As the dust settles on Vladimir Putin’s post-inauguration cabinet reshuffle, the presidential administration has issued a new set of media guidelines for its propagandists. Documents obtained by Meduza show that the Putin administration has instructed Russian state-controlled and pro-Kremlin media outlets to focus their coverage on a very particular set of changes in the government. 
The guidelines make no mention of Putin’s decision to replace his longtime Defense Minister Sergey Shoigu with economist Andrey Belousov (though it’s possible that these instructions are contained in a separate document). Instead, the guidelines Meduza obtained highlight the following former regional governors who were promoted to ministerial positions:
Industry and Trade Minister Anton Alikhanov, the former governor of Kaliningrad
Minister of Sport Mikhail Degtyarev, the former Khabarovsk Krai governor
Transport Minister Roman Starovoyt, the former Kursk regional governor
Energy Minister Sergey Tsivilev, the former Kemerovo regional governor who happens to be married to Putin’s cousin’s daughter, Anna Tsivileva (née Putina).
Per the instructions, the Putin administration “recommends” underscoring that these ministers earned their promotions through “effective work.” For example, the document says that Sergey Tsivilev “proved himself” by “managing a complex region with its own specifications” — without providing further details. It makes no mention of the corruption scandals linked to the Tsivilev family or their ties to Putin. 
Likewise, the guidelines fail to mention Roman Starovoyt’s ties to billionaire brothers Arkady and Boris Rotenberg — two of Putin’s closest friends. Instead, the document describes Starovoyt as “battle-tested,” since the Kursk region, which borders Ukraine, is “on the front line” and regularly comes under shelling. 
In the case of Mikhail Degtyarev, the document describes the former Khabarovsk Krai governor’s experience “leading a complex region” and “gaining voter support.” It provides no details on the “complexities” in question, failing to mention that Degtyarev replaced former Khabarovsk Governor Sergey Furgal, whose arrest sparked mass anti-government protests in the region in 2020–2021. 
The instructions also suggest playing up the fact that Starovoyt and Degtyarev are graduates of the “school of governors,” as the Russian Presidential Academy of National Economy and Public Administration (RANEPA) is colloquially known. The guidelines describe the “school of governors” as a “real pillar of support for the president,” while highlighting that the acting governors Putin appointed as replacements are all current or former RANEPA students. 
Finally, Anton Alikhanov is presented as “one of [Russia’s] youngest governors” (at 37, Alikhanov is just slightly older than Yamalo-Nenets Autonomous Okrug Governor Dmitry Artyukhov, who just turned 36). The guidelines also instruct propagandists to mention that Alikhanov acts as a mentor for the Leaders of Russia competition, one of domestic policy czar Sergey Kiriyenko’s pet projects. 
Pro-Kremlin media are also supposed to emphasize the “success” of Putin’s personnel policy. “[Putin] always chooses the best,“ the document says. “His selection of candidates for leadership positions has always been unerring and thoughtful.” 
The manual neglects to mention the fact that some of Putin’s former appointees have become embroiled in corruption cases or caused conflicts within his inner circle. Or the fact that one of Putin’s close allies — the late Evgeny Prigozhin — staged an armed mutiny just last year.

Kursk governor Roman Starovoyt said that the region bordering eastern Ukraine was “massively attacked” by Ukrainian UAVs. In Belaya village, less than 25 kilometers (16 miles) from the border, “a Ukrainian drone dropped two explosive devices on a substation”, he said on Telegram. “One of the transformers caught fire. Five settlements and a hospital were cut off from power supply. Fire crews rushed to the scene,” he added. “Power will be restored as soon as it is safe to do so.” The governor warned citizens that “due to the danger of self-destruction of downed UAVs, it is forbidden to touch their debris, approach them or take photographs”. Russia earlier said it had destroyed two Ukrainian drones on Thursday evening over the neighboring Belgorod region. The defense ministry said the first drone was “thwarted” at about 5:00pm (1400 GMT), while a second was brought down around four hours later. The Belgorod and Kursk regions, south of Moscow, border eastern Ukraine. Kaluga region is closer to the Russian capital. Since Ukraine launched its counter-offensive in early June, Russia has weathered waves of drone attacks that have sporadically damaged buildings, including in Moscow. Kyiv has targeted Russian cities with almost daily attacks in recent months of Moscow's offensive, ongoing for 19 months. Kursk is around 90 kilometres from the border with Ukraine. Meduza: Russian officials arm-wrestle to propose the perfect punishment for ‘traitors’
The competition among prominent Russian political figures to out-patriot each other escalated to new heights over the weekend. There were at least two separate scandals that led to senior state officials threatening supposed “traitors” with a violent execution.
