It appears that Steve Himber serves as both SH's American manager and a CB employee. If this is the case, this freelancer from Outlander Con, like Highlanders7 in the UK this weekend, could be a Starz employee and might be utilizing the route available to US citizens seeking to work in the UK.
In the UK, anyone applying for a work permit must first receive an offer of employment, which comes in the form of a sponsorship certificate from a UK employer holding a sponsor license issued by the UK Border Agency (UKBA). @hereprettykitty - I know he has his own company in the US that is not registered in the UK for work and his company is not part of the global mobility program. He’s earning income on UK soil, and for that, He must be employed by a UK company that is located in the UK (convention organisers maybe or Starz)— He needs to pay UK income tax, even though he doesn’t live in the UK. I agree he only shows up when the bigger stars are attending and he’s there to make sure it goes smoothly for his income. The same situation happened in Australia and France.
I haven't seen him around other Outlander cast as a personal chaperone except for SH and now CB as for Starz a television network not need accompanies. Does anyone know his talent list? He has a dominant position in Outlander cons Monopolies are discouraged in free-market economies because they stifle competition, limit consumer substitutes, and thus, limit consumer choice.

At any rate it led to a bigger idea
And that idea was a collaborative network regrouping lead organizations and individuals involved with implementing SDG's, broken down by SDG so there was that measuring and tracking aspect to it as well
Then following the methodology of breaking down each SDG into tasks with projects and initiatives attached to each task the scope became wider, to do project management and reporting, and to involve all stakeholders, individuals and organizations, of these projects and initiatives on a nationwide basis
It soon became apparent that there was that much wider network to be built, by proposing the platform internationally and what it can do, measure, track and report of SDG's, and attached projects and initiatives and allow for collaborative work nationwide and internationally
With the benefit of flattening SDG's tracking, measuring and reporting globally, ie for each SDG or SDG task and by typology of project and initiative we could say this is how such goal globally is going
And there's benefits to that for SDG Fund and donors, to be able to obtain reportings on the use of their funding, that includes SDG and SDG projects and initiatives milestones, financial reportings, and even time tracking on the platform
Practically there are views, access rights and levels, the platform is useful because it allows for conducting work on a national basis, and from there export it as international public or access rights based views, the same goes for the collaborative network
So it's not everyone is seeing what we are doing, it's what informations and collaborative levels you are exporting
I guess all of that makes it a software suite, most of it web based and multiplatform, in the sense that there should be an apps ecosystem that allows for reporting on the ground amongst other things, offline mode so forth
The funding part, well that includes the development and VVOIP bandwidth for meetings with a minimum of 2 intl organizations so there is that also, it is an extensive set of tools that might require training, but as such also a double edged sword
Because we have a donors population and a recipient population, the donors want to see those milestones closed, while the recipients are collaborating but also competing for funding, ie Catalyst measures what you do with the funding and who does it best
Who is putting down time on the platform and stretching the funding to do more, and it's best practices, successful projects and initiatives can take place elsewhere, involve assistance and know how transfer from their original stakeholders, that's the collaborative part internationally
It's also a community, of donors, recipients, projects owners, experts, intermediate and beginners, and sponsor based by gov non gov who are involved with SDG framework, licences can be revoked if all you do is consume VVOIP and not close any milestones, not fill the meeting reporting form, etc, each action is tied to an SDG or SDG task, project or initiative and all of that goes into project management and reporting
it's lively as these networks tend to be, and worthwhile because if a project or initiative is stuck you can tap into an international pool of expertise
Multilingual support, and yes including an extensive resources library regrouping all of the projects and initiatives and their documentation, incl expert stakeholders, where we want to implement such SDG and that's how others are doing it
How do you go about making the use of Open SDG and the Catalyst platform widespread is tying I guess SDG Fund funding requirements to using these measuring and tracking tools, it gives visibility to everyone involved

