Outlook for Student Insurance in 2019
The new tax plan is law.  Coming in 2019 there will no longer be a tax penalty for not having health insurance that meets the minimum requirements set forth in the Affordable Health Care Act enacted by President Obama.  Unfortunately this is expected to result in the increase of uninsured Americans.  Additionally In recent times Institutions of Higher Education have been dropping their student health insurance plans as the need to make sure each student attending classes has health insurance diminished with the Federal Government checking everybody’s insured status at tax time and setting up new resources for health insurance.
Fortunately markets still exist and Institutions of Higher Education will once again be able to have in place for their students low out-of-pocket student health insurance without their students having to face tax penalties come tax time for not meeting the minimum requirements of having an unlimited maximum benefit and no exclusion for pre-existing conditions set forth in the Affordable Care Act. 
Before the Affordable Care Act Institutions of Higher Education typically would allow students to waive the insurance coverage they offered if a student documented insurance of equal or greater value through an insurance they had in place, typically through a parent or employer.  Plans Institutions had in place would typically range from $100,000 to a $1,000,000 maximum benefit with deductibles typically around the $500 range and 80/20 co-insurance and low premiums.  Insurance companies would aim for an enrollment of about 20% or greater of the student population in these plans.  Although in the past these plans did not cover pre-existing conditions or have unlimited maximum benefits they worked well for a majority of the students participating.  The plans were also a great resource to check that there were not uninsured students attending classes.  Going forward I do anticipate student insurers to drop these 2 specific benefits that we saw from the Affordable Care Act in the plans that they will offer to Institutions of Higher Education for 2019 and beyond.  However, if they choose, Institutions that have a higher enrollment and premium volume generated for their student plan will likely still be able to utilize a plan that contains these 2 benefits as the premium volume will compensate for claims generated by plan participants from these 2 benefits.
Although in 2019 there will no longer be a health insurance mandate in the United States, the Health Insurance Marketplace still likely remains as a resource for students.  Subsidized plans offered through the Marketplace will continue to be a competitor to student health insurance plans offered with benefits structured to meet the needs of a participant come 2019 in cost.  Another competitor to student health insurance plans is the expansion of Medicaid that occurred when the Affordable Care Act was put into place.  There are more resources for health insurance today then before the Affordable Care Act, but with the low premiums, low out-of-pocket costs, the freedom of providers and the ability to keep students in attendance insured we should see a rise in Institutions that offer these health plans in the near future.
