This makes data-mining and policing activities online as important as, if not more than, surveiling people IRL. Enter Pegasus – spyware developed by an Israeli defence firm called NSO Group, which enables users to access the encrypted communications data of any type of smartphone. Pegasus was first released into the global market in 2011 and sold exclusively to intelligence agencies, ostensibly for investigations pertaining to organised crime syndicates, terrorist attacks, and trafficking. In one of its first publicised successes, Mexican authorities used Pegasus to capture the drug lord El Chapo. But even in its earliest days Pegasuswas being used to monitor civilian activities; the Mexican government was also spying on political dissidents and journalists. The UAE used Pegasus to thwart any inklings of protest movements, Saudi Arabia to track women’s rights activists and, more famously, the Washington Post journalist Jamal Khashoggi (who was killed by Saudi agents in 2018). India was keen on the technology, and in 2021 the independent newspaper The Wire was one of the investigating bodies of ‘The Pegasus Project’ which broke the story of the extent of Pegasus’s capacity for surveillance. Despite New Delhi’s insistence that the allegations of India’s use of the technology were ‘baseless’, Pegasus was found on hundreds of Indian phones, including leaders of the BJP’s opposition parties, journalists, activists and lawyers. Dozens of people from the Kashmir Valley – separatist leaders, human rights activists, journalists, politicians – were targeted. Since its creation in 2011, Pegasus had grown ever more sophisticated. As smartphone technologies evolved, so did Pegasus, allowing for the remote access of all data stored on a phone: texts, emails, images, contacts, browsing histories. Cameras and microphones could be externally activated and controlled, calls intercepted, and a phone’s location tracked. In 2016 NSO Group released an update called Phantom, the brochure for which – leaked by Vice – reads ‘Turn Your Target’s Smartphone into an Intelligence Gold Mine’. On the front page is a note that explains how a phone can be used to wiretap a room. ‘The Phantom Advantage’ the brochure continues, is essentially ‘unlimited access’ to a target. Israel’s tactic of espionage diplomacy has also resulted in nation states subtly shifting their foreign policy to favour Israel, so that they may build strong enough bilateral relations to purchase defence technologies. Mexico and Panamafor instance, the New York Times reports, began to align their positions with Israel in key UN votes so they could access Pegasus. By the 2000s, Israeli weapons companies were increasingly privatised, attracting foreign investment – particularly American – and especially to the largest growing sector of its economy: cyber weapons and surveillance infrastruc-ture, which had initiated a new industry worth billions of dollars. By the time Pegasus entered the global market, cyber weapons outvalued fighter jets in their strategic importance. NSO was born in 2010, in a former chicken coop just outside Tel Aviv. The owner of the building had realised that coders were more profitable than poultry. NSO moved in, and developed the first prototypes of what was to become Pegasus. From as early as the 1980s, a tenth of the Israeli workforce was already employed by the arms industry. Pegasus is classified by many as a ‘weapon’, and The Wire reported reported of a ‘strong possibility’ that Pegasus was obtained by India in 2017, when Modi first visited Tel Aviv.

This time in New Delhi/ Gurgaon, I saw 3 places.

After a delicious lunch of Raj Kachori at Haldiram's at Chandani Chowk, we decided to explore the surroundings.
Two of our friends dropped out seeing the heat. Two of us headed to Red Fort. The Sun was high and sucked us dry. The hat was just a summer formality. I had a severe headache the entire day after returning from Red Fort. That's the only thing I remember after Raj Kachori.

While returning from Munsiyari/ Haldwani - Delhi to Mumbai, I was clear that I will be in the shade or indoors.
The day started with an early morning breakfast at Andhra Pradesh Telangana Bhavan at Janpath, where you will remember my excitement of seeing peacocks in the city limits!
Exit from gate number 4 of Janpath Metro station to walk around 1 km to Andhra Pradesh Telangana Bhavan Canteen.
As the Sun rose up, I explored the Metro Museum in Delhi. This museum is an open museum located in the concourse level of Patel Chowk Metro Station. A complete history from inception to action of the Delhi Metro is showcased. There are working models of the tunnel machine, complete with the sound of drilling underground at the press of a button. And the length of the tunnel excavator machine is like a long train. The scaled down model of this tunnel machine is again a working model! Rock samples extracted while tunneling are on display. I purchased a small souvenir of the first Metro ticket. It is a coin shaped plastic token, that was inserted in the slots at the Metro gates. I don't know if Mumbai had a similar ticket.
Then I went to Gurgaon by Metro. No stepping out in the Sun and my friend had come with his brand new Mercedes Benz in Mohave silver color to pick us.
From Metro to his home and then to an air conditioned place, the MUSEO Camera. This 3 storeyed place is huge and a photography enthusiast can easily spend hours here. We even met the curator of the museum Aditya Arya, who has himself contributed to a lot of exhibits on display. The old and large collectible cameras were in working condition.

