I continue to have issues with this framing.
Water is not a scarce resource. Water that is used to cool a data center heats up and evaporates and comes back down as rain.
The entire issue with water scarcity is that water is not necessarily in the places people need it to live, in the quantities needed.
Water used in cooling data centers doesn't actually touch the machines, because water and electricity don't mix. What we should be doing is piping ocean water to data centers. (Yes, this involves a very long pipeline, but bad as salt water would be if there was a spill, it's nowhere near as bad as oil.)
The heat of the computers heats the ocean water as the ocean water cools the computers, so the heated ocean water is dumped into what is essentially a giant still under a steam turbine. The steam turbine rotates because of the steam from the heated water, providing some electricity to offset what's used by the data center. The steam then collects in a pipe and dumps out the other side, cooled and condensed, as pure water. The data center has a contract with a bottled water corporation to come get the purified water and bottle it and sell it, and a contract with some company that sells sea salt to collect the salt at the bottom of the still periodically (it's built in a way that allows this to be done safely without interfering with the cooling). Data center makes money, cools its machines, produces drinkable water and edible sea salt. Bottling corporation has been cut off from natural sources of water, not allowed to bottle natural water in places with a water shortage anymore, but you're allowed to bottle the water the data center makes. The pipeline is paid for by the data center, the bottling company, the sea salt company, and probably some other entities -- like you could split off some of the sea water into a network of pipes intended for rich people's swimming pools. Swimming pools full of ocean water will naturallly evaporate water into the sky where it comes back down as rain , some of which will hit the water table in the area where the rich people live, and meanwhile rich people are no longer stealing water that people need to live.
With enough seawater piped in from the ocean, we could use solar power to heat it, run steam turbines, use the power to power the pipeline, and get clean drinkable water and sea salt as the "waste" products. Send it into the desert, where there's so much sun that the solar power and consequently steam power may actually be greater than what the pipeline needs for pumping the water, and there's electricity left over to feed the grid.
I am getting very very tired of "water shortage!" On Earth, water is neither created nor destroyed. But drinkable water can be rendered undrinkable... and vice versa. Using water to cool off computers does not in fact render the water undrinkable, so they could be endlessly recycling the same goddamn water for their cooling if they make it loop deep underground long enough to cool it off, or pulling it in, sending it off to be bottled, and then people will drink it, piss it out, and it's back in the water table again. But if you do this in a water poor area, you're being shitty, because people and animals and plants needed that water more directly. So... invest in getting more of Earth's water to places where it's needed by humans, and desalinating it! We have the technology, and if you use the right means to desalinate the water you could make it damn near energy neutral.
You wanna bitch about the data centers that run AI overconsuming, talk about electricity, because we're not heavy enough into solar and wind and hydro to prevent them from burning fossil fuels. Stop bitching about the fucking water. Water that was used to cool a data center is still drinkable after it's used for that as long as the pipes used to carry it through the machines are not made of a substance that can leach into the water. It can also be recycled. It's not destroyed by using it to cool things! At worst, it's evaporated and sent back into the atmosphere, where maybe it will come down in the ocean where we can't use it. Or maybe it will come down right near the data center. Weather's not predictable.
This is a technology issue, not a "this is an unavoidable reality of using AI" issue. If all the power was solar and wind and all the cooling was recycled water or sea water, the environmental impact of those data centers would be solely on what was done to get the materials to make those machines, and if we figure out how to recycle the machines we already have properly and safely, we can fix that too... the materials in question are elements. You don't destroy an element by mining it and putting it in a machine, but since the machine wears out, you've used it up, if we can't figure out how to recycle it back out of the machine.
There are a lot of things wrong with AI. "They use too much water" is not really one of them.
Y'all I know that when so-called AI generates ridiculous results it's hilarious and I find it as funny as the next guy but I NEED y'all to remember that every single time an AI answer is generated it uses 5x as much energy as a conventional websearch and burns through 10 ml of water. FOR EVERY ANSWER. Each big llm is equal to 300,000 kiligrams of carbon dioxide emissions.
LLMs are killing the environment, and when we generate answers for the lolz we're still contributing to it.
Stop using it. Stop using it for a.n.y.t.h.i.n.g. We need to kill it.

