What are you looking for in your next investment?
The mass distribution of Earth Observation (EO) data has begun. Much the same way that Trimble, Magellan and Garmin distributed the GPS signal in the 1980s and ’90s and ultimately gave rise to Location-Based Services (LBS). Companies like Waterloo, Ontario-based SkyWatch are aggregating supply and making EO data easily accessible through an API, which will give rise to millions of new applications. We are just now beginning to see the first of those applications come online, focused on serving large markets like agriculture, insurance, energy and more. Once this unprecedented amount of new data gets into the hands of consumers, it will fundamentally change the way we interact with our planet. We believe the investment opportunity in this segment will be as big, if not bigger, than LBS.
With roughly a decade of exponential growth in GPS applications, this is only the beginning. Even while GPS infrastructure and distribution continues to improve, the next generation of applications are testing its technical limits, with the need for persistent coverage in dense urban areas, centimeter location accuracy for both indoor and outdoor environments, alternative solutions in GPS-denied environments, and protection against GPS spoofing attacks. Computer vision and GPS are combining to enable a new level of precise positioning and we are actively looking at these new use cases.
We are also very interested, and actively investing, in cybersecurity. Ten years ago, the number of actors in space was extremely limited, so security was clearly less of a concern. There is an old adage with regards to commercial sat comms — it’s not that their security is bad, it’s that they have no security (of course, military assets are a different story — e.g., GPS is very secure). With the sudden entrance of hundreds of new companies and dozens of new space agencies operating in space, cyber threats suddenly pose a very real risk to business continuity and government operations. Combine this with new technological advances being applied to the space domain and there is clearly a lot of catching up to do. Fortunately, companies like Singapore-based SpeQtral are leveraging quantum technologies to offer a secure, scalable solution for distributing symmetric encryption keys using satellites as trusted key exchanging nodes. Ph.D. Admissions 2017 Age Limit:
The age limit for applying for JRF is fixed 28 years by UGC, with a relaxation up to 5 years for OBC/SC/ST/PHC and women applicants. So the applicant must be less than 28 years of age.If an applicant doesn't apply through the NETs then there is no age limit for the application.
Ph.D.Admissions 2017 Application and Entrance date:
Universities' web portals are open for inviting applications in the months of May and June every year. Entrance exam is generally held in July or August.

The applications are collected via online registration. The applicants may get the form from Form Distribution Counter of the respective universities.
Ph.D.Admissions 2017 Procedure:
One can apply online through the university portals. The applicant should check and fulfil the eligibility criteria beforehand and fill his/her particulars as asked in the form. Details of one's marks, registration numbers, and year to passing degrees should be kept handy. Application fee is to be submitted in the respective bank branch or through net-banking. Seeing like a state of exception pt.2
One specific example of how the use of machine vision technologies is both overblown and contested is offered by drones. As the COVID-19 virus spread beyond Wuhan, some residents of small towns and rural areas uploaded drone footage depicting people engaging in activities outdoors being remotely reprimanded via on-board loudspeakers and prompted to wear face masks and head back home. Given the funny lines dubbed over the footage, it is likely that these videos were mainly produced by minor online celebrities as humorous content to be shared on social media or as public service announcements for local officials; and yet, outside of China they were framed as a dystopian example of authoritarian control in a surveillance state, while local state media appropriated them as examples of national innovation. In practice, drones have been used for a broad range of tasks, including holding informational QR codes over traffic, spraying disinfectant and checking temperatures at a distance. While their actual usefulness in these contexts remains questionable, as David Li notes this sort of experimentation is only natural given the size of China’s drone industry and the ready availability of heavy-duty drones for agricultural use across the Chinese countryside.
QR codes themselves are perhaps the simplest form in which machine vision is utilized across China today, and throughout the outbreak they have been deployed as gateways for a wide variety of purposes – from linking citizens to quarantine declaration forms and cellphone roaming histories to directing digital payments and donations. The most relevant innovation here has been the system launched by Alibaba in Hangzhou that assigns a color-coded QR-code to each citizen, based on a self-declared travel history and health status connected to real-name identification, allowing them to clear checkpoints in public spaces. The green, yellow & red QR codes have subsequently been launched in Shanghai as well, and their integration in Alipay’s ‘City Services’ function showcases the efforts of platforms to become infrastructures. Similarly, ride-hailing apps have also introduced a system requiring users to scan QR codes when they use public transportation or taxis, in order to collect data and share it with health authorities to help track contacts between passengers.
It’s important to note that machine vision also powers screening and diagnostic technologies. Checkpoints set up at airports and stations and building entrances often deploy thermal cameras, and these have reportedly been installed in buses as well, warning drivers about the presence of people with a fever onboard. A short video shared by the Global Times shows thermal cameras embedded in “high-tech smart helmets” worn by police agents in Chengdu, while a robot uses them to check the temperature of passersby in Guangzhou. If temperature is not an entirely helpful metric given COVID-19’s long incubation period, medical imaging procedures are central to its diagnosis, and platform companies like Alibaba and Ping An both claim to have developed automated systems capable of detect coronavirus in CT scans with a higher accuracy than human evaluation in dramatically shorter times. More suspect claims – such as the development of a gait recognition system that could help tracking the virus – also abound, but it seems undeniable that machine learning applied to medical imaging can improve the processing of both citizen flows and medical data.
