Ravish Kumar and the Conscience of India

I spent the entire morning today watching different reports from India in light of the elections, set to start in two weeks. I began with Neha Dixit’s excellent piece in the Wire on the wage gap for women employed to cook mid day school meals in Bihar and the state’s assumption that low caste, low income women cooking for 400 children should be considered an act of volunteerism. Then I read Time Magazine’s piece on Journalists facing the most pressing threats around the world. This led me to watch an NDTV show with Vishnu Som, Ravish Kumar, Rana Ayuub and Swati Chaturvedi on organized threats on the lives of Indian journalists. 

I realized that I feel strongly about the threat to Indian journalists. From the Feburary 16th episode in JNU, I know that the situation of press freedom is dire in India. Journalists were threatened, assaulted and abused for suggesting that the state intrusion into the campus was unwarranted.  The press was perhaps always under attack, even during the previous governments, but what Ravish Kumar describes as the rise of “godi media” funded and protected by the government while those critical of the state are trolled through concerted efforts of ruling dispensation appears to be a distinctly BJP phenomenon. 

Since the Bihar elections of 2015, I've found Ravish Kumar's journalism to be the most useful, insightful and critical in thinking about Indian politics and governmental structures. Salik Shah and I ran into Kumar at the India Habitat Centre in Delhi around October 2015, we thanked him for his work on Bihar and asked him why he hadn’t reported on the Nepali madhesh during the blockade. Kind enough, he explained that not having enough personnel was a major issue but I think he did speak about it at some point afterwards. But when I was in Varanasi in 2017-2018 I really turned to Kumar make sense of the region that was my new home. As I began to see the harsh realities of living in an old crumbling city in a populous state, I also began to feel deeply connected to the culture and spirit of the Gangetic plains. Kumar’s episode on Chhath of 2017 was particularly crucial in making feel connected to the Gangetic plains. I had just arrived in the holy city with the hopes that I would do all kinds of research on Nepalis in Banaras. But I began to feel that the Nepalis who were hidden in the layers of history and the lanes of Pancha Ganga Ghat need not be my only concern. I could also try to understand the larger rhythm of the city, it’s major festivals, the daily scenes at Assi ghat nearby. 

On the day that Ravish Kumar aired his Chatth episode of 2017, I had gone to see Chhath in Assi ghat. I was teaching a course on ritual and pilgrimage and the worship of the sun on the banks of a river and the offerings to an indigenous goddess called “Chhathi devi” had added meaning. What also had added meaning was that I was from a fairly racist plain-hating city of Kathmandu. The low-key Chhath celebrations in the tiny Rani Pokhari in the middle of my hometown never became opportunities to celebrate the festival.  In Banaras, free to witness, understand, and participate, for the first time, I had acquired a festival that I wasn’t born into. Kumar’s episode was a reminder that this festival in the Gangetic plains connected people across the world to that geography and that culture and there were songs and rituals that made life meaningful.

Then I started watching Kumar’s university and employment series. I was living with a young woman from rural UP, struggling to find her foot in her new job as an assistant instructor. Intense family pressure on finding a government-teaching job made her repress her fashion designing dreams as she sat for the State-level B.Ed exams to please her father. I don’t know if any of her results ever came out in the course of that year. But it was easier for me to understand the milieu that shaped her decisions and her temperaments in light of Kumar’s reports on vacancies in colleges and schools, pending appointment letters and the rising frustration among the youth in the country. One of Kumar’s insights has been that, by mobilizing Hindutva’s ideology, the ruling dispensation has turned the frustrated youth into “dangai” or people who walk the street with a regressive majoritarian agenda of a Hindu nation, ready to kill and maim, rape and pillage in the name of dharam/dharma. Kumar constantly reminded audiences of the gaps between BJP’s 2014 promises of employment and economic growth and the harsh reality of the lives of men and women struggling for jobs and dignity in the Hindi heartland. Whilst in Banaras, I remember watching his episode on Bharatendu Harischandra College, as I was teaching a class on Harischandra’s place in the history of the city and his contribution to the Hindi language along with an episode on the Ganga. What I guess, I am trying to say is that these Prime Time episodes made it possible to understand issues that plagued the city that I was living in that I would otherwise perhaps not known about. Speaking of Hindi, Kumar’s biggest gift to me is the gift of the Hindi language. Mildly laced with an Eastern UP, Western Bihar accent, Ravish Kumar’s Hindi is a reminder that speaking and learning a language means to take note on how to use it playfully. His short love stories (laprek: Laghu Prem Kathaa) Ishq Mein Shahar Hona, is delightful in its irony, in its pain and in its hope. I recommend it to anyone who hasn’t read it. Over the last few years, Ravish Kumar has been constantly trolled, threatened and abused by those who do not agree with him. In the past year or so, I've felt that his reportage expressed a sense of wariness even as he continued to speak on all critical issues. In his recent Prime Time episode on the Indian National Congress' manifesto, his voice sounded more confident and more robust. This doesn't mean he is less critical. Ravish Kumar's skepticism of the Congress is very much alive and healthy. It only suggests that he is hopeful that with a manifesto, there are real grounds, issue-based, agenda-based grounds on which to argue, debate and discuss. 2019 is probably in BJP's pockets but the question is what is the long term implications of BJP's rule on India's democracy, governance structure and republican values? 

