LUCKNOW: Cracking the whip on those flouting pollution norms under the Namami Gange programme, the Uttar Pradesh government has slapped a fin of RS 3 crore on a Varanasi-based company for lapses in running a sewage treatment plant (STP). The action came on the directions of principal secretary of the department Anurag Srivastava. Sources said that the move follows after a recent review meeting found that some of the projects under the programme were either running slow or were delayed. “The desired results were missing,” said the source. Teams from the Namami Gange department conducted raids at around 12 places across the state to check if STPs met the parameters and quality standards were set. The first action was in Varanasi where Ramana STP was found to be operating outside the set parameters. After completion of probe, the Namami Gange department slapped Rs 3 crore fine on the company. The Yogi-government has scaled up action and monitoring of the parameters and quality of STPs, both government and private, to ensure impetus on the National Mission for Clean Ganga. Nine teams have been constituted to conduct surprise inspections and investigate sewage disposal under the action plan. Sources said that it’s a month-long exercise as water samples will be tested. “The crackdown was on the government’s mind for quite sometime,” added a source. Uttar Pradesh has 104 operational STPs, of which 44 are under the purview of Namami Ganga. The state government has rolled out an extensive awareness campaign for people towards cleanliness of Ganga. Srivastava said that a clean and flowing Ganga is a priority for the government. “We are moving in that direction…action will continue to be initiated to ensure that sewage and pollutants do not find their way into the river, pollution levels are brought to zero and awareness is spread,” he said.

