It some ways Scepter 4′s admission process had become almost exclusive. Munakata only wanted the best working for his organization. Recruitment was at an all-time low, but the current members were young and able bodied enough that it did not cause much need for concern. Still, there had to be an active interest in wanting to join the organization, so the decision to allow internships had been made. Perhaps through these internships people would fully understand what it meant to be a member of Scepter 4 and how it officially ran behind the scenes.
This wouldn’t be the first year Scepter 4 started internships. The only requirement in order to be accepted was to maintain a high GPA. As these were interns and not full-fledged members of the organization, Munakata did not see it a necessity to condemn them to stricter policies. He did, however, remind them that should they follow this path the process to become a certified member of Scepter 4 was arduous if not rewarding.
The speeches Munakata made when welcoming new interns weeded out unnecessary baggage. Those that stayed were respected whereas those that left were scrutinized. He had not the time nor patience to deal with children who thought they could make it easy.
Still, no matter how many interns they took in under their wings, Munakata felt it necessary to personally check in with each and every one. He trusted the men under his command to watch out for their interns, but Munakata would be lying if he said he wasn’t antsy about meeting some of possible future recruits. 
He had long since prepared his schedule to be clear prior to sending an email to one of the interns in particular. It read:
Dear Akane Maruyama,
As you are off this coming Saturday, I would like to take the opportunity to evaluate your experiences thus far as an intern at Scepter 4. Though I know it is sudden, I would appreciate if you set aside your plans for the entire day. I aim to also evaluate your presence when on the field.
I look forward to your response, as your progress.

That Saturday morning he wait in his office with a cup of tea left untouched before him, fingers stapled together as he quietly watched the morning news.