Water also destroys computers, and anything that runs off electricity, so the odds that this cooling process involves dumping the water straight up directly onto the machines seems really, really unlikely. I would assume that water heat sinks involve pumping cold water through pipes in the machines, not literally dumping water on computers.
The ocean is very, very, very, very big. Also rising. If you consumed as much ocean water as there is drinkable water on the planet, you'd see an effect, sure, but you could literally remove billions of gallons of water from the ocean and have it be a proverbial "drop in the bucket". Since the tides are constantly sloshing the water in the ocean around, there will be no local "we drained a lot of water in this one coastal region so now the water is low there" effects; drain water in one region and the tide will fill it back in more or less instantly. It's the ocean, not a lake.
What you'd have to be careful about is the impact on fish and other sea life so they don't get sucked into the pipeline. Fine grates, maybe pumping in pulses so if a fish gets sucked against the grate the suction will be gone in a second so they can get out of there... maybe there are sounds or colors that could be employed underwater that would drive most sea life away. Don't put the entrance to the pipeline on the beach or directly on the sea bed; it should probably sit inside the water at a reasonably deep coastal level but with plenty of clearance, so as to not suck in sessile creatures who live on the bottom.
The pipeline itself would consume electricity -- the ocean's at the bottom of the gravity well of the planet's surface, you can't use gravity to passively pull the water back out. But by employing wave turbines, you can recapture a lot of the energy you put into pumping back out as power you can reuse. No such thing as a perpetual motion machine, but if by using seawater to fuel solar steam plants in places like deserts you can make back more energy than you had before, you've got a net positive outcome in terms of energy.
Issues to consider:
A salt water pipe breaking would be almost as toxic as an oil pipe breaking. And salt's corrosive to metal. You'd have to be careful what you made it out of, be constantly checking, and have baffles that will drop the moment there's a loss of local water pressure anywhere in the pipe, and a means of instantly and automatically stopping the pump if that happens. And protection of the pipeline to stop bad actors from deliberate sabotage.
Solar power plants can have an impact on the local environment if they block sun that plants and animals need. On the other hand, global warming suggests that what plants and animals need right now is a lot less sun overall, so creating areas of shade in places that don't have them might actually be good for the life in those places.
The whole system requires a lot of industries to cooperate. If solar steam plants or data centers dump their salt in giant piles in the desert rather than letting spice companies sell it as sea salt, this could be very bad for the environment. If rich people are allowed to fill their swimming pools with it, this has enormous political benefits for the pipeline because as soon as the rich feel entitled to it, they will make sure it stays working and stable, but then what happens if the data centers need more and more?
I don't pretend to have all the answers but I don't think any of the difficulties are insurmountable. Humans are using very, very little of the resource of ocean water, on a planetary basis... a resource we're getting more and more of as the seas rise, and as the heat dries up freshwater sources on land, we're going to need desalinization on a massive scale. Integrate that desalinization with industries that need to use water but it doesn't have to be fresh water, especially industries that could turn moving water or heated water into power in a way that's clean, and we could build a system that helps to solve multiple problems at once.
(BTW, this is not an issue of AI. This is an issue of data centers. The whole goddamn internet is to blame, not just AI, and even if AI collapsed and burned tomorrow we would still need to do something about cooling our data centers without using up drinkable water.)

Those questions have made it more difficult to create more efficient processes using evaporation, but now researchers from the University of Houston have reported answers to what happens at that interface, addressing 20 years of conflicting findings. The work was reported in the Journal of Physical Chemistry.
The temperature discontinuity was first reported in 1999 by Canadian researchers G. Fang and C.A. Ward, who noted that they were unable to explain the phenomenon through classical mechanics. The new work solves that mystery.
Hadi Ghasemi, Cullen Associate Professor of Mechanical Engineering at UH, said the new understanding eliminates the "bottleneck" that has complicated predictions and simulations of processes involving evaporation.

A gigantic aquifer of mostly freshwater, hugging the coastline from New Jersey up to Massachusetts, sits below the ocean floor. It contains at least 2,800 cubic kilometers (that's about 739 trillion gallons) of liquid. That's enough water to fill 1.1 billion Olympic-sized swimming pools.
It's the biggest known undersea, freshwater aquifer on Earth. But more importantly, there may be other such freshwater aquifers like it throughout the world, a potentially huge natural resource on a planet with a steadily growing population.
The discovery was made by researchers from Columbia University and the Woods Hole Oceanographic Institution while they were doing a survey of the sea floor off the US northeast coast, according to the study, published last week in the journal Scientific Reports.
Since at least the 1970s, companies in the region drilling for oil on the sea floor would sometimes hit pockets of fresh water, but it was unclear as to how much water was down there.
"We knew there was fresh water down there in isolated places, but we did not know the extent or geometry," Chloe Gustafson, a PhD. candidate at Columbia University and the study's lead author, said in a statement. "It could turn out to be an important resource in other parts of the world."
In 2015, Kerry Key, a geophysicist at Columbia University, and Rob Evans, a geologist and geophysicist at Woods Hole Oceanographic Institution, dropped special instruments to the ocean floor near those old oil drill holes to measure electromagnetic fields and map the water. Since freshwater is not as good of a conductor of electromagnetic waves as salt water, the freshwater stood out.
Their research showed the aquifer, which lies about 600 feet below the ocean floor, ran from the shoreline out to as far as 75 miles away from the coast.
So how did the freshwater get there? The researchers theorize the fresh water in the aquifer was ice that melted after the last ice age and got trapped in sediment that was rocky. They also think that the aquifer is being fed by underground runoff from the shore.
Gustafson, Key and Evans hope their research can be used to pinpoint other undersea coastal aquifers around the world that could be "a potential resource in regions where onshore freshwater resources have diminished."
The freshwater in the aquifer would still need to undergo desalinization before it could be used for drinking water, because the water is slightly salty since it does mix a little with the saltier ocean water.