The more isolated incident involves Kursk regional parliament deputy Maxim Vasiliev and his wife, Kursk city councilwoman Svetlana Vasilieva, who vacationed over New Year’s in Mexico, whence the couple shared a video of Maxim drinking alcohol and celebrating in Spanish. After the footage circulated online for a few days, Kursk Governor Roman Starovoyt announced his anger and urged Vasiliev’s colleagues to investigate his behavior, suggesting that voters would likely punish him in the next elections. Speaking more directly, United Russia General Secretary and Senator Andrey Turchak called the Vasilievs “shit” and wondered aloud if “Wagner’s sledgehammer” would be needed to persuade them to resign from their positions. For his part, Maxim Vasiliev told the newspaper Kommersant that his Mexico video was meant for friends and family, not the general public, and was thus taken out of context.
Meanwhile, journalists at Mozhem Obyasnit used FlightRadar to track private jets tied to Russian state officials, learning that Chechen leader Ramzan Kadyrov flew to Dubai, Industry and Trade Minister Denis Manturov vacationed in Istanbul, and Tatarstan President Rustam Minnikhanov relaxed in the Maldives over the New Year’s holidays.
One more thing: also over the weekend, Governor Starovoyt posted his own video showing him enduring a macho week in a local bootcamp run by the Wagner private military company. According to political analyst Tatiana Stanovaya, Starovoyt’s bootcamp visit boosts the “horizontal” networking resources of Evgeny Prigozhin, Wagner PMC’s nominal owner, who she says has been trying to level up from a mere businessman to a major political player with real clout.
The other controversy that resonated even more loudly in Russia over the weekend began with actor Artur Smolyaninov telling the newspaper Novaya Gazeta Europe that he’d fight on Ukraine’s side if forced to join the war. (Ironically, Smolyaninov is best known for starring in the Russian war film “9th Company.”) Federal investigators in Russia are now under orders to open a felony case against Smolyaninov.
Following the interview, Russian Security Council Deputy Chairman and increasingly unhinged blogger Dmitry Medvedev alluded on his Telegram channel to “renewed discussions about traitors” and suggested that Russia should respond “either ‘by the law’ or ‘by justice.’” Medvedev then explained that “special wartime rules” could be introduced “if the law does not work or does not achieve its purpose.” Citing Smolyaninov’s comments, State Duma deputy and television propagandist Evgeny Popov later suggested adopting legislation that would annul the passports of Russians whose “speech threatens the state.”
In a rare public show of disagreement, Federation Council Constitutional Legislation Committee Chairman Andrey Klishas objected to both Medvedev’s and Popov’s suggestions, describing the latter as “competing with Ukraine to violate the rights of your own citizens” and the former as premature without martial law formally adopted by the State Duma and signed by President Putin. State Duma Defense Committee Deputy Chairman Yuri Shvytkin and State Duma Security Committee Deputy Chairman Ernest Valeev later supported Klishas’ remarks.
The next day, an adviser to the acting head of the self-declared “Donetsk People’s Republic” told the state news agency RIA Novosti that Russia must resurrect the Stalin-era “SMERSH” (Death to Spies) counter-intelligence agencies that policed the USSR’s “subversive elements.” State Duma Defense Committee member Andrey Gurulev promptly endorsed this idea, stressing that SMERSH is especially needed in the four recently annexed regions of Ukraine, where there are “a bunch of spies, hiding scouts, and so on.”
