La CDMX quiere que sus empleados hagan home office
Mientras que el home office, también conocido como teletrabajo, representa para el gobierno de la Ciudad de México un modelo laboral inexplorado que reporta diversos beneficios, países que llevan más de cuatro décadas explorándolo advierten de resultados ambiguos.
Uno de los principales objetivos de la implementación del programa de trabajo a distancia para 4,000 trabajadores de las dependencias y órganos de gobierno de la Ciudad de México es apoyar a la disminución de viajes de traslado que se llevan a cabo en la zona metropolitana.
Este programa piloto encabezado por la Secretaría de Trabajo y Fomento al Empleo (STyFE), que dirige Amalia García, se implementó desde junio de 2016.
Además del gobierno capitalino, organizaciones no gubernamentales como World Resources Institute (WRI), enfocada en la “transformación de la ciudad para mejorar la condición humana”, recomiendan el Home Office como una solución disruptiva a la movilidad de la Ciudad, en la que diariamente se realizan 30 millones de viajes, 70% de ellos en los sistemas de transporte público.
Entre los beneficios de incentivar el trabajo en casa también se enumera la conciliación entre las cargas laborales con la vida personal y familiar, además de mayor autonomía para la organización de los procesos laborales, el aumento de la productividad y la reducción de costos operativos para las empresas.
“Son soluciones de movilidad, en las que hemos visto resultados de impacto positivo, que tienen que ver con el individuo desde el punto de vista de disminución del estrés, de calidad de vida, reducción de gastos y tiempo en sus desplazamientos, además de una cultura cada vez más responsable de los empleados por trabajar con enfoque en resultados y no por el tiempo en su sitio de trabajo”, explicó Fernando Páez, director de operaciones de WRI México.
  El lado B del home office
Este esquema laboral no es nuevo en países como Finlandia, Suecia, Japón y Estados Unidos, que han medido resultados “muy ambiguos” en su aplicación.
Si bien los trabajadores advierten de un mayor equilibrio entre el trabajo y su vida personal, lo que puede conducir a una mayor motivación y productividad, y las empresas una reducción de la necesidad de espacios de oficina y los costos asociados, también se ha registrado la tendencia a confundir los límites entre la vida laboral y familiar, aumento de las horas de trabajo y el aislamiento de los trabajadores.
De acuerdo con el reporte “Working anytime, anywhere: The effects on the world of work” elaborado por la Organización Internacional del Trabajo (OIT) y Eurofound publicado en febrero de este año, existen tanto efectos positivos como negativos sobre todo entre el balance de la vida personal y el empleo.
Por ejemplo, una encuesta del Japanese Institute of Labor Policy and Traning en 2015 mostró que la 39.3% de los hombres y 36.4% de las mujeres con este tipo de empleos señalaron como una de las grandes desventajas la ambigüedad que se genera entre el trabajo y el tiempo en el que debe de concluir.
De los 15 países en los que se llevó a cabo este estudio, Japón es el país que reporta mayores proporciones de empleados trabajando a distancia de la oficina con 16% de su población trabajadora.
Otro efecto potencial negativo de la implementación del teletrabajo es el aislamiento y la ausencia del intercambio informal de información que se genera en un lugar fijo de trabajo, explica el estudio de la OIT.
Por otra parte, se minimizan los riesgos de salud por estar expuesto a eventos diarios de congestión vial tales como estrés y problemas respiratorios por contaminación.
En ese sentido, el Gobierno de la Ciudad de México deberá de evaluar el impacto de la implementación del teletrabajo con el objetivo de determinar si se cumplen los objetivos principales.
En caso de avanzar con este modelo laboral, también será necesario integrar marcos regulatorios, medidas de seguridad y esquemas de capacitación para estas modalidades laborales, apuntó Paez.

En los últimos años las muertes causadas por enfermedades respiratorias y cardiovasculares han aumentado en un 10% debido a la alta contaminación atmosférica en las grandes ciudades. De acuerdo con la OMS, cada año en México se registran 14mil 700 muertes asociadas a enfermedades provocadas por la contaminación atmosférica, debido a que en nuestro país hay 9 de las ciudades más contaminadas a nivel mundial.
Sorprendentemente, la urbe más contaminada es Monterrey, Nuevo León, que registró 86 PM10 durante 2016; seguido por Toluca, Estado de México, en segundo lugar con 80 PM10; y encontramos a la Ciudad de México en el séptimo lugar con 42 PM10.
También existe la contaminación del aire interior, es decir, que estamos expuestos a ciertas sustancias que se encuentran en viviendas, colegios, edificios, transporte, etc. Según la Fundación Europea del Pulmón, se han detectado 900 compuestos en el interior de edificaciones y algunos contaminantes pueden estar hasta 5 veces más concentrados que en el exterior.
La contaminación del aire interior es el octavo factor de riesgo de enfermedades y se calcula que es responsable del 2.7% de la carga global de enfermedades debido a que entre 1.5 y 2 millones de muertes al año podrían estar relacionadas con dichos elementos.
Además de los contaminantes exteriores, en el interior de los edificios se pueden encontrar contaminantes como el humo de tabaco, combustibles, materiales de limpieza, alérgenos como pelo y caspa de mascotas o plagas, plantas, polvo y humedad, también es un factor importante la construcción deficiente porque lleva a una ventilación pobre.
Esto quiere decir que debemos tomar medidas para lograr conservar una buena salud, más cuando no podemos detener nuestro ritmo de vida ya que cada vez los seres humanos pasamos más tiempo en interiores. Una buena ventilación en lugares cerrados es esencial cuando permanecemos mucho tiempo en un mismo lugar y si a esto se le agrega un sistema de filtración de aire, se pueden contrarrestar los efectos nocivos a la salud por la contaminación y agentes que encontramos en el aire.
Existen estándares para la ventilación y la calidad del aire en interiores como los publicados por el Instituto Nacional Americano de Estándares (ANSI por sus siglas en inglés), que establece los requerimientos necesarios para que un edificio cuente con la circulación de aire adecuada para el bienestar de las personas. Es decir, específica los niveles mínimos de ventilación que son aceptables para el consumo humano y no sólo eso, también designa qué tanto se debe filtrar el aire dependiendo de los niveles de contaminación exterior, ya que se debe introducir aire por los sistemas de ventilación a 17 CFM por persona (pies cúbicos al minuto por persona).
Por otro lado, los sistemas de purificación y filtración son indispensables al hablar de este tema, ya que en el aire de una ciudad desarrollada podemos encontrar contaminantes que son sumamente nocivos para la salud de las personas; por ejemplo, el dióxido de azufre, el dióxido de nitrógeno, el monóxido de carbono e incluso el ozono.
Un sistema con tecnología estándar puede ser de ayuda, pero por lo general los limpiadores existentes en el mercado contienen filtros porosos muy densos, que al intentar detener el polvo, los agentes en el aire y partículas, también detienen el paso del aire causando un declive en la presión con la que circula el aire dentro de un edificio.