Also, there are some international situations where it gets a bit more complicated, because not every country applies penalty points from every other country in a consistent fashion. While this wouldn't help in this specific example, it's possible that someone might dodge a speeding licence loss if some of the penalty points were racked up in a country that the originating country doesn't recognise. (This happens in some EU countries, where recognition of penalty points is done by bilateral agreement rather than a pan-EU system). Or if that country doesn't use penalty points in the first place (e.g. Ukraine abolished its penalty point system in 2020 due to implementation issues). Occasionally countries don't recognise bans by other countries (think countries that are at war with each other). This is considerably less common, because a lot of countries have treaties and systems that automatically copy the ban's effects onto home territory. So a licence-holder in the UK can expect to be banned from driving if their infraction occurred in the EU, but I cannot imagine that Ukraine would recognise a ban acquired on Russian soil under current circumstances. DUI is often a licence-loser for good reason, so this would be relevant to the question. None of this would be influenced by Toto Wolff's involvement, except perhaps if the country where the offence happened was one where bribes were effective at making offences go away. Perhaps if Toto hired a driver from a really corrupt country it would be a theoretical option, but in practise a F1 driver dodging the current system would be more likely to be due to lack of mutual recognition between systems, rather than third-party involvement. These days, I think there would be a significant chance that, depending on the team, a driver would be "benched" regardless of any of this, due to the FIA's increasingly strict stance on road licence offences and "setting a bad example" (which DUI obviously does) and teams being increasingly nervous of knock-on effects from sponsors and the FIA alike. (As well as the current generation of managers not necessarily having the same attitude towards this sort of thing than their forebears - hard to tell in the Kimi case because there's so little on the internet about why nothing obvious happened).
Hazel! I’m writing a F1 fic and I’m hoping you can answer a question I have. What happens when a current F1 driver gets DUI during his vacation? Like no one actually gets hurt. He just gets into an accident because he’s been drinking. Sorry. I know this is lame. I tried googling the answer but nothing specifically answers my question.
Do you remember any F1 driver who’s been given DUI? I reckon their team would “fix” the problem, right? Like rich people get away with shit all the time. I reckon a guy like Toto Wolff could make the DUI disappear?

hello, this feels like the sort of extremely strange knowledge I... actually have.
so: Kimi Raikkonen is the most recent F1 driver to have been done under a drunk driving charge, in 2006. amazingly, basically nothing happened. he was charged but I think not convicted and the attitude at the time under Bernie was a big fat whatever.
what would happen now is that if they commit an offence that would lead them to lose their road driving license in their country as specified on their race license then they won’t be able to drive. they must own a full driving license in their race license country to qualify for a superlicense. this does not have to be their home country.
so I guess: many drivers could become Georgian, where drink driving is a kind of. well. yes.
edit: for the record Toto cannot make this kind of thing go away - Susie lost her license in the UK for speeding charges for a bit a few years back. which, yes, terrible but also: baller.

So, what has happened to Chelsea?
Seen a couple of people on my dash who don’t understand what has happened to Chelsea. And while I’m no financial sanctions expert I do understand the basics (I think), so here goes.
The Background:
Okay, Abramovich is a Russian oligarch and thought to be close to Putin, there are photos of them together. There’s been pressure for days about sanctioning him. Abramovich tried to get ahead of that and sell Chelsea, so that any sanctions placed on him would not affect the club. The UK government beat him to it and his assets have been frozen, which currently includes Chelsea.
What does this mean?
Chelsea are not allowed to generate income that would in turn generate income for Abramovich. They are also not going to have Abramovich's money to keep them going, like they usually would. However, the UK Government have granted Chelsea a 'special licence' so they are able to continue certain things, detailed below:
What can they do?
Continue paying staff, including players and managers, their salaries.
Season ticket holders who had one before the sanction came into effect, so today (10/03/2022), can continue to attend matches.
Fulfill all home and away fixtures - although I suspect there will be limits on what they can spend travelling and hosting.
Can still be broadcast on TV, on any platform that holds the rights.
What can't they do?
Essentially, anything that generates income or spends too much money, including, but not limited to;
Sell tickets and merchandise (their store at the stadium has closed)
Offer new contracts (not great news when you have players you need to offer renewals to)
Involve themselves in transfers (loaned players can stay where they are)
Accept new sponsors.
