Himachal Pradesh's Devastating Rainstorm: A Story of Cloudbursts and Devastation
Wednesday night's unrelenting rainstorm left Himachal Pradesh reeling from the fury of the natural world. Cloudbursts unleashed their fury on the top parts of Shimla, Kullu, and Mandi districts, resulting in extensive destruction. There was mayhem and sadness wherever there was a path of destroyed homes. A dire situation resulted from the cloudbursts, which caused flash floods in the districts of Shimla, Mandi, and Kullu. Three bodies have been found thus far, out of the approximately 52 people who have been reported missing. The breakdown is equally upsetting: there are nine missing persons in Mandi, seven in Kullu, and 35 in Shimla. The base camp for the Shrikhand pilgrimage in Kullu's Jaon and Nirmand districts has been badly damaged. The Rampur region of the Shimla district, notably Jhakhri, is seeing the greatest effects of the administration's massive relief and rescue operations in the flood-affected districts. Around-the-clock, teams from the NDRF, SDRF, police, and fire services are at work. Deputy Commissioner Amit Kashyap from Shimla is present and in charge of the rescue operations. Two people who were stranded in the flood were rescued, according to the administration, and two bodies were also found. 36 missing residents, including women and children, are still being looked for. The Thaltukhod area of Drang Assembly Constituency in Mandi district was hardest hit by the disaster; nine individuals from three households were reported missing. Tragically, a 75-year-old woman passed away. The Padhar subdivision's schools and educational facilities are closed for the day, according to Mandi DC Apoorva Devgan. Thirty-five people have been saved by rescue teams, and the Air Force has been notified of possible rescue flights.
Heavy rains have also caused significant damage in the Kullu district. A cloudburst near Nirmand caused the demolition of two bridges, including one that was under construction, according to Kullu DC S. Ravish. In addition, seven people are still unaccounted for, and eight to nine dwellings were wiped away. Teams of rescue and relief workers are looking for the missing people nonstop. Sukhvinder Singh Sukhu, the state chief minister, is personally supervising the relief and rescue efforts. He gave his word that relief, search, and rescue operations are being actively worked on by teams from the NDRF, SDRF, police, home guards, and fire services. Assuring seamless and effective operations is the mandate of the local administration, and the state government is determined to offer all necessary support. The Chief Minister intends to take a helicopter from Shimla to the impacted districts in order to visit the victims and assess the rescue operations.
During their conversation, Union Home and Cooperation Minister Amit Shah informed Chief Minister Sukhu of the central government's willingness to help, including the deployment of the NDRF for relief efforts. J.P. Nadda, the federal minister, also conveyed his regret for the significant harm inflicted by the cloudbursts and gave the chief minister the assurance that the central government would stand by him. Governor Shiv Pratap Shukla conveyed his profound grief for the deaths and property damage in the districts of Mandi, Kullu, and Shimla. He made contact with the district commissioners in the impacted areas, imploring them to guarantee that the rescue efforts continue and to offer the victims prompt help. Govt Launches portal to help farmers to make India self sufficient in pulses.
In order to make India self sufficient in pulses, the government has launched a new portal which will allow the National Agricultural Cooperative Marketing Federation of India ( Nafed ) and the National Cooperative Consumers’ Federation of India ( NCCF ) to buy tur dal ( pigeon pea ) directly from registered farmers. Union Home and Cooperation Minister Amit Shah launched the portal. It will help in registration, buying and direct payments to growers of Tur Dal.

Piling the pressure on, Shah accented that by January 2028 will be a time when India will cease to import pulses altogether. Through the portal, he assured farmers that he would procure their produce at either the MSP or market price, whichever were higher. Krishi App
Participating farmers will also have an opportunity to sell their produce in the open market. The aim of this initiative is to strengthen domestic production of pulses by promoting diversification of crops and as a result, decrease dependence on imports. A similar facility will be rolled out to other pulses like urad (or black gram), masoor (or red lentil), and maize. Currently, tur, urad, and masoor are largely imported by India. Through this new portal, government-supported cooperatives like NAFED and NCCF will buy pulses. Associated companies with NCCF such as Agribid will also help in acquiring of various commodities. Shah highlighted that this shift would not only provide India with independence in pulse production, but it would also result in nutritional security, proper nutrients in the soil through nitrogen fixation, and in saving water as the crops need less water.
In the respective period, tur production in India is predicted at 3.4 million tonnes when the tur output in 2016-17, the record year reported at 4.8 million tonnes, happened due to reduced acreage. This initiative is estimated to reduce India’s import of pulses in the current fiscal year by more than 35 percent than the previous fiscal year, according to the government.