To answer my initial question: China developed its optical position in confronting the COVID-19 crisis by marshaling preexisting digital infrastructure and the surveillance apparatuses overlaid on top of them, and re-orienting large-scale technical systems (and the private companies behind them) towards the provision of an imperfect hodgepodge of technologies of vision: traffic and thermal cameras, drones and other automated vehicles, smartphones and QR codes, combined and nested in search of useful optics for the evolving state of exception. To be sure, this happened later than it should have, after cover-up attempts and the silencing of concerned medical professionals, with a delay that is costing more and more lives both in China and across the world. And to be even more sure, these technologies have been often tested and showcased in less-impacted cities and regions, while Hubei and its provincial capital Wuhan were struggling with much more dire lack of hospital beds and supplies.
But in general, the widespread use of machine vision in responding to the COVID-19 outbreak – with both the innovation of tried and tested diagnostic technologies and the experimental reconfiguration of large-scale surveillance systems and vernacular usages – raises important questions about machine vision and its often assumed dehumanizing or illiberal potential. Rogier Creemers has sharply identified an ontological shift in China’s digital governance from the model of the panopticon to that of the ‘panspectron’, which aims at making Chinese society “legible and predictable” (2017, p. 89) by intersecting constant streams of ambient data instead of relying on direct surveillance. The question to ask is how much these sorts of optics can contribute the kinds of seeing – at the inhuman sensory scales of viral contagion and global flows – that a state of exception requires to make itself unnecessary; in the case of a pandemic threatening to lock down the entire planet, this should by now be a pressing concern.

Mag's summation of the switch to agriculture is a bit rose-colored; in most cases it was also associated with the explosive growth of disease, slavery, war, exploitation, gender stratification, so much else. Also misleading: society has ALWAYS existed...
...at BEST you can draw a direct line btw ag and cities, but even there it's iffy, given new archaeology suggesting some early, pre-agricultural ritual-site-settlements. Of course he's propagandizing, and Mags rarely says anything that without it serves a purpose.

I wonder if they're going to touch on that in the next few books or if that's something they left for the Dawn of X series. Storm's got a long, friendly history with Wakanda(I think?) and I've never heard of Black Panther being hostile to mutants :?
Cut back to Krakoa; Apoc and his allied mutants are arriving(Marrows with them; I thought she was an XMen? Looking it up it seems there was a vers where the Morlocks were victims of Sinister's experimentation in Apoc's name).
Building on that, Sinister was with Apoc's group. They have a long association but he was behind the "database" for the Ressurection protocol, so I wonder why he's showing up here? Is this just the arrival of "generic mutant villains"?
Final page is a splash of Xavier and Apoc shaking hands in welcome Xavier saying "Welcome Home". The sun is in the top left corner shining down through the trees in oranges and light purples. The fuschia "eyes" of Krakoa look on from the right. Apocs smiling abt as much as he can
There's something interesting to talk about here. Apoc identifies Krakoa as mutants "finally becoming what he always intended them to be", again this suggestion, present from the start, that Krakoa involves taking on a possibly corrupting nationalism&supremacism.
The dangers of those ideologies are obvs, but the context of the comics, where mutants have mostly been wiped out by repeated atrocities non-mutant humans refuse to prevent or help in stopping, & Moira's xp, I think explains why this would seem worth risking.
I do still feel like there's a deception going on here though. It cant be missed that Moira's Sixth life is hidden in the timeline charts, and that HoXPoX ends with their Sixth issues, and there's still the question of why X3 is included if its a "failed" tl.
Three issues left! I'll try to finish this up tomorrow. So far I've been liking it though I was expecting something a bit meatier from the reactions to it online.

The syllabus of SSC CGL requires you to be abreast of the latest developments, which in this case is the union budget. Here, we break down the essential highlights of the union budget from the perspective of the upcoming exam.
The 2020 Union budget
The 2020 Union budget is the second budget in the second term of the Modi government. It's also a second budget for Finance minister Nirmala Sitaraman and hopes to arrest the current economic slowdown, stagnation and fall in GDPs through many ideas and schemes.
Aiming at 'Aspirational India, Economic development, A Caring Society', this budget has received positive reactions, though it still needs to be passed by the parliament. Keeping this in mind, we have broken down the budget on these lines.
Aspirational India:
Five new smart cities, 100 more airports are the most significant promises that the budget has made for tomorrow's India. There is also a buffer of ₹100 crores to ensure that this India looks the part well when it hosts the upcoming G-20 summit.
