Here is the source of the contested gifs, for fairness' sake. I will give my reasons for what I claim, but everyone can decide for themselves. The gifs in question do not show the church in Gračanica or anything/anyone from the same scenes as it.
In addition, the environments behind the people look quite different - the people who I think are Aromanian seem to be next to a field, with a half-buried house and trees behind them, which makes is seem like they are not in a village or town - similar to this pic, which shows Aromanians' nomadic houses:
And the people who I believe to be Bulgarians (Macedonians) are in front of a village house (you can see the sides of others next to it) in a style dissimilar to the house visible next to the church, the ground is also dissimilar, etc.
The weather conditions also seem different although of course this doesn't mean they can't change in the same day. The video also shows people from the regions Skopska Blatija and Skopska Crna Gora (the latter of which did have a Serbian minority) in North Macedonia, but they still look like they were filmed separately. While I don't know everything, I have still seen a fair deal of books and albums, and none of them have shown costumes from Kosovo from the 19th-20th c. that look like that. Overall, I think this is a montage of shots filmed in different locations and put together for whatever reason (I suspected propaganda for reasons already pointed out, but it could be something else).