World Environment Day: Industry, Stakeholders, Pitch In To Build Green

This year, the theme for World Environment Day is air pollution. Numerous researches have pointed out that Indian cities are among the most polluted in the world and this includes Gurugram, Ghaziabad, Faridabad, Bhiwadi, Noida, Patna and Lucknow. Delhi too has witnessed severe air pollution, the long-term effects of which can be devastating.
Need for the construction sector to invest in sustainability
According to the Global Construction Sustainable Materials Market Research Report 2019, 23% of air pollution is caused by construction and related activities. At the same time, in India, the construction industry’s contribution to GDP rose to 9% in 2017 and is expected to increase to 15% by 2030. Consequently, this sector can significantly mould India’s environmental future, through heavy investments in green and sustainable practices.
Identifying the ‘green’ stages of construction
When it comes to green constructions, Sunita Purushottam, head – sustainability at Mahindra Lifespaces, points out that the entire lifecycle of a building – from site selection and design, to construction, occupancy and end-of-life phase – should be resource-conscious. At the design stage, the company creates blueprints that encourage green living and thereafter, resource-efficient materials are selected as part of the structure, fixtures and fittings, as well as on-site infrastructure. Optimal use of daylight is achieved via design, orientation, type of glass, shading and the right mix of enablers to reduce dependency on artificial light during the daytime.
“All Mahindra Lifespaces’ projects are designed, keeping in mind the sun-path, to maximise daylight potential for residents. This also helps reduce electricity consumption,” she adds.
It is also important for a company to zero-in on sustainable locations that are in close proximity to relevant social infrastructure and mass transit routes, she explains. At the construction stage, the focus is on reuse of construction waste, to minimise waste and fresh consumption, she adds.
In addition to bricks, fly ash can be used in concrete, cement roads, hardstands and floors in car-parking areas. The use of fly ash reduces dependency on cement, which is linked to CO2 emissions. Fly ash also helps enhance the thermal efficiency of buildings, keeping interiors cool in summer and warm in winter.
Green building technologies gain ground in India
Sustainable and best practices have become more commonplace now, with developer bodies, environmental activists and home buyers raising concerns over the lack of such residential projects. As a result, more and more firms are aiming for green construction. “Our new projects use cutting-edge technology and materials such as Pilkington Glass that offers higher levels of natural light, noise control, thermal insulation and protection from fire – all without compromising on strength and stability. This high-quality glass keeps residents cool in summer, warm in winter and reduces monthly energy costs,” says Rakesh Reddy, director, Aparna Constructions and Estates Private Limited. He says that his firm has also started using aluminium wall form-work, also called ‘Mivan technology’, as this construction technology offers significant advantages of quality, speed and minimal impact on the environment.
Are you living in an environment-friendly home?
For a building to be sustainable, much of this will depend on how the occupants use the premises. In addition to the residents making lifestyle changes to lead a green life, efforts also need to put by the developer firm.
For example, at the occupancy and maintenance stage, the developer must focus on the project’s sewage treatment plants, water treatment plants, rainwater harvesting systems, solid waste management systems, organic waste converters and waste segregation at source.
Other focus areas include use of renewable energy such as solar PV, use of XPS boards to achieve lesser U-value, solar water heating, solar street lights, energy efficient lighting through the use of LED, CFL, energy efficient lifts, pumps and motors, and low-VOC (Volatile Organic Compound) paints, adhesives and insulations to maintain healthy indoor air quality. Low-flow, water-efficient fixtures are also a must.
“Specially designed terrace roof sections, with high albedo material or reflective paint, to reduce heat absorption and the resulting energy demand on air-conditioning, should also be on the developer’s focus list,” adds Purushottam.
From affordable housing, to green affordable housing
Not just developers, others are also pitching in, to do their bit for the environment. IIFL Housing Finance, for example, is pushing to bring green homes to all. “As one of the biggest CLSS lenders, we realised that the kind of construction happening in this particular segment is not only creating dilapidated conditions of living but also harming the environment through conventional resource utilisation,” explains Monu Ratra, the company’s CEO. The company has signed a memorandum of understanding with the Indian Green Building Council (IGBC), a part of industry body CII, with a vision to provide sustainable green living for the affordable housing segment in India.
Towards this, IIFL has launched the ‘Kutumb’ initiative, seeking to assist developers to launch green projects across the country. This will have an independent cell headed by an architect and will roll out separate funds to developers committed to the cause of green buildings. The initiative has received recognition from three green certification agencies in India – Griha Council, EDGE and IGBC. Ratra says that the mission, is to provide ‘Green Housing for All’. The IGBC has also recognised the significance of sustainable development, says V Suresh, chairman of CII-IGBC, adding that they have given the green signal for collaborative promotion and implementation of green building concepts and the IGBC Green Affordable Housing Rating System.
Green buildings: Barriers in India’s construction sector
Nevertheless, cost remains a crucial factor in the adoption of sustainable practices. In terms of finances, a ‘lifecycle assessment’ by Mahindra, at its Mumbai’s Bhandup project, ‘Splendour’, demonstrated that green buildings offer a superior water and energy efficiency proposition, accompanied by significant reduction in utility bills, claims Purshottam.
“While globally, upscale and high-profile commercial and residential projects get certified by LEED and other agencies, this concept is still raw in India due to technological and financial barriers. One of the challenges, is to address myths around green buildings. One needs to understand that the intent of green buildings, is to create healthy and well-ventilated spaces. All this needs, is responsible design and construction solutions that do not have an incremental cost,” says Ratra.
India has already made significant progress, vis-à-vis sustainability in constructions. The National Building Code of India 2016 included the world’s first Sustainability Code under Part 11 – Approach to Sustainability. Moreover, standards like Residential Eco-Samhita by Bureau of Energy Efficiency, are unique in addressing the energy, water, air quality, site and material resource issues effectively. India election 2019: The killer air no one's talking about

