India and Morocco sign MoU for enhanced cooperation in healthcare
India and Morocco signed a Memorandum of Understanding (MoU) for enhanced cooperation in the health sector, today. Shri J P Nadda, Union Minister of Health & Family Welfare and Dr. Abdelkader Amara, Ministry of Health, Kingdom of Morocco signed the MoU in the presence of senior officers from the Union Health Ministry and a high level delegation from Morocco. Shri J P Nadda mentioned that both the countries share a strong and rich traditional relationship. He highlighted that India is producer of quality generic medicines and drugs that are exported to more than 200 countries and has a strong and robust public health system monitored through National Health Mission. He suggested that through this framework MOU between two countries, both the countries can work together in identified areas of cooperation as both countries have much to offer to each other in the field of health. The main areas of cooperation include the following: Non-communicable diseases, including child cardiovascular diseases and cancer; Drug Regulation and Pharmaceutical quality control; Communicable Diseases; Maternal, child and neonatal health; Hospital twinning for exchange of good practices and Training in administration and management of health services and Hospitals Another MoU was signed between Jawaharlal Institute of Post Graduate Medical Education and Research (JIPMER), Puducherry and Marrakech Mohamed VI University Hospital, Morocco in the presence of both the Ministers. Under this MoU both the Institutes agreed to collaborate in the field of telemedicine. The focus areas under this MoU will be Tele-Health Care, Health Education, technical support in controlling epidemics and support in rendering second opinion on various complicated cases. Nadda’s convoy attacked in Bengal: Centre seeks report; TMC claims ‘incident planned by BJP’
NEW DELHI: The Centre on Thursday sought a report from the Mamata Banerjee government after BJP chief JP Nadda‘s convoy was attacked by alleged TMC supporters in West Bengal. The BJP president, who is on a two-day visit to West Bengal, was on his way to Diamond Harbour in the South 24 Parganas district when stones were hurled at his convoy. The ruling Trinamool Congress, however, alleged that the whole episode was planned by the BJP to overshadow a planned event. The TMC today released a report card highlighting Mamata government’s welfare policies and development projects over the last 10 years in West Bengal. “Mr J P Nadda has alleged that he was attacked. But we have information that provocation came from him, his own party men… It is necessary to find out if the whole episode was planned by the BJP,” the state panchayat minister and senior TMC leader Subrata Mukherjee said. The TMC minister questioned if the “the alleged attack was planned to overshadow today’s event, arranged to highlight the achievements of the Mamata Banerjee government?” Meanwhile, Union home minister Amit Shah condemned the attack and said “the Centre is taking the incident seriously.” His ministry has sought a report from the Mamata Banerjee government on the alleged “serious security lapses” during the BJP president’s visit. Nadda, who managed to reach the meeting venue safe, lashed out at the Trinamool government. “What I witnessed today is shocking and unprecedented. West Bengal has become a state characterised by utter lawlessness and intolerance. The administration has completely failed and goonda raj prevails. If I have reached here for the meeting it is due to Maa Durga’s grace … ,” Nadda said. “Mukul Roy and Kailash Vijayvargiya were injured in the attack today. It is a shame on democracy,” the BJP chief said, adding, “There isn’t a car in our convoy which was not attacked. I am safe because I was travelling in a bulletproof car.” West Bengal governor Jagdeep Dhankhar too joined the BJP leaders in slamming the Mamata government and said that he is concerned at alarming reports of anarchy and lawlessness. “Mamata Banerjee indicating ruling party harmads on rampage at BJP president convoy & political police WB Police in support…I share my shame with you as it’s on account of your acts of omission & commission,” Governor tweeted BJP state unit chief Dilip Ghosh wrote a letter to Amit Shah and alleged that a “mob” of over 200 people with sticks and bamboos were demonstrating raising black flags in front of BJP’s state unit office in Kolkata. He also claimed that some of the protesters climbed on cars parked outside the party’s office and raised slogans, and the “police did not intervene to stop them and casually allowed them to come within a close perimeter of Nadda ji’s vehicle”. “When we were on our way to Diamond Harbour, TMC supporters blocked the road and pelted Naddaji’s vehicle and other cars in the convoy with stones. This only shows the true colour of the TMC,” the Bengal BJP chief said. Ghosh said his car too was ransacked and security personnel were beaten up. Vehicles of BJP national joint general secretary (organisation) Shiv Prakash and secretary Anupam Hazra were also damaged. Hazra too received injuries in the melee. BJP leader Kailash Vijayvargiya was on his