We then had a delicious lunch, again inside the plush cafeteria of the museum.
As our time to catch the train to Mumbai approached, we were dropped at the railway station by my friend.
It was evening. Though it is still hot and dry, the severity is much less.
The return journey in Delhi was more rewarding than the previous one.
At both times, we were free of our heavy bags and were unhindered by weight.
Overall, a nice experience.

India plans new security testing for smartphones, crackdown on pre-installed apps
NEW DELHI (Reuters) – India plans to force smartphone makers to allow removal of pre-installed apps and mandate screening of major operating system updates under proposed new security rules, according to two people and a government document seen by Reuters.
The plan for new rules, details of which have not been previously reported, could extend launch timelines in the world’s No.2 smartphone market and lead to losses in business from pre-installed apps for players including Samsung, Xiaomi, Vivo, and Apple.
India’s IT ministry is considering these rules amid concerns about spying and abuse of user data, said a senior government official, one of the two people who spoke to Reuters on condition of anonymity as the information is not yet public.
“Pre-installed apps can be a weak security point and we want to ensure no foreign nations, including China, are exploiting it. It’s a matter of national security,” the official added.
Chinese manufacturers account for more than half of all smartphone sales in India.
India’s minister for state for IT, Rajeev Chandrasekhar, however, said the news was “plain wrong” and that “there is no “security testing” or “crackdown” as story suggests”.
He added, in a post on Twitter, that there was an ongoing consultation between the government and the industry.
He did not elaborate.
India has ramped up scrutiny of Chinese businesses since a 2020 border clash between the neighbours, banning more than 300 Chinese apps, including TikTok. It has also intensified scrutiny of investments by Chinese firms.
Globally too, many nations have imposed restrictions on the use of technology from Chinese firms like Huawei and Hikvision on fears Beijing could use them to spy on foreign citizens. China denies these allegations.
Currently, most smartphones come with pre-installed apps that cannot be deleted, such as Chinese smartphone maker Xiaomi’s app store GetApps, Samsung’s payment app Samsung Pay mini and iPhone maker Apple’s browser Safari.
Under the new rules, smartphone makers will have to provide an uninstall option and new models will be checked for compliance by a lab authorized by the Bureau of Indian Standards agency, the two people with knowledge of the plan said.
The government is also considering mandating screening of every major operating system update before it is rolled out to consumers, one of the people said.
Reuters was first to report the deliberations on Tuesday.
A Feb. 8 confidential government record of an IT ministry meeting, seen by Reuters, states: “Majority of smartphones used in India are having pre-installed Apps/Bloatware which poses serious privacy/information security issue(s)”.
The closed-door meeting was attended by representatives from Xiaomi, Samsung, Apple and Vivo, the meeting record shows.
The government has decided to give smartphone makers a year to comply once the rule comes into effect, the date for which has not been fixed yet, the document added.
The companies did not respond to a request for comment.
‘MASSIVE HINDRANCE’
India’s fast-growing smartphone market is dominated by Chinese players. Xiaomi and BBK Electronics’ Vivo and Oppo account for 47% of total sales, Counterpoint data shows. South Korea’s Samsung has a 20% share and Apple has 3%.
While European Union regulations require allowing removal of pre-installed apps, it does not have a screening mechanism to check for compliance like India is considering.
An industry executive said some pre-installed apps like the camera are critical to user experience and the government must make a distinction between these and non-essential ones when imposing screening rules.
Smartphone players often sell their devices with proprietary apps, but also sometimes pre-install others with which they have monetisation agreements.
The other worry is more testing could prolong approval timelines for smartphones, a second industry executive said. Currently it takes about 21 weeks for a smartphone and its parts to be tested by the government agency for safety compliance.