Pollution killed at least 1.2 million Indians in 2017, but as the country votes in a general election, is fixing the bad air any party or politician’s priority? The BBC’s Geeta Pandey reports from Kanpur which topped a global list of most polluted cities in the world last year.
Just before the elections were called in March, Prime Minister Narendra Modi visited Kanpur to address a rally for his Bharatiya Janata Party. In April, the state chief minister, Yogi Adityanath, leader of the opposition Congress party Rahul Gandhi and two former state chief ministers – Akhilesh Yadav and Ms Mayawati – addressed their own rallies in the city.
Not one of them mentioned pollution – a topic that dominates news and conversations every winter when a thick grey blanket of smog descends on large parts of northern India, rendering the mere act of breathing hazardous.
Indian cities routinely dominate global pollution rankings so it came as no surprise when last May the World Health Organization named Kanpur as the most polluted city in the world.
The rankings were based on 2016 data from the Central Pollution Control Board on the presence in the air of PM2.5 – particles so tiny that they can enter deep into the lungs and make people susceptible to respiratory and cardiovascular diseases.
The safe limit, according to WHO is 25 micrograms per cubic metre although Indian officials put it at 60 – Kanpur’s was 173.

Prof Sachchida Nand Tripathi, environmental engineer at the government-run Indian Institute of Technology (IIT) in Kanpur, says it’s really “hair-splitting” who takes the top place as the city is not the only one on the list.
“In the top 50, there were 20 plus cities from the Gangetic plains, including Varanasi, Lucknow and Allahabad. Data after data shows pollution is a major problem, the air is very poor.”
The major contributing factors to air pollution, he says, are roadside and construction dust, industrial and vehicular emissions, and smoke from burning of crop residue, garbage and solid fuel like wood and coal.
“Together, they are turning the air in our cities toxic, laden with deadly PM2.5 and the larger PM10 particles,” he adds.

And these are seriously impacting the health of the citizens, says Dr Anand Kumar, head of the pulmonary department at GSVM Medical College, Kanpur’s biggest hospital.
“In 2015, we saw 40,000 patients a year. Last year that number rose to 60,000. All the cases coming here can be co-related to pollution in some way.”
The “commonest complaint” he hears is of breathlessness. The other symptoms are “sore throat, tracheal infection, heaviness in the chest and unexplained cough that does not respond to regular treatment”. And the most at risk are those who work outdoors such as traffic constables, drivers, cleaners, roadside vendors and the poor living by the roadside.

In his office, he looks at the X-ray of Seva Ram Parihar, a 50-year-old auto-rickshaw driver, who’s asthmatic and has been under treatment for “eight-nine years for breathlessness”. His condition has worsened in the past month.
“He’s been diagnosed with chronic persistent bronchial asthma. It’s an occupational disease, he’s exposed to diesel fumes and other pollutants in the course of his work,” Dr Kumar explains.
I ask him what he can do to help Mr Parihar? Not much, he says: “We can only give him the best care, prevent further exacerbation. He has no other options.”
Dr Kumar takes me on a guided tour of the outpatient department, where his team of 19 doctors sees 200 to 250 patients daily, and the respiratory ward where seriously ill patients are curled up on beds, many connected to oxygen pipes.
The room is bleak, its walls disfigured with peeling paint, tubelights shine harsh light on the beds, and noisy fans provide some respite from the sweltering heat.

It’s crowded in here – all the beds are taken, there are extra patients on stretchers and on mattresses thrown on the floor.
Almost all the patients here are poor, unable to afford expensive private medical care and the air is heavy with their pain and despair. Most of the patients here are dependent on oxygen to continue breathing.
Like Nasreen Begum, who has been in and out of the hospital since 2015. “She was discharged just last month, and now she’s back again,” says Dr Kumar.
Along with the number of patients, he says the “severity” of the symptoms too has grown in the past four to five years and children are most susceptible to falling ill.
“Even very small children are nowadays being diagnosed with bronchial asthma. And earlier we’d see children recover in five to seven days, now it’s two weeks.”
The incidence of lung cancer too is growing – earlier it was found only in those above 55 years, now people in their 40s are getting it, he says, adding that the situation is worsening quite rapidly.
Kanpur’s chief pollution officer Ghanshyam (who uses only one name) admits that air pollution remains high and a cause of worry.
But, he says, ever since Kanpur topped the WHO list, a lot of measures have been taken to tackle pollution.
“We are trying to stop farmers from burning crop residue, sanitation workers are being asked to stop burning garbage, guidelines to control dust are being implemented, and vehicular emission is being checked.”
He says a committee has been set up under the district magistrate with representatives from 17 government departments. They meet regularly to discuss problems and monitor progress. “It’s not a problem we can solve alone,” Ghanshyam says.

