Competitiveness rides on cutting-edge technology
LAHORE: Pakistan is losing competitiveness in most of the areas largely due to continuous inrush of refurbished machines/equipment at a time when disruptive technologies are shaking the foundations of some of the biggest global corporations.
We are still operating plastic molding machines built in the nineties. They are inefficient, low-capacity, energy-guzzling relics from the past compared to the modern ones, which can produce four times more while consuming the same power.
Now if some entrepreneur books a refurbished version of a machine, modeled in 2007, having double the efficiency than the nineties version, he would still be operating at half the capacity of the latest version.
Manufacturers using outdated machines may be able to operate in the local market for a while but they stand no chance of penetrating the foreign market. They may even lose their domestic market to imports in few years.
We are using refurbished boilers, spindles, looms, and whatnot. Even the established manufacturers are mostly expanding their capacities by adding used machines.
Pakistani textile entrepreneurs were once considered to be the most enlightened businessmen, but when the textile sector came under stress seven years back many of the survivors acquired the closed units (with old machines) to increase their capacities. They managed to survive for three to four years but now, burdened with obsolete equipment, are unable to compete globally.
This has happened in all manufacturing sectors, where entrepreneurs with spare money bought the closed units of their competitors. They never realised that if they failed to upgrade their technology their entire investment would meet the same fate.
We have to change the mindset of our businessmen. Instead of buying closed units they could have gone for new latest machines. With the amount they spent on buying closed mills they would have been able to add fewer highly efficient machines that consumed less power, needed less manpower and produced more.
Everyone is aware of the fact that replacing a complete manufacturing unit is an uphill task; however, replacing 10 percent of the machinery every year is a viable option. It is vital that the mill/factory is regularly upgraded and you do not keep sitting on 10 years old equipment that is likely to collapse at the same time.
We have seen operators reused millions of spindles cannibalized from the sold out spinning mills instead of buying new ones. The weavers added the machines in the same way. Hundreds of garment-making and knitting units were shut down in last decade but all the machines were bought by the existing players preferred buying tons of obsolete hardware over fewer states of art computerized machines. It resulted in higher cost of production and products.
Someone in another country is making the same product at much lower cost with most efficient machines. The low labor cost advantage of Pakistan is nullified by the lesser power consumption and reduced workforce.
Unfortunately the exporting sector has suffered because of its inability to upgrade technology. Some non-exporting sectors that kept themselves abreast with innovation have ventured into exports. Sugar for instance is being exported this year without any government subsidy because of better equipped sugar mills.
The cost of Pakistani cement is lower than the imported cement of comparable strength because all the mills are using latest technology. Millat tractor obtained an export order for 16000 tractors as soon as it upgraded its technology and rolled out tractors with Euro II engines.
Under the prevailing circumstances, the purchase and use of noncurrent machines at the local level cannot be stopped but the import of older and refurbished machines should be banned, while entrepreneurs must be encouraged to buy latest technology.