Committee of Parliament on Official Language - The Committee of Parliament on Official Language was set up in 1976 under Section 4 of The Official Languages Act, 1963. - Section 4 of the Act says “there shall be constituted a Committee on Official language, on a resolution to that effect being moved in either House of Parliament with the previous sanction of the President and passed by both Houses”. - Under the provisions of the 1963 Act, the panel submits its report to the President, who “shall cause the report to be laid before each House of Parliament, and sent to all the State Governments”. - The Committee is chaired by the Union Home Minister, and has, in accordance with the provisions of the 1963 Act. - The committee consists of 30 members — 20 MPs from Lok Sabha and 10 MPs from Rajya Sabha. - The mandate of the Committee is to review the progress made in the use of Hindi for official purposes, and to make recommendations to increase the use of Hindi in official communications. - The first Report of the Committee was submitted in 1987. नई दिल्ली केन्द्रीय गृह एवं सहकारिता मंत्री अमित शाह 6 अगस्त, रविवार को पुणे में सहकारी समितियों के केंद्रीय पंजीयक (CRCS) कार्यालय के डिजिटल पोर्टल का शुभारंभ करेंगे। प्रधानमंत्री नरेन्द्र मोदी के “सहकार से समृद्धि” के विज़न में दृढ़ विश्वास व्यक्त करते हुए सहकारिता मंत्रालय ने देश में सहकारी आंदोलन को सुदृढ़ करने के लिए अनेक पहल की हैं। इसी कड़ी में सहकारी क्षेत्र में व्यापार सुगमता को बढ़ावा देने के एक महत्वपूर्ण कदम के तहत बहु-राज्य सहकारी समितियों के केंद्रीय पंजीयक कार्यालय का कम्प्यूटरीकरण किया जा रहा है।
कम्प्यूटरीकरण का मुख्य उद्देश्य पूरी तरह पेपर रहित आवेदन, बहुराज्य सहकारी सोसाइटी अधिनियम (MSCS Act) और नियमों का स्वत: अनुपालन, व्यापार सुगमता, डिजिटल संवाद और पारदर्शी प्रोसेसिंग है
नए पोर्टल मे MSCS अधिनियम, 2002 और उसके नियमों में ह��ल में पारित संशोधनों को भी शामिल किया जाएगा। पोर्टल में इलेक्ट्रॉनिक कार्य प्रवाह के माध्यम से समयबद्ध तरीके से आवेदन/सेवा अनुरोधों का प्रसंस्करण होगा। साथ ही इसमें ओटीपी आधारित उपयोगकर्ता पंजीकरण, MSCS अधिनियम और नियमों के अनुपालन के लिए सत्यापन जांच, विडियो कान्फ्रेंस के माध्यम से सुनवाई, पंजीकरण प्रमाणपत्र जारी करना और इलेक्ट्रॉनिक रूप से संचार के अन्य प्रावधान शामिल भी होंगे। ��म्प्यूटरीकरण की यह परियोजना नए MSCS के पंजीकरण में मददगार साबित होगी और उनकी कार्यशैली मे सुगमता लाएगी।
देश में 1550 से अधिक बहु-राज्य सहकारी समितियां (MSCS) पंजीकृत हैं। केंद्रीय पंजीयक का कार्यालय बहु राज्य सहकारी समितियाँ (MSCS) अधिनियम, 2002 के प्रशासन के लिए उत्तरदायी है। बहु-राज्य सहकारी समितियों की सभी गतिविधियों को सुविधाजनक बनाने और एक डिजिटल पारिस्थितिकी तंत्र तैयार करने के लिए केंद्रीय पंजीयक कार्यालय का कम्प्यूटरीकरण किया जा रहा है, इसमें नई बहु-राज्य सहकारी समितियों का पंजीकरण भी शामिल है।
नव विकसित केंद्रीय पंजीयक कार्यालय पोर्टल डैशबोर्ड बनाने में युवाओं की भागीदारी और सुझावों को आमंत्रित करने के लिए एक ‘हैकथॉन’ प्रतियोगिता भी आयोजित की गई थी।साथ ही सभी राष्ट्रीय सहकारी समितियों और बहु-राज्य सहकारी समितियों से भी नए केंद्रीय पंजीयक कार्यालय पोर्टल के बारे में सुझाव और प्रतिक्रिया आमंत्रित की गई थीं।
