If we see the entire Khanshar part of the movie, the only person who was acting like how a leader should act was Radha Rama. She called a ceasefire to save Varadha just because her father wanted him as Lord and she wouldn't disobey him. Rudra and Bhaarava caused chaos for their respective goals, Lords and Governors acted to gain power and Varadha and co. were busy surviving. But this lady tried so hard to maintain order and semblance of peace, possible in Khanshar, irrespective of her personal feelings about the parties involved.

Even in the first half, she didn't exactly want to kill Aadhya as she planned for Deva to rescue her. She wanted to cause war between Varadha and Deva and actually didn't seem to care much about Aadhya or her father, other than how she can use them to fulfill her goals.

Radha Rama was quite an upstanding villain.