way to South 24 Paraganas and alleged that Trinamool Congress (TMC) workers pelted stones at his vehicle at West Bengal’s Diamond Harbour. “Bengal Police has already got the information about BJP National President JP Nadda ji program. But once again the Bengal police failed. In front of the police near Siracol bus stand, TMC goons hit our workers and pelted stones at my car,” Vijayvargiya tweeted. BJP leader Sambit Patra also alleged that he along with some other leaders were attacked while they were travelling in a car. “Our cars attacked in Bengal!! Window panes were broken. Shri Shivprakash ji, Shri Sanjay Mayukh ji and myself were travelling in this car. One karyakarta in our car is bleeding!! God save our lives!! Mamata Banerjee, is this democracy??” Patra tweeted. ASHA Facilitators salaries hiked: Government's Diwali gift for thousands of Women
The Cabinet Committee on Economic Affairs Wednesday approved an increase in supervisory visit charges for ASHA facilitators from Rs 250 to Rs 300 per visit from October onwards, an official statement said. With the proposed increase, accredited social health activists (ASHA) facilitators will now receive about Rs 6,000 against Rs 5,000 per month for 2018-2019 and 2019-2020. The move is aimed at motivating the workers to perform better and will benefit 41,405 ASHA facilitators, it said. “I am heartily thankful to Hon. PM Shri @narendramodi ji for #CabinetDecision on enhancing supervisory visit charges of ASHA Facilitators. This will enthuse & motivate them as Government implements #AyushmanBharat. Hon PM had also spoken to our Asha workers directly through VC (sic),” Union Health Minister J P Nadda said on Twitter. Key points of Modi Cabinet's Diwali pay hike gift for ASHA facilitators: - Enrolment of ASHA facilitators under Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha BimaYojana as part of ASHA Benefit package. -To motivate ASHA facilitators to perform better, the supervisory visit charges for ASHA Facilitators has been increased from Rs. 250/-per visit to Rs. 300/- per visit w.e.f from October 2018 (to be paid in November, 2018). - With the approved increase, ASHA Facilitators would receive about Rs 6000 per month against Rs 5000 per month, that is an increase of Rs 1000/- per month. - The new decision will be implemented by the existing institutional mechanisms for the National Health Mission (NHM). - The proposal would lead to an an estimated additional expenditure of Rs.46.95 crore comprising of Rs 15.65 crore during 2018-19 (for six months) and Rs.31.30 crore during 2019-20 as central share. - The government's decision will benefit 41,405 ASHA facilitators. The existing institutional mechanism for the National Health Mission (NHM) will be utilised to implement the decision as part of the ASHA Benefit Package approved in September. The benefits which were extended by the earlier cabinet decision in September included coverage of 10,63,670 ASHAs and ASHA facilitators under the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana, the statement said. The incentives also included increasing their routine and recurring incentives as well as hiking the honorarium for nearly 27,00,000 anganwadi workers and anganwadi helpers, it said. As part of the support mechanism, an ASHA facilitator usually mentors and monitors the performance of 10 to 25 ASHAs. She is a critical link of the support structure network, the official statement stated. Substantial progress has been made by states in setting up support structures during the last three years, as states have increasingly become cognisant of the correlation between strong support structures and an effective ASHA programme, it said. The ASHA facilitators are generally selected from amongst the ASHAs themselves. All states except Andhra Pradesh, Himachal Pradesh, Jammu and Kashmir, Kerala, Nagaland, Tamil Nadu, Telangana, West Bengal, Rajasthan and the Union Territories have selected ASHA facilitators, the statement added. Shri J P Nadda reviews the situation arising out of air pollution in Delhi
Union Minister of Health & Family Welfare, Shri J P Nadda reviewed the situation arising due to the air pollution in Delhi, and the preparations in the hospitals to deal with the patient load, here today. Shri J P Nadda directed the officials and heads of all Central Government hospitals to keep a close watch on the situation. All hospitals have been directed to take all measures to deal with the patient load due to air pollution. They have been directed to keep nebulizers and other related equipment in good condition and to be ready to meet with any exigency. In the review meeting, it was stated by the experts that the number of cases being reported with breathing troubles and respiratory diseases is varying each day. The recent increase in air pollution level in Delhi NCR and in the surrounding areas has become a cause for concern.According to health experts, higher air pollution level may result in the increase in the burden of disease from stroke, heart disease, lung cancer and both chronic and acute respiratory disease, including asthma. In the short run, higher air pollution level may result in the increase in the severity of symptoms of respiratory diseases, the experts opined. Union Ministry of Health & Family Welfare has been monitoring the situation arising out of the increase in air pollution level in Delhi NCR continuously. A health advisory has also been issued for the citizens. A meeting was chaired by Shri Sanjeev Kumar, Additional Secretary on 9th November with the participation of Central Government Hospitals i.e. Safdarjung Hospital, RML Hospital, LHMC and associated Hospitals and AIIMS, New Delhi. Representatives of National Center for Disease Control and Ministry of Environment Forest & Climate Change also participated in this meeting. Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) Crosses One Crore Mark! Safe pregnancy has become a social movement in our country: J P Nadda Shri J P Nadda, Union Minister of Health and Family Welfare expressed heartfelt gratitude to the Hon’ble Prime Minister Shri Narendra Modi for his un-daunting support to the Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA), as the programme crossed one crore mark in antenatal check-ups. The Union Health Minister stated that Hon’ble Prime Minister of India had envisioned that 9th of every month, symbolizing the 9 months of pregnancy, should be dedicated to pregnant women. The PMSMA programme was launched in 2016 to fulfil his vision and ensure comprehensive and quality antenatal checkups to pregnant women across India. “More than one crore antenatal check-ups have been conducted under the ambitious Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA), which has provided quality antenatal checkups to pregnant women on the 9th of every month. Now safe pregnancy has become a social movement in our country,” Shri Nadda added. Expressing satisfaction, Shri Nadda further stated that that the programme has been successful in reaching out to the difficult and remote areas of India, since out of the 1 crore checkups across the country, more than 25 lakh check-ups were conducted in high priority districts identified by the Health Ministry for focussed attention. “While all States/ UTs have made significant efforts to reach out to pregnant women, Maharashtra has reported the largest number of check-ups among the Non-Empowered Action Group (EAG) States and Rajasthan has reported the largest number of check-ups among the Empowered Action Group States. All pregnant women visiting the PMSMA sites are examined by an obstetrician/ physician and appropriately investigated,” Shri Nadda elaborated. Shri J.P Nadda also expressed his heartfelt gratitude to all doctors from the public and private sectors, for responding to the call of Hon’ble Prime Minister and making this remarkable milestone possible. He also urged all the doctors to continue their commitment, ‘IPledgefor9’ and boost the chance of further reducing maternal and infant mortality in the country. It may be noted, that in the 31st July 2016 episode of Mann Ki Baat, Hon’ble Prime Minister had urged private sector doctors to dedicate 12 days in a year to this programme and provide voluntary services under PMSMA on the 9th of every month. There are more than 12,800 government health facilities across States/ UTs where PMSMA sessions are conducted on the 9th of every month and pregnant women receive fixed-day assured, comprehensive and quality antenatal care in their second and third trimesters. More than 4,800 private sector doctors have pledged to provide voluntary service under PMSMA. More than 385 private sector volunteers have provided services in the high priority districts such as Bilaspur in Chhattisgarh. Several of these volunteers have provided free services at nearby government health facilities more than 10 times in the past months. There are several instances where private sector doctors have gone beyond the expectations to serve in remote areas. For example, Dr Pooja Upadhyay, a well-known gynecologist of Raipur turned down the travel support offered by the government and, instead, travelled all the way to Narayanpur, a remote left-wing affected district at her own expense to provide services under PMSMA. Comprehensive and quality ANC, and identification and follow-up of high risk pregnancies are critical components of the Abhiyan. In order to enable early detection of high risk pregnancies, 84 lakh haemoglobin tests, 55 lakh HIV tests, 41 lakh tests for gestational diabetes, 33 lakh tests for syphilis and more than 15 lakh ultrasounds have been conducted under the programme based on the individual requirements of pregnant women. Based on the clinical conditions and investigations, over 5.50 lakh pregnant women were identified as high risk pregnancies and referred to a specialist or a higher health facility for appropriate care. Identifying high risk pregnancies is the first step towards saving mothers and infants from preventable deaths. “India is committed to reducing preventable maternal deaths through concerted efforts and public –private partnership. The PMSMA has reached one crore mark with the commitment from doctors in the government sector across States/ UTs and with the help of the large number of private sector doctors who have voluntarily pledged for this initiative,” Shri Nadda stated.
