2023 CM press on for early Forest approvals

SHIMLA 27th February, 2023       Discusses State's issues with Union E&F Minister Chief Minister, Thakur Sukhvinder Singh Sukhu in a meeting with Union Minister for Environment, Forest and Climate Change, Bhupender Yadav in New Delhi today advocated for early forest clearances for escalating various ongoing development projects in Himachal Pradesh. Sh. Sukhu urged the Union Minister to ensure early forest approvals in a time bound manner for construction of heliports, green corridors as mandated by the State Government for making Himachal as 'Green Energy State' by the year 2025 and other major ongoing projects. The tough geological conditions of Himachal Pradesh, necessitate to construct heliports, not only to facilitate the tourists visiting the State, but also cater to the emergency needs during natural calamities or otherwise. A decision should be taken without delay regarding the necessary forest clearances pending for the construction of the heliports, he urged the Union Minister. The state government is promoting e-vehicles in Himachal Pradesh and developing necessary infrastructure for the same by constructing adequate number of e-charging stations for electrical vehicles. Besides, green corridors would also be constructed on both sides of all National and state highways in the state. In order to speed up the process, various approvals regarding forest land should be accorded in time to achieve the target, said the Chief Minister. Delay in forest clearances creates unnecessary delay in the construction of development projects, especially educational institutions, roads and bridges and ropeways etc. He urged that these approvals should be given as soon as possible. The Chief Minister advocated that the State forest officers of the state should work in unison with the central level forest officers and should take up the cases pending with the Ministry so that approvals can be received in time. Detailed discussions were also held regarding the state's water reservoirs, wild life sanctuaries and eco-tourism guidelines and other important topics including Parivesh Portal, National Transit Pass System, School Nursery Scheme, City Forest Scheme, Davanal (Forest fires) during the summer season in the state. The Chief Minister invited Union Forest, Environment and Climate Change Minister Bhupender Yadav to visit Himachal. The Union Minister assured all possible help to the state. The Transsolar World Academy (https://transsolar.com/approach/transsolar-world-academy) continues this year with a research seminar on climate-friendly design in India. Our Academy, coordinated by Aarti Dhingra (https://transsolar.com/team/aarti-dhingra), has proposed a joint research seminar for fourth-year bachelor students and their supervisors at the School of Planning and Architecture, New Delhi (SPA) (https://spa.ac.in/), in collaboration with Dr. Chitrarekha Kabre. This project is part of a two year long memorandum of understanding between Transsolar and SPA Delhi to foster exchange in the field of sustainable construction and planning in the majority world.
The aim is to provide guidance and support to approximately 30 students in developing robust research on climate-friendly design, identifying and formulating questions related to the challenges and opportunities of climate-friendly design in India from mid-August to mid-December 2024. Our expertise will promote understanding of the practical application of sustainable design principles.
Weekly online sessions are planned throughout the semester, along with a visit from three Transsolar staff on-site. Junior professionals from Transsolar will mentor the students, supporting them in exploring and refining their research topics and focusing on key aspects of climate-friendly design such as passive cooling techniques, energy efficiency, or sustainable materials.
In review sessions, additional guidance will be provided by senior Transsolar staff, addressing complex issues and sharing their knowledge and experience. SPA will ensure student participation and provide infrastructure (laptops, microphones, meeting rooms, etc.) for conducting online sessions.
The expected outcomes include the development of critical thinking and problem-solving skills among students to address well-defined research topics that aim at sustainable design practices in Indian climate conditions based on the principles of climate-friendly design.
We look forward to the collaboration and knowledge exchange, which will also benefit Transsolar.

Ltd. which is committed to innovation, it aims to push the boundaries of technology and scientific exploration.  During the time of inauguration Head civil engineering Mr. V.K. Dogra, faculty members, student body and guest of honor Dean of Academic Affairs Dr. Balbir Singh were present. The inauguration ceremony featured insightful speeches, interactive sessions, and exciting demonstrations highlighting the advancements and achievements in civil engineering. DGPS and GIS are essential tools for civil engineering students, offering precise positioning data for surveys and construction layouts through DGPS, and enabling accurate mapping and spatial analysis with GIS. These technologies also support urban planning, environmental analysis, and disaster management efforts, providing students with versatile skills applicable across engineering domains. In essence, DGPS and GIS equip civil engineering students with the practical skills needed to address real-world challenges and pursue diverse career opportunities in the field. The Head of School of Civil Engineering encouraged students to take part in this workshop wholeheartedly and to embrace this opportunity to grow, learn, and connect in the dynamic world of Civil Engineering. SHIMLA 28th February, 2023 • Will ease process of Forests clearance   Chief Minister, Thakur Sukhvinder Singh Sukhu while presiding over a meeting of senior officers of forest department here today directed to remove all the impediments of FCA and FRA cases in the flagship programmes of the state Government so that work on ambitious projects could be started at the earliest. He said that to speed up the process of clearances in the cases of FCA and FRA, the State Government have decided to provide handholding to the user agencies through Forest Clearance Consultant Organization (FCCO). He said that Forest Department would embark upon the process of handholding agencies available in the shortest possible time by leveraging an association with Quality Council of India (QCI) for seeking early clearances under Forest (Conservation) Act, 1980 for diversion of forest land to non forestry purposes. He said that the expert agencies can advice the user agencies in preparation and submission of proposals seeking forest clearance from Government of India. Appreciating the efforts of Forest Department, Chief Minister said that the accreditation of FCCOs will help in speeding up development in the State by expediting FCA approval process. Chief Minister said that meeting with the Union Minister for Forests, Environment and Climate Change Bhupender Yadav at New Delhi was fruitful and he has assured to provide full cooperation to the State Government.