His colleague, assistant environmental engineer Dr Anil Mathur, says what they need the most is “better diagnosis” – to understand the source of air pollution.
The city has only one centre to monitor PM2.5 and a case has been made to set up five more such centres at different locations to generate better data.
The request is yet to be granted, but better data is something that Prof Tripathi could help with in the near future.
The Indian Institute of Technology has installed lots of low-cost monitors in Kanpur, Delhi and elsewhere in India. They also have programmes to monitor aerosols, real-time dust reading and radiation levels and by the end of 2019, he says, “we should have some answers”.
For instance, they would be able to tell how much pollution is being contributed by local sources and how much is coming from outside the city and how much is generated by biomass fuel or traffic. Then new policies can be formulated or existing ones tweaked accordingly, Prof Tripathi explains.

In January, the government launched the National Clean Air Programme which aims to have breathable air in 100 cities in five years. Prof Tripathi, who is advising the government on the programme, says earlier the mindset was that environmental issues can impede sustainable development, but slowly that notion is changing and there is the realisation that the two can – and must – co-exist.
“There’s realisation that bad air is impacting human health so the government is forced to make it their agenda. But everyone – the federal government, the states and the cities – will have to work together and consistently to make a real difference.”

When I visit the lone pollution monitoring system in a crowded market in the city centre, the machine shows a reading of PM2.5 of 67. Operator Rajesh Gupta says a day earlier it was 78.
In the winters, he says, the air quality is “very bad”, sometimes “critical – with PM2.5 averaging 400 to 500, on occasion even hitting 600”.

It’s not just the air. Pollution has also blighted a stretch of Ganges, India’s holiest river, in Kanpur, says environmental activist Rakesh Jaiswal.
The city of four million plus people is an industrial hub. It is home to more than 400 tanneries and generates large amounts of sewage and industrial effluent and a lot of that goes untreated into the river.
“The city produces 430mld (million litres per day) waste water. Only 250mld is treated before being released into the river,” he says.
The run-up to the start of the Hindu festival of Kumbh Mela in January saw some relief.
Millions of Hindu pilgrims bathe in the river in the city of Prayagraj (formerly Allahabad) during the festival, 200km downstream from Kanpur.
The authorities ordered tanneries shut; effluent from the city drains was sent to treatment plants; and more water was released into the river from upstream.

The festival ended in early March and the river water is polluted again.
Mr Jaiswal takes me to Dapka Ghat to show a huge breach in the pipeline that carries sewage from Sisamau, Kanpur’s dirtiest drain, to a treatment plant in Wajidpur.
Untreated effluents from the drain used to flow directly into the Ganges before the festival. The pipeline breach means it’s flowing again into the river untreated.
In the past 30 years, 310bn rupees ($4.4bn; £3.4bn) have been spent on cleaning the Ganges, but as we stand there watching the murky greyish liquid gushing into it, the river looks more like a stinking stream.
At one of the poll rallies in Kanpur, I ask several of the attendees if they think pollution should be an election issue?
Durga Prasad, a day-wage labourer, says he worries about the impact of pollution.
“It affects everyone, rich, poor, man, woman and child. But no-one has made it an issue,” he says, “and let me tell you, no one will.”