What next?
This is the million pound question. No-one really knows, since this hasn't happened before. The easiest one would be for the sanctions on Abramovich to be removed, but this is probably unlikely given there is still a war going on. I understand that the club are talking to the UK Government about selling the club. The catch here is ensuring that Abramovich doesn't profit from it, since that would defeat the entire point of the sanctions. He has said he doesn't want to profit from it though and there are interested buyers, so maybe there's a way out here. I don't know about anything else, because like I said, this hasn't happened before and I don't expect anyone REALLY knows. Nor am I an expert, so there's that too.
Biggest issues:
Quite a few here, mostly detailed above. I think there are two huge ones though.
The first is how they will cope without Abramovich's injections of money. I have no idea how much it costs to run a club like that, but I imagine salaries alone are MILLIONS. I don't even know how much money they have in 'savings,' but I suspect it's not a lot and it won't last too long.
The special licence they have been granted only runs until May AKA the end of the current Premier League season. Which basically means that if this isn't sorted out by then, they will have to stop paying wages, stop fulfilling fixtures and they still won't be able to offer new contracts or make transfers, which means no involvement in the Summer window.
Final thoughts:
Don't buy a football club with dirty Russian oil money and don't become besties with a lunatic dictator.

Bernie grabbed Val’s arm to steady herself. Paddy stood in front of her fidgeting with the cobalt blue fabric with a wide green check overlayed with a thinner gold and black one. His fiddling pulled at the kilt pin weighing the piece of cloth down at the knee. The tiny silver dagger bearing his clan crest caught the light from the hall where Bernie remained stood stock still in the doorway.
Paddy then reached for the frilly white lace jabot fastened around his neck, pulling at the lace with one hand, as if it was choking him. The other hand straightened the black waistcoat with the three silver buttons, matching the three on the sleeves of the Montrose jacket. They in turn matched those perfectly polished down the front of both sides of the centre of that waist length black jacket.
Bernie’s dropped jaw started to quiver as a chuckle threatened to emerge. Paddy shot a look of accusation at Val who intern nipped Bernie’s arm. Her friend regained her composure.
“I told you she would think I look ridiculous,” Paddy spat at Val as if Bernie wasn’t in the room. It was however Bernie who responded as Val’s confidence appeared to waver.
“No, you don’t. It’s just a bit of a shock. I am not quite sure what’s going on.”
“We..well some people thought it might be nice to put on a Burns Supper. Like we used to...before-” Paddy started to falter as he noticed Bernie’s eyes mist over.
“For your birthday.” Piped in Val, trying to help Paddy out and regaining her confidence. “I will leave you to it, I’ve left Jack behind the bar and well he is still pretty green, if anyone asks for a cocktail we may be in danger of losing our licence.”
On Val’s departure, Bernie moved towards Paddy. The forgotten scarf Trixie had placed around her friend’s shoulders fell to the floor. Paddy bent down to pick it up.
“Oops, be careful, good job there is no-one stood behind you.”
Paddy straightened up swiftly and stroked down the back of his kilt. Bernie allowed a relief filled giggle as she saw Paddy’s frown soften. Taking the scarf from Paddy, she sighed. The pattern matched the tablecloths downstairs. “My mother’s tartan, they haven’t missed a trick, have they?”
“Trixie was most put out when her attempts to discover the Mannion tartan drew a blank.”
“Mannion is an Irish name, sorry.” Bernie wasn’t quite sure why she was apologising for her name, but it felt appropriate.
“We all know that now,” laughed Paddy.
“How did you find the Home clan tartan?”
“Violet and Evie poured over hundreds of samples and narrowed it down to a few which they matched to old photos of Wilf’s kilt. They figured that was how the wily old bugger had got round it, using your mam’s tartan.”
“Everyone has gone to so much trouble, I feel like such a fraud. I just wanted an evening alone with you in Appleby Thornton.” Bernie blushed, feeling even more guilty.
Sensing her confusion, Paddy cupped her cheeks in his hands. “We can go out any night.”