Better data understanding is another aspirational front that you need to know about as absorb the budget for your SSC CGL 2020 Preparation syllabus. There will be a National Logistics Policy and a policy to construct data centres. There is also a commitment to spend ₹8,000 crores for a National Mission on Quantum Technology and Applications.
The budget aims to build a stronger foundation by allocating significant amounts for education (₹99,300 crores), power and renewable energy (₹22k crore) and welfare of people from backward castes and tribes (₹138k crore).
For employment, there are plans for a national recruitment agency, with a new standard entrance test for non-gazetted government jobs and public sector banks. (That will also include you, as you prepare with the syllabus of SSC CGL 2020) The more abundant engineering graduates will also get to intern with urban local bodies for a year.
Meanwhile, skill development also received some attention, with the Ministeries of Health and Skill Development announcing the individual bridge courses to meet demands for teachers, nurses, para-medical staff and caregivers overseas.
There is also a historic undertaking. The government will set up an Indian Institute of Heritage and Conservation and develop five sites into world-class archaeological sites.
Economic Development:
To achieve its lofty goals, especially amid the current economic circumstances, the government plans to raise funds by selling its stake in LIC (Life Insurance Company) and IDBI bank.
Better gas connectivity is a key focus area in this year's budget, with an ambitious aim to spread the national gas grid by over 10,000 km. Keep this mind, as India's current power needs and resources have defined many topics which are a part of the SSC CGL 2020 syllabus.
For agriculture, the budget allots a similar ₹138k crore, alongside a 16-point plan for the sector and a blue economy initiative. Rural development has also received an influx of ₹123k crore.
Next, the newly created union territories for Jammu and Kashmir (₹30,757) and Ladakh (₹5958) also receive a dole-out for their developmental needs.
Individuals also received benefits, in terms of a simplified tax process. The finance minister has slashed personal income tax rates for the upcoming financial year (2020-21), provided people forego exemptions. So, now people earning up to ₹5 lakh need not pay any taxes. Beyond this, taxpayers will pay 10%, 15%, 20% and 25% of their income, if it falls between ₹5-7.5 lakh, ₹7.5-10 lakh, ₹10-12.5 lakh and ₹12.5-15 lakh, respectively.
The new taxation system, which is currently optional, can be an essential quiz point on the SSC CGL 2020. You can also cover the tax computations for questions around advanced arithmetical abilities in the TIER II examinations.
NRIs are also under the tax ambit now. The government has modified how it defines people as NRIs and will tax those who are not paying any taxes in their chosen country.
The government also aims to earn through indirect taxes, like customs duty on footwear (hiked to 35%), furniture goods (increased to 25%), auto parts and chemicals. There is also a higher excise duty on cigarettes and other tobacco products. There will also be a 5% health cess on imports of medical devices.
Meanwhile, they have revised customs duty for electric vehicles, mobile parts and newsprint. There is also a lower customs duty now on fuses, chemicals and plastics.
There is also a plan to announce an International Bullion Exchange at the IFSC in GIFT.
A Caring Society:
Finance minister Sitaraman's budget hiked spends to healthcare by 10%, to the tune of ₹69k crore. These spends are focused on these high-profile campaigns:
TB Harega, Desh Jeetega - A campaign to eliminate tuberculosis by 2025.
Mission Indradhanush - A broader expanse of the current immunisation campaign
Jan Aushadhi Yojna Kendra - The scope for this scheme is also more significant now.
The budget has also allocated a whooping ₹9,500 crore to benefit schemes for the elderly and specially-abled citizens (the Divyang). The government has also announced ₹4,400 crores for policies that will help us get cleaner air and ₹28,600 for women-specific schemes.
Measures to provide crucial healthcare boosts to India will help us combat infant mortality, maternal mortality and raise our life expectancy with a better quality of life.
Housing, a common need for all citizens, has also received a boost. The tax holiday for affordable housing is now a year long.
Next, the budget extends a caring hand towards ex-defence personnel. These people will now receive pensions from a fresh allocation of ₹13k crore.
Beyond these areas, the government is also beefing up security for the Prime minister. It has allocated ₹600 crores for the Prime Ministers' Special Protection Group (SPG) cover, a ten-fold increase from the initial ₹60 crores allocation for last year.
The defence has also received a more significant share. It received an allocation of ₹3.37 lakh crore as the defence budget. (Note: Read up on India's defence forces, the combat situations they have faced and the state of law and order if you're chugging through the SSC CGL syllabus in hopes for a police post.
Some of the common criticisms for the current budget have been around how it does not have ample dole-outs to combat the current state of the Indian economy. It also does not deal with the excessive unemployment problem in the country. Again, connect the dots between our unemployment problem with the current state of polity and law and order - an essential read for any aspiring government staffer who would be taking the SSC CGL 2020.
In the meantime, financial experts have called it reasonable, highlighting the challenges towards fiscal consolidation. The NASSCOM has heralded it for keeping up with the commitment to resolve tax harassment for taxpayers.