Lucknow (Uttar Pradesh) [India], Dec 23 (ANI): Uttar Pradesh Governor Ram Naik on Sunday lauded the efforts of Chief Minister Yogi Adityanath led BJP government in the state for making efforts to make river Ganga clean again. Naik, while addressing a Youth Kumbh here, said: "Today a living man is not ready to drink even two drops of Ganga as the river's water is very polluted. I have administered the oath of office and secrecy to Chief Minister Yogi and his Council of Minister. They need to be patted when doing good work, but should also be shown the mirror if needed." In October this year, Chief Minister Adityanath directed the state authorities to take requisite measures to check the dumping of wastage in Ganga. He also told the authorities to make adequate arrangements to treat sewage through effluent treatment plants (ETP). Chief Minister Adityanath, while speaking on the occasion, said: "After coming to power in the state, we have introduced a number of programmes to support the young minds and provide them with a platform to showcase their skills." "In the past one and half years, more than one lakh of youths have got jobs. The selection process for 50,000 police personnel will also conclude soon," said Chief Minister Yogi. Talking about the Ayodhya issue, Yogi said: "Whenever the work for the construction of Ram Temple will begin, our supporters will participate." "Apart from our government, no one else will be successful in completing this task." (ANI)

Lucknow to soon emerge as a Smart City
Declaring that Lucknow would soon emerge as a Smart City, Union Home Minister Rajnath Singh said that what Lucknow was today it was because of former Prime Minister Atal Bihari Vajpayee who envisioned a city full of public amenities.
Singh, who represents Lucknow in the Lok Sabha, said it was an open secret that it was Vajpayee who initiated development in the state capital as the local MP and later his work was carried forward by Lalji Tandon.
“It was Atalji who, as Prime Minister, laid the foundation stone of Shaheed Path and I as Union Surface Transport Minister ensured that the work was carried out systematically,” Singh said, adding that there was no doubt that Vikas ki Ganga was started in the true sense by Atalji.
Singh was speaking after the inauguration and foundation stone-laying ceremony of 438 projects worth Rs 938 crore for Lucknow.
He also laid the foundation stones of four elevated roads.
For the first time, four elevated highways of 6.24 km length will be constructed at a cost of Rs 414 crore in the state capital.
“The population of Lucknow is more than 35 lakh and over 20 lakh vehicles are registered in this city. The projects we have launched today have been conceived keeping in mind the population of Lucknow after 30 years. The construction of outer ring road is linked with this project,” he said.
Singh said air traffic had also increased in Lucknow. “Earlier, it was around 23 lakh (passengers) in 2012-13 and has now increased to 47 lakh now. Keeping this in mind, permission of terminal 3 has been given and it will be constructed at a cost of Rs 1,383 crore in three years,” he added.
“Similarly, work has begun to modernise Gomti Nagar (railway) terminus. The project worth Rs 1,900 crore has been sanctioned and once complete, it will ease pressure on Charbagh railway station. Besides, work worth Rs 1,800 crore is in progress to modernise the Charbagh railway station,” the Union Home Minister said.
He also said that Rs 96 crore would be spent on sprucing up the Alamnagar railway station.
Among the other works, sewage treatment plant (STP) will be constructed for Haider canal for which Rs 336 crore has been sanctioned.
“In the 2014 Lok Sabha polls, I had said that I do not make promises, but I seek the blessings of the people of Lucknow, so that God may give me the strength to fulfil the developmental aspirations of the people of Lucknow,” he said.
Lauding UP Chief Minister Yogi Adityanath, Singh said, “Today is a historic moment for Lucknow. The UP Chief Minister is committed to developing the state. His commitment for development and hard work makes me feel confident that no one can stop Uttar Pradesh from becoming the number one state in the country.”
Chief Minister Yogi Adityanath said, “In the last 15 months of the BJP government in UP, there has been an improvement in law and order. The power supply scenario has also improved. Due to the Smart City Mission and AMRUT, development of Lucknow is going on at a fast pace.”
Deputy Chief Minister Keshav Prasad Maurya said the BJP government had connected more villages with roads than the previous state governments.
