Toffee: vaguely aware of PTSD in that he understands that bad things happening to you can mess you up, copes well enough to function in day to day life but you can't say he's thriving.
Pythor: tried to convince his court ordered therapist he has PTSD, failed because Ninjago's psychiatric community doesn't believe serpentine can get PTSD. He is coping extremely poorly with his PTSD.

Toffee is incredibly protective of Pythor around the Butterfly family on account of the fact that he has a solid reason to believe any one of them could try to kill his boyfriend. Eclipsa made the spell that kills septarians, Moon used it on him, and Star straight up melted him, so you can imagine his wariness around them. Every time Star talks to Pythor, Toffee glares at her. Around Toffee's friends and frankly most strangers he's completely different, he really wants Pythor to have friends because he knows how lonely he is.

Currently planning on having Toffee realize he's in love with Pythor after the events of Day of the Departed, which is quite a feat on Pythor's part, considering Toffee's just witnessed him A) try to murder a teenager, and B) get beat up by said teenager.

Now, this is going to sound mean, but I imagine that the general in-universe reaction to Toffee and Pythor being a couple is "what does Toffee see in this loser?"
Knowing about their respective backstories will not improve this sentiment (Toffee: feared and respected general, brilliant strategist, probably a folk hero. Pythor: con artist, almost got everyone killed.)

Toffee and Pythor meeting each other's enemies
In ninjago, nonhuman factions are treated with very little nuance or sympathy, especially in it's early seasons. Thus, when Pythor(who's whole M.O is calling on a more powerful villain) shows up with a mysterious regenerating lizard warrior, the ninja are extremely worried, doubly so when Wu has no idea who it is, and triply so when he does know who Wu is.
By contrast, Star Vs is fairly chill about non humans early on, post-cleaved, when Toffee shows up with Pythor in tow, the Butterfly's, Marco and everyone else is pretty used to non humans, so Pythor being an 8'5 snake man doesn't register (considering they aren't from Mewni, serpentine might not even count as monsters). I intend for Pythor to convince them he's a prince, but given their royalty themselves, this doesn't do anything to keep them from seeing him as a loser(his full body burn might give them pause).
Unlike the ninja, I don't know what the Butterflys+Marco will think is going on when they meet Pythor. Maybe they think Toffee got himself hired as a body guard, but they wouldn't have that dynamic at all, even when they're with the Butterflys and thus not acting like a couple, they'd clearly be equals. Thinking that Pythor is working with him might make sense at first, but the longer they talk to him the less they suspect him of that(he's good at coming off as someone who isn't doing anything shady, which is a good skill to have as a con artist). More likely they think he's being manipulated, and, of course, when this possibility is brought up he dismisses it, how dare you accuse his dear friend Toffee of doing such a thing? He is offended on his behalf!
I imagine the general reaction to learning about the relationship is, roughly, "oh, yeah, that actually explains most of my questions"

Eclipsa is the first to find out for another reason; once she finds out why, exactly, Toffee is hanging out with Pythor, she's happy to keep it a secret, as she, of all people, understands very well that keeping a relationship secret can be a matter of safety for both partners, as opposed to shame. Her lips are sealed.

Hmmm, in terms of who figured out about Toffee and Pythor's relationship first, it's Eclipsa, no contest. Toffee and Pythor are trying to hide this relationship from the Butterfly family, but Eclipsa is both savvy enough to pick up on subtler signs and cares enough about Toffee to, like, notice when he's happy around someone. Marco(no longer going by Marco) is probably the second by a wide margin, Star and Moon, might not be far behind. The three of them may actively hate Toffee, even after Cleaved, once he shows up, their going to be focused on spotting any malicious plots he's got going. I think they're actually going to have to witness a tender moment to realize anything romantic is going on here. Even then, I don't imagine them believing it right away. They might have trouble believing Toffee can feel love.
