paper Audit Trail (VVPAT) to be mandatorily equipped with IoT devices that have a GPS chip for location tracking.

Lok Sabha Elections 2019 India is in the midst of the seven-phase Lok Sabha elections 2019. Voting for phase four of the General elections is underway today in 72 constituencies across nine states. For the first time voters, here's a guide on how to vote in Lok Sabha Elections 2019.You can vote only if your name appears in the Voter List.
What is the voting process at polling booth? — The polling official will check your name on the voter list and check your ID proof. — The official will ink your index finger, give you a slip and take your signature on a register (Form 17A).

You will have to deposit the slip with the third polling official and show your inked finger and then proceed to the polling booth.— Record your vote by pressing the ballot button opposite the symbol of the candidate of your choice on the Electronic Voting Machine (EVM); You will hear a beep sound.

India election 2019: Voting begins in world's largest election

Indians have begun voting in the first phase of a general election that is being seen as a referendum on Prime Minister Narendra Modi.
Tens of millions of Indians across 20 states and union territories will cast their votes in 91 constituencies.
The seven-phase vote to elect a new lower house of parliament will continue until 19 May. Counting day is 23 May.
With 900 million eligible voters across the country, this is the largest election ever seen.

Mr Modi’s Hindu nationalist Bharatiya Janata Party (BJP) won a historic landslide in the last elections in 2014.
The Lok Sabha, or lower house of parliament has 543 elected seats and any party or coalition needs a minimum of 272 MPs to form a government.
The BJP has been campaigning to retain a commanding majority, but faces challenges from strong regional parties and a resurgent Congress party, led by Rahul Gandhi.
Mr Gandhi’s father, grandmother and great-grandfather are all former Indian prime ministers. His sister, Priyanka Gandhi, formally joined politics in January.

Hundreds of voters began to queue up outside polling centres early Thursday morning. In the north-eastern state of Assam, lines of voters began forming almost an hour before voting officially began.
Voters at one polling booth in Baraut – in the northern state of Uttar Pradesh – got a royal welcome with people were greeted by drums and a shower of flower petals.
But in Chhattisgarh state, suspected Maoists detonated an IED device near a polling booth in the one of the constituencies at around 04:00 local time (23:30 BST) – but no injuries were reported.
The mineral-rich state has witnessed an armed conflict for more than three decades and attacks by Maoist rebels on security forces are common. On Tuesday a state lawmaker was killed in a suspected rebel attack.
Some observers have billed this as the most important election in decades and the tone of the campaign has been acrimonious.
Mr Modi, who stakes his claim to lead India on a tough image, remains the governing BJP’s main vote-getter. But critics say his promises of economic growth and job creation haven’t met expectations and India has become more religiously polarised under his leadership.
How big is this election?
It is mind-bogglingly vast – about 900 million people above the age of 18 will be eligible to cast their ballots at one million polling stations. At the last election, vote turn-out was around 66%.
No voter is meant to have to travel more than 2km to reach a polling station. Because of the enormous number of election officials and security personnel involved, voting will take place in seven stages between 11 April and 19 May.
India’s historic first election in 1951-52 took three months to complete. Between 1962 and 1989, elections were completed in four to 10 days. The four-day elections in 1980 were the country’s shortest ever.

Which states are headed to the polls?
On Thursday, the following states will vote, with polling stations opening from 07:00 local time (02:30 BST):
Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Jammu and Kashmir, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Sikkim, Telangana, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, Andaman and Nicobar islands and Lakshadweep.
Polling in some states, such as Andhra Pradesh and Nagaland, will conclude in one day. But other states, such as Uttar Pradesh, will hold polls in several phases.

What are the key issues?
Hundreds of millions of Indians have escaped poverty since the turn of the millennium but huge challenges remain.
Under Mr Modi, the world’s sixth-largest economy appears to have lost some of its momentum. Although annual GDP growth has hovered at around 7%, unemployment is a major concern.
Mr Modi’s government has been accused of hiding uncomfortable jobs data. In fact, a leaked government report suggests that the unemployment rate is the highest it has been since the 1970s.
Farm incomes have also stagnated because of a crop glut and declining commodity prices, which has left farmers saddled with debt.

Unsurprisingly both parties have targeted the rural poor in their campaign manifestos. The BJP has promised a slew of welfare schemes to India’s farmers, while Congress has promised a minimum income scheme for the country’s 50 million poorest families.
National security is also in the spotlight this election after a suicide attack by a Pakistan-based militant group killed at least 40 paramilitary police in Indian-administered Kashmir in February. India then carried out unprecedented air strikes in Pakistan.
Since then, the BJP has made national security a key plank in its campaign.

The survey board advocated the current arrangement of irregular checking of the VVPAT slips from one surveying stall for each get together section.
The Election Commission, which was asked on March 25 by the peak court to give its view on expanding the quantity of irregular example overviews from one corner for every get together fragment, said in future decisions, it might consider any proposals which result in further improving the holding of surveys in free and reasonable way.
"It is presented that with the approaching decisions issues brought up in the moment petitions are matters that have just been considered, contemplated and dictated by the Election Commission of India and have since finished in embracing the course of direct of the up and coming race in the present way," the EC said in its affirmation.
It said the writ request recorded by 21 restriction pioneers, driven by Andhra Pradesh Chief Minister N Chandrababu Naidu, does not raise any ground or base for changing the current framework at this point.
The survey board said the present framework which is being received for the inescapable decisions be permitted to be proceeded as "it has been observed to be generally appropriate".