Bernie raised an eyebrow at Paddy’s optimism. Even though Jack had turned eighteen and could now serve behind the bar, Paddy still found it difficult to let go. Most of their evenings were spent working or propping up the bar.
Any further discussion of their work-play balance would have to wait. The sound of familiar footsteps running up the stairs alerted them their presence was required in the bar. Paddy and Bernie followed Tim into a cacophony of noise, the sound of fiddle, banjo and accordion mixed with laughter and the pounding of feet on the wooden floor.
Tim grinned and nodded as Bernie asked, “Isn’t that the Bridges that come in on a Thursday night?”
“Apparently, before they were married, they used to go to Scottish dancing on Thursday nights.”
Kevin and the Tweaven Folk band sounded like a group of musicians who were enjoying a successful long awaited reunion, rather than strangers that had only met a few days ago. Apparently Kevin didn’t just play the Bagpipes but was going to town on the harmonica. Mac had found refuge in Reggie and had settled on a bench seat with the dog's head resting on the lad’s lap.
Alan Bridges and his wife Yvonne broke from each other and flew off in different directions to persuade, grab and drag the people sitting at the tables onto the makeshift dance floor. Fred was up first, taking hold of Vi who had pushed her nose out of the kitchen to sneak a peek at the fun. She protested, explaining she couldn’t leave her post, but Evie chased her onto the dance floor with a tea towel.
Bernie smiled at Patsy and Delia. She had never seen anyone quick step to the Gay Gordons before. Phyllis’ face was flushed as she tried to stay in time, partnered by a very light on her feet Lucille. Bernie grinned as Paddy dug his son in the ribs and Tim scowled, shaking his head in protest. Her smugness was short-lived when Alan Bridges took hold of her hand and dragged her onto the floor. She groaned to herself, realising she should have seen it coming. But she knew she wasn’t the only one who had been distracted and let their guard down. As Alan swung her around, she glimpsed a determined Yvonne pulling a very reluctant Paddy to the centre of the room. A massive cheer went up, and it wasn’t for his dancing prowess, but the first view of the crowd of Paddy in his Highland Dress.
Bernie couldn’t deny she felt a tingle as the lights dimmed and Paddy stood behind the tressel table. She could see how nervous he was, his thumb working against the forefinger of his left hand, the right hand turning over his phone on the table. Voices were hushed, sensing a level of anticipation in the air. She hoped he could see her reassuring smile. When he returned her wink she knew he understood.
Everyone instinctively got to their feet as the sound of the pipes flooded the room. Kevin slowly marched into the bar from the kitchen playing, Mac following at his feet, ears pricked. A few steps behind walked Violet, beaming proudly, carrying a silver tray with her pride and joy in prime position. She placed the dish in front of a very pale but focused landlord. Bernie noticed Vi gently touch Paddy’s hand after she had laid down her burden.
Paddy cleared his throat, and everyone sat. Bernie held her breath, she was relieved when he started reading from his phone in his own soft Northern English twang and didn't attempt a Scottish accent. He did struggle a little with more than the odd word and she noticed it was in parts an English translation of Burns’s Address to a Haggis. She did think her dad would be shaking his head and laughing if he was watching these antics held in his memory. As a shiver left her, she wondered if Marianne was also looking down with pride and amusement.
Bernie bit her lip. This was the difficult bit, if trying to read a 18th century Scottish poem out loud wasn’t hard enough. She knew from years of experience Paddy had to keep reciting while removing the Sgian-dubh from his woolly knee-length socks. He then had to pull the small dagger out of its black leather holder and plunge the blade into the Haggis at just the right moment in the text. She went to hold on to her chair but was surprised when a long thin hand grabbed hers. Tim’s hand was cold, but sweaty at the same time, and she squeezed it back.
The verbal response of the audience to Paddy whipping the blade out of its sheath made Bernie giggle, and she heard a snort from her neighbour. The following stab and slash into the unsuspecting pudding received equal responses of gasps and murmurs. She felt the boy’s hand slacken in her own and his breath released from his chest at the same time she let her lungs relax.