I've met several educated young Indians here in Chicago that are intent on voting for the Modi government and defensive of the Hindutva-centric majoritarian politics of the BJP. They keep insisting that they know what is best for their country. The implication being that I am an outsider who doesn't know anything. But the point is, the economic, agrarian, political and particularly environmental issues in India are important to us all. It is for many more reasons that I need not explain to anyone, important to me. So I listen to Ravish Kumar, I watch his shows. I know for a fact that many of us Nepalis really tend to think of India as this block of space contiguous to our Terai where we can project all our fears, hatred, anxiety of invasion, disgust and, of course, not the least, desire. This process of “othering” India, turns it into a essential solid mass, a bounded entity in the same way that Modi who blockaded Nepal, wants to do with the country. India is not that subcontinent of darkness. There is Bollywood, there is Modi, there is this and that, and there is Ravish Kumar— a kind of conscience rooted in a language and geography that has participated in the creation of universal values, whether we are willing to admit it or not. All I wonder is whether those adamant to vote for the Hindu right, those who threaten this journalist, actually upon watching an episode of Ravish Kumar, deep in their heart, feel that he is really the voice they ought to listen to. In other words, what is the place from which the hater spews anger? What is their locus of enunciation? The hater is perhaps not self reflexive to realize this, but it has to be that very place of the loss of opportunity, dignity and democratic participation that Kumar has identified as the locus of hatred.

Central Teacher Eligibility Test (CTET) - Introduction

The Central Teacher Eligibility Test is conducted by CBSE for selection of Primary and Elementary teachers in Central Government and other schools.

CTET is a qualifying exam. You are required to pass CTET to become eligible for teaching class I to VIII.

The candidates securing 60% and above marks in CTET will be considered as CTET pass and issued Eligibility Certificate.

Qualifying the CTET would not confer a right on any person for recruitment / employment as it is only one of the eligibility criteria for appointment. School managements (Government, local bodies, government aided and unaided) will give weightage to the CTET scores in the recruitment process.

The validity period of CTET qualifying certificate for appointment will be seven years from the date of declaration of its result for all categories.

There is no restriction on the number of attempts a person can take for acquiring a CTET Certificate.

Minimum qualifications for becoming teacher for class I-V: Primary stage

Senior Secondary (or its equivalent) and passed or appearing in final year of (a) 2-year Diploma in Elementary Education (by whatever name known) OR (b) 4-year Bachelor of Elementary Education (B.El.Ed.)

Minimum qualifications for becoming teacher for class VI-VIII: Elementary stage

Graduation and passed or appearing in final year of (a) 2-year Diploma in Elementary Education (by whatever name known) OR (b) 1-year Bachelor in Education (B.Ed.).

 OR

Senior Secondary (or its equivalent) and passed or appearing in final year of (a) 4-year Bachelor in Elementary Education (B.El.Ed.) OR 4-year integrated B.Sc. - B.Ed. / B.A. - B.Ed. programs.

Candidates can apply online for CTET through CTET official website.

CTET has two papers:

Paper-I will be for a candidate who intends to be a teacher for classes I to V (Primary stage).

Paper-II will be for a candidate who intends to be a teacher for classes VI to VIII (Elementary stage).

A person who intends to be a teacher for both levels (classes I to V and classes VI to VIII) will have to appear in both the papers (Paper-I and Paper-II).

The questions in Paper-I will be based on the topics prescribed in syllabus of the NCERT for classes I-V but their difficulty standard as well as linkages, could be up to the Secondary stage.

The questions in Paper-II will be based on the topics prescribed in syllabus of the NCERT for classes VI-VIII but their difficulty standard as well as linkages, could be up to the Senior Secondary stage.

CTET is pen-paper / written test. All questions are Multiple Choice Questions with four alternatives out of which one answer will be correct. Each carrying one mark and there will be no negative marking.

The CTET 2018 was conducted on Sunday, 09 December 2018.
